The National Institute for Social Care and Health Research (NISCHR) is the Welsh Government body that develops, in consultation with partners, policy on research and development to reflect the health and social care priorities of the Welsh Government. NISCHR delivers its strategy and policies through commissioning services, running research schemes and initiatives, and through strategic investment and partnership working with other funding bodies, the NHS, academia, industry and other key partners. NISCHR wishes to procure the services of a contractor to administer the RfPPB and up to 2 other new research funding schemes. The contractor will be required to administer and performance manage three further RfPPB calls in years 2014, 2015 and 2016 and a review will be undertaken to assess its continuation beyond this. A key aim of the NISCHR's strategy ‘Together for Research and Innovation' is to maximise the research potential within health and social care in Wales. Complementing this, NISCHR's 3 year NHS R&D Funding Plan 2012/13 — 2014/15 outlines the vision and plans for establishing NHS R&D funding streams to support high quality studies taking place in the NHS. NISCHR runs a suite of competitive funding schemes, aimed at doctoral, post-doctoral and senior researchers in Wales. These are open, national, peer reviewed schemes, which supports one of NISCHR's key aims to build capacity in the research community in Wales through funding high-quality research activity.

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to establish a Framework for the Recruitment of Overseas Nurses.

The Health Board is one of the largest integrated healthcare providers in the UK. We provide day-to-day health services to a population of around half a million people living in Cardiff and the Vale of Glamorgan who need emergency and scheduled hospital treatment and mental health care, as well as delivering care in people's own homes and community clinics. We are also responsible for the delivery of NHS primary care services, including general practitioners, community pharmacists, dentists and optometrists.

Staffing remains the most important factor in the delivery of high quality care as ensuring that there are sufficient numbers of nursing staff with the right skills and competencies to deliver high quality of care is a minimum requirement expected to be delivered by healthcare providers.

Recruitment and retention are important issues for the Health Board and recruiting the correct number and caliber of staff is essential to help deliver the best possible care to patients.

The Workforce Education Development Service (WEDS) and the Care Council for Wales (Care Council) wish to commission training providers to develop and deliver a Combined Health and Social Care Induction Pilot Programme (the pilot programme) in the geographical areas of the Aneurin Bevan and Betsi Cadwallader Health Boards, to include learners from both rural and urban areas. Bids are invited for either or both of these areas. The rationale for the programme reflects the need for the development of integrated pathways and services within Health and Social Care. This integration requires a greater understanding of Health and Social Care roles, co-production and transferability of skills across the staff groups involved. Both the Health and Social Care sectors have developed required induction standards and accredited learning for health and social care workers in their respective areas. These accredited programmes cover very similar areas, but are currently delivered separately as work-based learning, usually by the employers but also through Further Education Colleges and Work Based Learning Providers. The pilot programme will have to cover the Level 2 Award in Social Care Induction (Wales) (QCF); the NHS Wales Induction for Clinical Healthcare Support Workers (Core) and selected learning outcomes from the NHS Wales Induction for Clinical Healthcare Support Workers (Nursing) (CQFW). It would also be expected to cover the principles that underpin the Social Services and Well-being (Wales) Act 2014. Please see the specification for further detail.
