This tender is to establish a multi supplier framework agreement which will provide a comprehensive range of products suitable for use in Acute and Community settings, this may include the provision of hospital ward beds, specialist beds, low beds, maternity beds, foam, dynamic, hybrid mattresses, cushions, and other products that can be properly described as pressure relieving equipment.

The scope of the framework will also include a range of services which will include delivery, collection, decontamination, repair, maintenance, PPM, training, education, audit and clinical/technical support. Duration of the framework will be 4 years maximum (3 years initial period with the option of extending for 1 period of 12 months) The product/service offering in Lots 1 to 8 will be a multi supplier Framework Agreement with Access Pricing via Direct Award.

The objective of Lot 1 is to award a multi-supplier based framework for the supply of medical beds, including 4 section electric profiling beds, community beds, low height beds, floor level beds, paediatric beds, birthing beds, cots, cribs and patient trolleys. The Framework Agreement will also include training and clinical support for implementation and through the lifetime of the contract.

Suppliers within this Lot will be expected to provide a full decontamination service for pressure area care equipment. This could be for existing Trust owned equipment or part of new business covering Lots 1 to 6.

All Equipment processed and returned to Authorities shall have undergone a thorough decontamination in line with current national infection and decontamination standards with written certification provided. Infection control and decontamination standards are to be applied to transport in addition to any facilities. Clean/dirty segregation shall be adhered to at all times including delivery and collection arrangements.

Suppliers within this Lot will be expected to provide a full Maintenance, Repair and Planned Preventative Maintenance service for medical beds and pressure area care equipment. This could be for existing Trust owned equipment or part of new business awarded covering Lots 1 to 6.

This will cover the following areas: General maintenance on site, standard and emergency call out repair service, off site repair and annual PPM.

All services, parts, accessories and consumables provided against this agreement shall meet UK compliance standards. All maintenance, repairs and spare parts fitted will be carried out according to the original equipment manufacturers recommendations. Provision of all materials, equipment, and access to approved spare parts and provision of suitably trained personnel, necessary to ensure maintenance is carried out to the manufacturers recommended specification, will be the sole responsibility of the supplier.

Lot 9 facilitates the provision to re-open competition through a Mini Competition option where the Authorities can tailor a bespoke service specification to accommodate their requirements and contractually commit in advance to purchasing a specified value and/or volume of their requirements.

Under this Lot the suppliers will be required to provide a total bed and pressure area care solution; this may include the provision of a range of equipment covering hospital ward beds, specialist beds, low beds, foam mattresses, dynamic mattresses, hybrid mattresses, cushions and accessories. Services to support the solution will include delivery, collection, decontamination, storage, repair, maintenance, PPM, training, education, audit and clinical support.

Suppliers will only be considered for this Lot if they are capable of offering products/services across at least 5 Lots from Lots 1 — 6 and in both service Lots 7 and 8.

Having secured funding, the NTPF wish to establish a new initiative whereby arrangements for the provision of hospital treatment to persons on public hospital waiting lists can be facilitated.

In accordance with ‘Programme for a Partnership Government’ and the recent Budget for 2017, additional funding of EUR16 million, rising to EUR51 million in 2018, will be allocated to the National Treatment Purchase Fund Board (NTPF) to be used as part of a focused initiative to address waiting lists.

Various analysis, including a breakdown by medical specialty, of the waiting lists are available on the NTPF website at www.ntpf.ie

To facilitate this initiative and the possible roll out of other initiatives by the public sector health bodies to address waiting lists, the NTPF wish to engage in a market consultation with providers interested in providing hospital treatments.

The objective of this consultation is to seek provider views on the issues that may need to be addressed in private sector suppliers assisting in the reduction of waiting lists as outlined below in 11.2.14 Additional information.

Southend University Hospital NHS Foundation Trust seeks bids from suitably qualified providers to supply Residential Care Home Step-down Bed Services in line with the declared specification requirements including relevant standards.

The Care Home Services are required for those patients that no longer require acute hospital services, and are unable to return home. Step-down should not be considered a permanent placement and the Service Provider shall clearly distinguish between the Step-down facility and other care they provide.

The Trust is seeking bids from Care Homes that are situated within a 5 mile radius of the Hospital site and the capacity and capability to supply services.

This business is split into 2 Lots: lot 1) Block Booking of Residential Care Home Bed Services and lot 2) Spot Purchase of Residential Care Home Bed Services.

Bidders can submit offers in relation to supply under either or both lots.

The Trust seeks bids from suitably qualified providers to offer block booking of bed services for Residential Care Services throughout the contract period in line with the declared specification requirements.

The estimated level of business relates to block purchase of 4 beds for the 2 year contract period. This may be split between, 1, 2 3 or 4 suppliers on the Framework under this lot.

The ITT documentation includes details of the specification requirement, guidelines for submitting a bid, and the evaluation methodology.

Bids are sought from suitably qualified providers offering Residential Care Home Step-down Bed Services on a spot purchase basis. The estimated number of beds required per week is 2 to 3 beds shared between the Suppliers awarded to the framework contract.

It is anticipated with respect to lot 2 (Spot Purchase) that a min. 4 and max. 6 Care Homes will be awarded this business.

Care Homes awarded to the contract under lot 2 will become priority providers on an ad-hoc spot purchase basis. This means the most suitable care home will be selected on the basis of location, patient requirement and patient/family preference from the list of framework suppliers under lot 2 and given priority over any other Care Homes for this business.

Waste autoclave, Namsos Hospital

An autoclave for disinfecting of waste shall be procured for Namsos Hospital so that the waste can be transferred as residual waste.

The new autoclave shall be placed in our environmental hall where the current autoclave is located in a recess in the floor. The recess measures 261 x 261 x 16.5 cm.

If the existing recess cannot be used, the Property Department shall prepare the substrate for mounting.

The existing autoclave will be disassembled and removed by EA.

Structural changes will be safeguarded by EA.
