For the economic and social development of Kazakhstan, Kyrgyzstan and Tajikistan, agriculture and processing of agricultural food are of great importance. They represent the main source of income for a large part of the population. However, obsolete production processes impede the production of new, quality-compatible and exportable foodstuffs. There is also a lack of adequately qualified specialists and managers in the food processing companies. The necessary regional cooperation on questions of qualification as well as on the regional labor market has so far been insufficient. Economic and scientific potential for a possible cooperation remain largely unused. The education and training of specialists and executives for food technology and technology is not regional and can not be carried out according to international standards.

2 specific objectives are aimed at: The first is to prepare a long-term study on the economic, social and environmental situation, conflict management and respect for human rights in the mining areas of the aforementioned regions and in particular on the position of Women in the mining sector. This study will identify areas, indicators and their measurability, on economic and social change in these 2 mining regions. The second specific objective will be the development of an action plan — based on field-tested approaches — to increase local employment at the level of mining companies, suppliers and subcontractors through the submission of a strategy focused on recruitment and on the support for the implementation of the national gender policy of the Government of Mali.

It will be necessary to develop and support the implementation of specific modules aimed at strengthening the operational capacities of the local population with particular attention to women with the institutional partners concerned.

5 outcomes are expected:

1. A comprehensive study on the economic, social and environmental situation, conflict management and respect for human rights in the aforementioned mining regions;

2. The identification of current, up-to-date and usable data on suppliers, local subcontractors and mining companies: this will involve counting the aspects of the products / services and services offered, the origins of the enterprises, provide a report on the volume of local purchases, the methods of accreditation and certification of enterprises, the Tax Identification Number of mining actors.

3. Propose several strategies to increase the employability, local workforce and professional positioning of women in the mining sector, particularly in mining companies, suppliers and subcontractors.

The proposed strategies will be multi-faceted for Outcome 3:

a) to identify the factors that prevent the professional attainment of women in the mining sector;

b) to refer to national recruitment policies and strategies within the Ministries of Labor and Employment; Woman, Family and Children and the methods of professional integration (the organization of practical internships) in collaboration with the existing state structures (National Agency for the Promotion of Employment and the Promotion Agency for Youth Employment);
