Forensic Laboratory Services (FLS) provides scientific and technical expertise in support of U.S. Postal Service and the Office of the Inspector General investigations. The objective of FLS is to be responsive to the needs of the user agencies by providing a quality work product in a timely fashion. An increase in the number and size of cases being submitted, and the current backlog of requests in the Fingerprint Unit requires that we seek a service contract from an outside provider that can meet the needs of FLS and our customers. Forensic Laboratory Services is accredited by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) to ISO/IEC 17025: 2005 General Requirements for the Competence of Testing and Calibration Laboratories. To address the current backlog in the Fingerprint Unit, FLS requires temporary contractor assistance with on-site processing of evidence and analysis of latent prints at the USPIS National Forensic Laboratory in Dulles VA. For FLS to maintain laboratory accreditation, contractor and sub-contractors must meet certain requirements and qualifications. There will be a periodic need with reasonable notification for request for services. The qualified entity would provide a team of experienced, certified latent print examiners to assist in reducing a significant backlog of latent print casework. The selected supplier will enter into a contractual relationship with the USPS to provide forensic fingerprint analysis services in accordance with the Terms and Conditions set forth in the awarded contract.

The United States Government intends to utilize Simplified Acquisition Procedures as specified in FAR Part 13.5 for the acquisition of commercial items. USACIDC is responsible for conducting digital forensic examinations of devices such as Apple computers and iDevices, which may contain digital data of an evidential value in a criminal investigation. No one forensic software will work to obtain all relevant data from a device. Lantern is one of the forensic tools used to obtain evidential data from mobile devices, particularly iDevices. Market research has identified other types of software with capabilities similar to the Katana Lantern software, however, they are more expensive and do not provide some of the critical features required by USACIDC to conduct forensic examinations of mobile devices. In addition, purchase of Katana Lantern software from a wholesaler, should one become available, would result in the Government paying unnecessary pass through charges. The U.S. Customs and Border Protection, Southwest Regional Science Center (SWRSC) intends to issue a sole source order with LaserLight Solutions for the BrightBeam dual laser system. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The CBP SWRSC Latent Print Unit processes thousands of items every year in support of Homeland Security Investigations' criminal cases. Latent prints are found or developed on a variety of different surfaces. These prints are then photographed under special LASER light conditions with special filters. These images are then compared to known prints for identification. SWRSC has a need for a dual forensic laser system capable of generating a laser light at both 445nm and 532nm frequencies. This system will be used to excite fluorescence imaging dust, glue, powder, dyes, and reagents used to develop latent prints on evidentiary items in the laboratory and in the field. The 445 nm blue forensic laser is needed to view latent fingerprints on specific surfaces that are not viewed as well using the 532nm green forensic lasers. In addition, space is very limited in the laser room, therefore a forensic dual laser is required. The lasers will be used to visualize developed and dye-stained latent prints on items of evidence. In addition to latent print work a laser is needed to assist in finding trace evidence and body fluids at crime scenes. Only the LaserLight Solutions BrightBeam dual laser system and no other brand of forensic dual laser meets all of the requirements of CBP listed below: • Portable, lightweight DD/DPSS laser system • Speckle-free beam • Capable of generating 445nm blue laser light and 532nm green laser light. • Dual laser output power of 8W, each • Input Power: 110 VAC • Hands-free operation • Rechargeable battery • Weight: 40 pounds or less • Fiber Type: armored • Fiber Length: 15 feet • Warranty: 1 year • Padded support case With respect to power output, laser wavelengths, and operation the LaserLight Solutions BrightBeam dual laser system and no other forensic laser met all of the necessary requirements and specifications. The only other semi-comparable laser does not offer each laser with 8W of power nor does it offer hands free operation, which is essential. Department of Homeland Security, Customs and Border Protection (CBP) intends to negotiate with Digital Intelligence, Inc., 17165 West Glendale Drive, New Berlin, WI 53151 for the procurement of a Forensic Recovery of Evidence Data Center on a sole source basis, pursuant to FAR 13.106-1(b), Soliciting from a single source. CBP Laboratory and Scientific Services in Chicago has a requirement for the procurement and installation of Forensic Recovery of Evidence Data Center (FREDC) consisting of a Forensic File Server, Forensic Recovery of Evidence Device Rack mount, Database Server Option, and training. The FREDC system is solely manufactured by Digital Intelligence. Digital Intelligence is the only source which offers the FREDC which contains high-end processing capabilities and large storage Redundant Array of Independent Disks arrays along with specialized write-blocking equipment used to maintain the evidence integrity of all original digital media during forensic exams. The Lab currently has four FRED workstation units that will integrate with the FREDC system. In accordance with Federal Acquisition Regulation (FAR) 5.2., the purpose of this notice is to synopsize the following requirement for the Resolute Support Mission (RSM) providing forensic mentoring, training, and development support services under the Deputy Chief of Staff Security Assistance, Combined Security Transition Command - Afghanistan to support the Ministry of Interior (MOI) in Government of the Islamic Republic of Afghanistan (GIRoA). This requirement for RSM forensic support services consists of providing personnel to serve as mentors, to help enable the MOI Afghanistan National Police on the path to an enduring and reliable forensic processing capability, in order to foster an efficient police force that operates under the rule of law. The Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for a non-personal services contract to provide technical and analytical tools in support of policy development, management and administration, and improve the operation of systems supporting the forensic mission in Afghanistan. ACC-RI estimates solicitation release on or about 14 April 2016. However, this date is subject to change. ACC-RI intends to conduct a full and open Lowest Price Technically Acceptable competition to award a single firm-fixed-unit-price cost reimbursable hybrid contract. The period of performance is anticipated to be one base year plus four one-year evaluated option periods, and will include the FAR clause 52.217-8, Option to Extend. The training work to be performed under this contract will be primarily in the forensic laboratories in Kabul but may also include Herat.
