Purpose and Nature of the Letter of Interest (LOI) Public Works and Government Services Canada (PWGSC) wishes to inform Industry of an upcoming program of work on behalf of Parks Canada Agency (PCA). The objective of this LOI is to advise industry of an upcoming Engagement Session which will: - Provide industry with information about the PCA Ontario waterways program. - Provide industry an opportunity to share information on current marketplace and supplier capabilities and to learn more about Government of Canada procurement processes This LOI is not a call for tender or a Request for Proposal (RFP). No agreement or contract will be entered into based on this LOI. Background Information: On March 13, 2015, the Government of Canada, announced $2.6 billion in investments for Parks Canada infrastructure across Canada. This investment announcement, the largest in PCAs history, includes support for infrastructure deferred work to heritage, visitor experience, waterway and highway assets located within national historic sites, national parks & national marine conservation areas across Canada. By halting the loss of irreplaceable built heritage and renewing visitor facilities, Parks Canada is restoring the vast majority of its assets that are aging or at the end of their life-cycle, allowing current and future generations of Canadians to experience and connect meaningfully with their special places. In June 2015, infrastructure investments were announced totalling more than $330 million for Parks Canada waterway sites in Ontario. These infrastructure investments will repair, rehabilitate or replace the network of locks & bridges across Ontarios Trent-Severn Waterway. Further funding is targeted at work along the iconic Rideau Canal, including significant work along the portion of the Rideau Canal in the downtown core of the nations capital between the Ottawa Locks and Dows Lake. 3. Potential Work Scope and Constraints: In addition to the announced infrastructure investments, it is anticipated that additional work will be planned in years 2017-18 to 2019-20 to address deferred work on waterways. The majority of the work for Ontario waterways will be on the Trent Severn Waterway and the Ride au Canal. The major asset types include dams, navigation locks, canal walls, wharves and vehicular bridges (both fixed and moveable). The work will require the following industries: - Concrete - Repair and Restoration, - Carpentry, - Mechanical - Gates and Locks, - Metal Fabrication, - Painting, - Earthwork - excavation, backfill, landscaping, - Erosion Protection, - Welding, - Heavy Civil and Hydrogeology Engineering. PCA is mandated to provide navigation services on the Trent-Severn Waterway and RideauCanal between May and October of each year. Dams must be operated year-round to maintain water levels within prescribed ranges in both the navigation and non-navigation season. PCA admini sters 52 vehicular bridges on Ontario waterways providing vital linkages in communities. Bridge closures must be minimized and this is a key project constraint. Waterways infrastructure projects present challenges related to working in a marine environment, while respecting PCAs mandated responsibilities and stakeholder expectations. 4. Organizational Changes All Bidders are advised that responsibility for certain activities on the Port Hope Area Initiative relating to the contract for this procurement may be transferred from Public Works and Government Services Canada to the Canadian Nuclear Laboratories Limited. Background Public Works and Government Services Canada (PWGSC), on behalf of Natural Resources Canada (NRCan) and Canadian Nuclear Laboratories (CNL) Ltd. has a requirement for environmental and radiological surveys, herein called Surveys, for the Small Scale Sites (SSS) component of the Port Hope Area Initiative (PHAI). Properties found to have historic Low Level Radioactive Waste (LLRW) above the PHAI Cleanup Criteria (CC) for the four (4) signature Contaminants of Potential Concern (COPCs) (Uranium, Arsenic, Radium 226 and Thorium 230) will be subject to delineation and development of remediation plans. It is expected that out of the approximately 5,000 properties, there are between 300 and 400 sites with some degree of contamination that will require remediation. In order to facilitate its management, the Survey of approximately 5,000 properties, mostly residential but including commercial, industrial, parkland and vacant properties, will be completed in batches, referred to as Campaigns, over the next several years. The first phase of the project (Campaign 1) included the survey of approximately 450 properties. The project was completed in September 2014. This Statement of Work (SOW) covers the Survey and related services for the next Campaign (herein referred to as "Campaign 2") of approximately 800 properties. Scope of Work The overall objectives of the SSS Campaign 2 Surveys are to determine presence/absence of LLRW, delineate identified LLRW and develop remedial action plans and class D cost estimates for those sites identified as having LLRW. Work will be completed in a phased approach, consisting of Phase 1 (Survey) and Phase 2 (Verification), summarized below: Phase 1 - Survey 1) Phase 1A - Site Screening 2) Phase 1B - Initial Intrusive Investigation 3) Phase 1C - Detailed Contaminant Delineation Phase 2 - Verification After completion of Phase 1 survey, complete the Verification activities for those properties which meet the PHAI CC.
