This consultation relates to a multi-attribute framework contract for the following services:

A supply of blank labels, pre-printed and thermal ribbons for ZEBRA printer for labeling reference standards of the European Directorate for the Quality of Medicines and Healthcare (EDQM).

The consultation has gone through an international public tender pursuant to Order No. 1333 of 29.6.2011 on the procedures of the Council of Europe in procurement.

The market is a split contract to purchase orders (multi-attribute cascade). And will be awarded a maximum of 3 recipients, by the so-called "cascade", subject to a sufficient number of candidates.

It is, at first appealed to the holder whose bid is ranked first. If it is not in ability to provide the services within the required time, or in case of non-conformity of goods delivered, the contracting authority's representative is to the holder whose offer was the second highest . Finally, in case 3 attribute, it is for the operator ranked in third position if the second is not in ability to realize the benefit.
