Arden GEMCSU (Greater East Midlands Commissioning Support Unit) acting on behalf of NHS England invites expressions of interest from suitably qualified and experienced healthcare service providers including third sector organisations, social enterprise and other providers to provide an Integrated Healthcare Service. NHS England Health and Justice is responsible for commissioning offender healthcare services for: HMPs Foston & Sudbury Services being sought include the provision of comprehensive and integrated primary care led services. The successful provider will need to consider: •Innovation in delivery of primary medical services •Integration with other healthcare providers e.g. secondary care •Working in partnership with HM Prison Service •Quality of the clinical care •Prison Health Performance Indicator set •Workforce standards •Medicines management •Referral management •IM&T support •Medical equipment •24-hour care in some institutions (normal hours of service) The healthcare services under this contract include, at each prison: •GP Provision •Primary care •Primary care nursing •Pharmacy services-including a mechanism for OOH provision •Public health screening, vaccination and immunisation and well-being services •Relevant diagnostic services •Integrated Substance Misuse Services •Physiotherapy •Podiatry •Primary and secondary mental health and learning disability •Sexual health •Health promotion and prevention •Dental •Escorts and Bed watch management (Foston) Some services will vary in specification at the prisons. More detail will be provided in the specification to be issued at ITT stage. NHS England will contract for these services using APMS, GOS and PDS contracts. The duration of the contract for each lot will be 5 years with 1+1 years options to extend. A meeting will be held at NHS England’s offices at Fulbourn, Cambridge from 14.30 to 16.30 on 12th May 2015. Southend’s Integrated Commissioning Team is inviting expressions of interest to deliver its independent Healthwatch service between 1 April 2016 and 30 September 2016. As part of the contract the provider will also provide Southend’s Independent NHS Complaints Advocacy Service. Our current Healthwatch contract was commissioned in 2013 to meet the statutory requirements placed on Healthwatch and Independent NHS Complaints Advocacy Services. This contract ends 31 March 2016. The statutory elements of The Service are set out in the Health and Social Care Act 2012 . A summary for the Healthwatch component is attached as appendix A. The Independent NHS Complaints Advocacy must: Support clients with a complaint or grievance related to any aspect of healthcare as Described in the Health and Social Care Act 2012 including healthcare providers in secure environments and those which fall under the jurisdiction of the Health Service Ombudsman, such as complaints about poor treatment or service provided through NHS in England. It will ensure that individuals who are subjected to compulsory admissions to hospital under the Mental Health Act, section 3 are signposted to the appropriate IMHA service. Annual reports produced by the current service provider for years 2013/14 and 2014/15 are attached as appendix B and C respectively. The TUPE confidentiality agreement is provided as appendix D. To commission effectively, it is essential that the commissioning cycle begins with a health needs assessment which examines the health needs of the establishment(s). This enables the commissioning team to understand disease prevalence, services which respond to the health needs and to receive evidence-based recommendations for the services. The requirement is best practice in relation to commissioning, but is also mentioned in ‘Expectations’ (HMIP) in the section on governance: ‘32. Prisoners are cared for by a health service that accurately assesses and meets their health needs while in prison and which promotes continuity of health and social care on release. Indicators References • Health services are informed by the assessed needs of the prison population and are planned, provided and quality assured through integrated working between the prison and its local health economy.’ In April 2015, local authorities will assume responsibility for social care needs in prison.
