The Norwegian Directorate of Health wants to explore and inform the market about an upcoming process for considering the opportunity to create a new agreement concerning reimbursement of healthcare for entitled Norwegian citizens in the USA.

The Norwegian directorate of health is considering to create a new agreement with an operator who can negotiate prices on medical treatments on behalf of entitled Norwegian citizens who need treatment in the USA. The operator has to make payments to the healthcare provider based on Helfos decisions. The Norwegian citizens should not pay up front or have to apply for reimbursement. It is especially important that people with chronical diseases are covered by a guarantee. The operator has to have a 24 hour service for citizens who need assistance, and will have to issue guarantees to universities and others to show that the Norwegian citizens are insured.

At this time there are approximately 6 000 bills a year. It is not possible to estimate a total value for the agreement.

Frogn municipality is in the process of completing construction of the new Ullerud healthcare. In this connection it should now be procured TV solution for patient rooms and public lounges canteen mm. The target audience for this course is minority applicants with formal health education from abroad and / or extended work experience healthcare. The aim is that participants get permanent employment in health care through formalization of their expertise, either by approval of foreign education, or by obtaining a certified candidate for practice. The course will give participants assistance in the process of obtaining certification as health worker or nurse. Participants will receive a thorough introduction to Norwegian healthcare and the academic requirements. Furthermore, they should get professional health education so that they become able to pass relevant tests / exams and / or practice and develop their skills as Norwegian healthcare. The course will have a pervasive focus on communication and language qualification, including preparation for Norwegian try for those participants who have not passed this earlier. Participants should also implement work practice during the course, as part of the process of achieving formal qualifications. It is a goal that most of the practice agreements will culminate in ordinary employment. All participants will also receive training in labor knowledge and assistance to job search.

In the parliamentary bill no. 13 (2011-2012) Education for welfare, is one of the initiatives to invite the counties to participate in trialling of a new education model in Healthcare worker subject and the Child and Youth worker subject organised in models for more flexible alternating between school and practice. 'Alternating model', means a path where the education is organised in smaller units with short, alternating periods in regards to school and business. Trialling of alternating between and school and working life throughout the entire education path is also referred to as an initiative in the Social contract between the parties in the working life. These models are subject to evaluation and potential models that are tested in other education programme which leads to more people chose the education programmes and that more people complete the programmes with a certificate of apprenticeship. This trial shall start up in 2014 and finishes in autumn 2017. In the parliamentary bill no. 1 S Appendix 1 (2013–2014) the Government proposes to expand the trialling of alternating models in professional and vocational training and facilitate that several professions and counties can be included. The assignment from the Ministry of Education and Research regarding trialling the alternating models are formulated like this: In the assignment letter from the Ministry of Education and Research the directorate is asked of the following: — To invite counties to test out alternating models with start from the school year 2014/2015. The trialling shall include more professions than health- and youth development. Grants may also be given to trials that are already initiated, that have not previously received support. The aim is to achieve the best possible knowledge about the opportunities and challenges associated with the alternating model. This trial shall starts in 2014 and ends in 2018.

Oslo Universitetssykehus (OUS) og GE Healthcare (GE) har inngått avtale om å utvikle Oslo Imaging Technology Research and Innovation Centre (ImTECH) i neste byggetrinn av OCCI/Innovasjonsparken. I dette senteret er det blant annet planlagt følgende forskningsmaskiner: State-of-the-art digital PET-MR, 3T MR og CT med 16 cm bred detektor og spektral imaging funksjon. Hele senteret skal etter planen stå ferdig i 2019. Første fase av senteret realiseres høst 2017, med installasjon av en state-of-the art CT i OCCI-bygget. Denne maskinen skal være en ren forskningsmaskin, der ny teknologi (hardware og software) og nye applikasjoner vil bli utviklet, testet ut og videreutviklet. Det er blant annet planlagt dynamiske leddundersøkelser/proteseundersøkelser i kombinasjon med GSI og MAR. Disse undersøkelsene stiller krav til bred detektor i kombinasjon med spektral imaging teknologi og robuste metallartefaktreduksjonsløsninger. Videre er det planlagt utprøving og videreutvikling av applikasjoner for dynamiske hjerteundersøkelser med rask rotasjonstid i kombinasjon med 16 cm bred detektor, EKG-triggede undersøkelser med flere undersøkelsesvolumer der de ulike volumene har ulik targetfase, dynamiske nevroradiologiske undersøkelser med 16 cm bred detektor i kombinasjon med spektral imaging teknologi, samt perfusjonsundersøkelser med 16 cm detektorteknologi. I tillegg vil det være flere teknologiske forsknings- og utviklingsprosjekter for evaluering og videreutvikling av teknologiske løsninger. For å kunne gjøre evaluering av ny teknologi (hardware og software) og nye applikasjoner som innoveres og videreutvikles på forskningsscanneren i ImTECH er det behov for utprøving i storskala kliniske studier. Dette innebærer behov for å installere to tilsvarende state-of-the-art CT-skannere i radiologisk avdeling i OUS, Ullevål: En maskin for nevrologiske undersøkelser og en maskin for hjerte- muskel-/skjelett- og barneundersøkelser. Disse to maskinene vil bli benyttet for å evaluere og videreutvikle løsninger som etableres i ImTECH. Etter OUS’ vurdering foreligger det i dette tilfellet hjemmel i forskrift om offentlige anskaffelse § 13‐4 bokstav b) nr. 2 og 3. til å foreta anskaffelse uten konkurranse. Utprøving, evaluering, og nye anvendelsesområder for ny teknologi sykehuset innovativt bidrar med i sitt samarbeid med GE på forskningsscanneren kan av tekniske, immaterielle og forretningsmessige grunner (beskyttelse av know-how og forretningshemmeligheter) ikke testes ut på scannere fra andre leverandører enn GE. På denne bakgrunn meddeler OUS at sykehuset har til hensikt å inngå kontrakt med GE for levering av de to over nevnte CT før 1. juli 2017. Kontrakten vil tidligst bli inngått 10 dager etter at denne intensjonskunngjøring er publisert, regnet fra dagen etter publiseringen, jf. Forskrift om offentlige anskaffelser § 21-5.
