The National Institute for Social Care and Health Research (NISCHR) is the Welsh Government body that develops, in consultation with partners, policy on research and development to reflect the health and social care priorities of the Welsh Government. NISCHR delivers its strategy and policies through commissioning services, running research schemes and initiatives, and through strategic investment and partnership working with other funding bodies, the NHS, academia, industry and other key partners. NHS Wales Shared Services Partnership on behalf of the Diabetic Retinopathy Screening Service Wales (hosted by Cardiff and Vale University Health Board)wish to inform the market that they intend to award a contract for the on-going Support and Maintenance of the All Wales Retinal Image Management system. No prior contract notice has been issued and a single tender has been invited and received from Digital Healthcare. The contract will be awarded on an annual rolling basis for a period of up to 5 years (including any optional extensions). The Health Board wish to award to Digital Healthcare to ensure continuity of service. All departments are totally reliant on this system and changing would introduce risk. The software currently meets the needs of the organisation and a change in systems would result in time and resource implications. The authority is therefore applying a 10 day standstill period to allow suppliers in the marketplace the opportunity to come forward if they believe that they can deliver the support for the system.

The Health Board is one of the largest integrated healthcare providers in the UK. We provide day-to-day health services to a population of around half a million people living in Cardiff and the Vale of Glamorgan who need emergency and scheduled hospital treatment and mental health care, as well as delivering care in people's own homes and community clinics. We are also responsible for the delivery of NHS primary care services, including general practitioners, community pharmacists, dentists and optometrists.

Staffing remains the most important factor in the delivery of high quality care as ensuring that there are sufficient numbers of nursing staff with the right skills and competencies to deliver high quality of care is a minimum requirement expected to be delivered by healthcare providers.

Recruitment and retention are important issues for the Health Board and recruiting the correct number and caliber of staff is essential to help deliver the best possible care to patients.

Velindre NHS Trust [as hosts of NHS Wales Informatics Service] is seeking to procure an Enterprise Master Patient Index (E-MPI) software/IT product and associated project implementation and maintenance services.

The E-MPI may be used by Local Health Boards in Wales and other NHS Bodies and extended to other public sector organisations delivering healthcare services.

Services may be required in respect of the delivery,hosting or service provision of the E-MPI and in relation to its integration or interoperation with other NHS Wales systems and software.

The Welsh E-MPI will support the data integration efforts and data accessibility projects, which will allow health professionals to share and access patient relevant data, which are held in dispersed cross-care healthcare systems (Patient Information Access).

The E-MPI will provide tools and mechanisms to identify flawed patient identity data items and supports on-going data cleansing and data improvement cycles within local

organisations (Patient Information Quality).
