The objective of the procurement is the establishment of new framework agreements for specific reagents for use with STR amplification of respectively DNA from biological traces, as well as FTA samples in criminal cases (part 1) and kinship analysis (part 2).

The need for statistical power is different for criminal cases and kinship cases and the procurement shall cover both of these different needs.

To achieve the best possible objective for both needs, the procurement will be carried out in 2 parts/items with partial tender and sub-contracts.

Part 1: FHI's [the Norwegian Institute of Public Health] need for reagent kits for analysis of DNA samples from biological traces and FTA samples in criminal cases.

Part 2: FHI's need for reagent kits for analyses of FTA samples in kinship cases.

The procurement is carried out in 2 parts/items.

Tenderers can participate in the competition by entering separate partial tender offers for Part 1 or Part 2, or both.

The partial tender offers will be evaluated separated and ranked in relation to the other partial tender offers for the same Part.

There are different minimum requirements and award criteria for each part.

One contract will be awarded per Part.

All tenders in the competition should be accompanied by kits for testing as part of the tender evaluation.

The Insitute of Public Health, Division for Forensic Medicine and Drug and Alcohol Research, receives samples from the judicial system and the Prosecution, Probation and After Care Services and the Social Services, for checking employees and medical diagnostics, for analysing alcohol, medicaments and drugs, including interpretation and analysis results. In addition research projects are carried out within fields connected to the Division's routine activities. The analysis methods include alcohol, a broad spectrum of medicines and drugs. There are strict requirements for the analysis activitiy, as the sample results can lead to negative sanctions for the sample giver. The Division participates in several international quality assurance programmes, where the reference substance's quaity is also of central importance. The Division's routine activities are accredited. The Division annually purchases a considerable amount of reference substances (for approx. 1500000 NOK in the last year) for preparing reference solutions (standard solutions) and independent control tests for use in screening, confirmation and quantitative analyses. Reference substances are used for control and standard solutions from preferably two different manufacturers, possibly from the same manufacturer with two different lot/batch numbers. It is estimated that samples are taken out 2-6 times (approx. 10mg if dry substance or 1 ampoule per time) from each substance per annum - i.e. 1-3 times from manufacturer A and 1-3 times from manufacturer B. The consumption varies for internal standards (1-16 ampoules per annum). Clear information on the certificates on the reference substances' quality is of central importance for weighing the correct amount for the production of control or standard solutions. In order to cover the need for pure substances the Institute of Public Health is now holding an open tender competition with the aim of establishing a framework agreement with one, three or more suppliers. Biological samples that are relevant for testing for drugs and alcohol are mainly urine, blood and spit. Eye fluids, hair and muscle are also received to a lesser extent.

The competition has several minimum requirements in the tender documentation annex.

Tenders must fulfil all of the minimum requirements.

The government has decided to transfer forensic sciences from the Norwegian Institute of Public Health to Helse Sør Øst RHF at Oslo University Hospital. The changes in the organisation of forensic sciences have been discussed in the revised national budget. The aim is that the new organisation of forensic sciences shall come into force from 1.1.2017. As the decision on transfer of activities can be significant for future contract relationships, the contracting authority would like to inform relevant tenderers of this decision. At the same time, attention is drawn to point No 25 in the announced ‘Contract Document General Terms for the Procurement of Products’, which discusses the transfer of the contract.

The procurement will be carried out via a notice of intent.

Reasons for the intention notice:

Models 3500 and 3500xl are the only validated machines that can analyse the kits with STR (Short Tandem Repeat) markers, which the forensic medicine subject are requiring on a regular basis. These are the only machines that the legal genetics uses worldwide and they are also the only Capillary instrument which the suppliers and analysis kits use when developing and validating.

The contract award is based on the only supplier that can deliver the analyser due to technical reasons is Thermo. The terms in the PPR § 13-4 (2) and 13-3 (1) are considered to be fulfilled.

The procurement's value includes the procurement of equipment specific consumables for as long as the instrument is in use, as well as the value of a full service contract for the instrument's lifetime.

Corpse transportation services for Telemark Police District, from the place of death to the Forensic Institute (RIMI) for obduction and return to the home municipality of the deceased in Telemark.
