Within the framework of the Project ‘Procurement Support Services to the Ministry of Health of Ukraine’ UNDP provides support to the electronic system for monitoring the availability of medical supplies at medical institutions \"E Liky\", which was launched in 2016.About 20 regions of Ukraine are already providing information to the resource eliky.in.ua on medicines available to patients in hospitals. The platform \" E Liky” became an innovative approach to protecting the rights of citizens for quality medical care. Now patients can receive information about what drugs that are purchased at the budget cost and are available in the hospital.To understand whether the life-saving medicines procured for the state budget reached the respective patients, the project plans to provide grants to regional non-governmental organizations to monitor supply and distribution of drugs procured with support of UNDP at the central level. UNDP will grant only one organization per region.Main goal and objectives of the competitionGoal: Track efficiency in delivery and logistics of medicines purchased by UNDP for the MOH to appropriate healthcare facilities in the regions, and to collect information on the availability of drugs for patients.Strengthen the capacity of non-governmental organizations working for patients’ rights protection.Main tasks:Monitor delivery of the medicines purchased by UNDP for the Ministry of Health in 2016 and 2017 (delivered in 2016 and 2017 respectively) for the programs of a) child hepatitis and b) adult oncology. The monitoring should address the following topics: which medical institution in the regions received the medicines and in what quantity; concordance of medicines quantities ordered during the planning process and received; delivery time from the central warehouse to the regional/hospital warehouses; problems encountered during the delivery.Monitor delivery of the medicines purchased by UNDP for the MOH in 2016 and 2017 (delivered in 2016 and 2017 respectively) for the programs a) child hepatitis and b) adult oncology. The monitoring should address the following topics: the number of patients who need treatment with the respective medicines; number of patients who received free medicines; why patients could not get free medicine needed for treatment; timeliness of the receipt of the lifesaving medicines.UNDP will provide a methodology and tools of the monitoring after signing the grant agreement.Bids will be accepted until August 31, 2017.Duration of grants: 3 months from the date of signing the agreement. ПРООН надасть грант тільки одній громадській організації з регіону.Мета : Відслідкувати ефективність та логістику надходження ліків, закуплених ПРООН за бюджет МОЗ, до відповідних медичних закладів у регіонах та зібрати інформацію про доступність ліків для пацієнтів.Посилити потенціал неурядових організацій, які працюють для захисту прав хворих.Для цього виконати наступні завдання:Провести моніторинг доставки лікарських засобів, закуплених ПРООН за кошти державного бюджету 2015 та 2016 років (поставки, відповідно, у 2016 та 2017 роках) по програмам дитячий гепатит та доросла онкологія: які медичні заклади регіону отримали препарати та в якій кількості, відповідність кількості отриманих ліків до замовленої під час планування, терміни поставки препаратів із центрального складу МОЗ в регіон та в лікарню, які проблеми виникали під час розподілу та доставки.Провести моніторинг наявності та використання лікарських засобів, закуплених ПРООН за кошти державного бюджету 2015 та 2016 років (поставки, відповідно, у 2016 та 2017 роках) по програмам дитячий гепатит та доросла онкологія в окремих медичних закладах: кількість хворих, шо потребували лікування відповідними препаратами; кількість хворих, що отримали безкоштовні ліки, з яких причин хворі не змогли отримати безкоштовні ліки, своєчасність отримання ліків.ПРООН надасть методологію для моніторингу виконавцям після підписання угоди.Заявки на конкурс приймаються до 31 серпня 2017 року.Термін виконання проекту: 3 місяці від дня підписання угоди.Максимальна сума заявки : до 125 000 грн на один грант.
