Background:  The Centre for Immunization and Respiratory Infectious Diseases (CIRID) which is part of Public Health Agency of Canadas Infectious Disease Prevention and Control Branch, has a requirement to develop and invest in a stable and reliable data source for hospital-based surveillance of influenza severe outcomes and routine estimation of seasonal influenza vaccine effectiveness (VE) in preventing severe outcomes in adults.   The surveillance conducted through this contract will provide regular, timely, standardized information to the PHACs FluWatch program and will assist CIRID in meeting national and international surveillance standards for seasonal and pandemic influenza preparedness.   This Request for Information (RFI)/Draft Request for Proposal (RFP) is being issued to seek feedback on the requirement and the draft RFP document, prior to developing any final RFP.     Draft Request for Proposal:  As part of the proposed HBSIVE requirement, the Contractor will be required to provide professional services which include the following resources: a) Principal Investigator, b) Sentinel Site (i.e. Hospital) Monitor, and c) Data Manager,  in order to provide CIRID timely and consistent hospital-based surveillance data that contributes to our understanding of the incidence, epidemiology, and outcomes of influenza-associated hospitalizations and deaths among Canadian adults as well as the effectiveness of the seasonal influenza vaccine in mitigating severe outcomes of influenza infection.   Surveillance findings will be reported each week to PHAC senior management, Federal, Provincial and Territorial influenza surveillance focal points, global influenza surveillance partners in the Pan American Health Organization (PAHO) and the World Health Organization (WHO), and to the public via several thousand subscribers to the FluWatch programs weekly report.   A Task Authorization (TA) process will be included in the contract to manage the work described above.  The Draft RFP includes, but is not limited to, the contract terms and conditions, bidder preparation instructions, evaluation procedures and submission tables, the statement of work, pricing tables and insurance requirements.   The Draft RFP includes both mandatory and rated requirements as part of the evaluation. The winning bidder will be the bidder with the highest overall score based on 60% technical bid and 40% financial bid.
