The proposed framework is for the delivery of a wide range of first aid training courses to Police Officers and Police Staff, in England and Wales. Courses will include basic emergency first aid as well as enhanced skills for use in public order and/or firearms environments.

The framework being tendered will be open to all 6 (six) forces in the North West region, however any decision on whether to use the framework will be taken locally and is at the discretion of each force.
The intention is to award framework status to a single provider, either with the ability to deliver all the required services; or acting in the role of prime contractor, with some or all services delivered by 1 or more nominated sub-contractors.
HQ FORCOMD is seeking to procure the services of an appropriate Service Provider to assist it in developing a web-based First Aid Course, to complement Army's Blended Learning Strategy for future military personnel educational purposes. The web-based First Aid Course will be designed to provide initial basic first aid training, and subsequent requalification training, occurring every 3 years.
The department of Innovation, Science and Economic Development (ISED) requires services to link to departmental priorities in support of the Government of Canada’s priority in fostering a healthy workplace with a focus on mental health. The services will be required for a period commencing from contract award to February 1, 2018.
The Contractor grants to ISED the irrevocable option to extend the term of the Contract by up to four (4) additional one (1) year period under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.
ISED may exercise this option at any time by sending a written notice to the Contractor 30 days before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment.
2.0 TITLE OF PROJECT
Mental Health First Aid (MHFA) Basic training for Innovation, Science and Economic Development Canada (ISED) Canada employees in the National Capital Region (NCR).
In support of the Government of Canada’s priority in fostering a healthy workplace with a focus on mental health, which was referenced in the Clerk of the Privy Council's Twenty-Third Annual Report to the Prime Minister, ISED will be offering MHFA Basic training in the NCR.
The MHFA training course was developed to help people provide initial support for someone who may be developing a mental health problem or is experiencing a mental health crisis. MHFA training was developed and introduced by professors from the Centre for Mental Health Research at the Australian National University in 2001. Since then, the program has been developed, evaluated and disseminated nationally and internationally in 18 countries, including Canada. MHFA Canada came under the leadership of the Mental Health Commission of Canada (MHCC) in February 2010.

4.0 PROJECT REQUIREMENTS/OBJECTIVES/ SCOPE OF WORK
ISED requires the services of a Contractor to deliver MHFA Basic training to ISED employees and managers in the NCR at ISED locations. The services will be required for a period of one (1)year commencing from contract award date with the irrevocable option to extend the term of the Contract by up to four (4) additional one (1) year periods under the same terms and conditions.
ISED may exercise this option at any time 30 days before the expiry of the contract by sending a written notice to the Contractor. The option may only be exercised by the Contracting Authority, and be evidenced for administrative purposes only, through a contract amendment.
Time/schedule for the completion of each stage of the work-each course will be completed within two (2) full days of work on a schedule of 9am to 4pm daily. 2 x 15 min breaks and 30 min lunch will be provided to employees during each training day.
The Contractor must provide ISED with copies of all course material at least two weeks before any scheduled course.
The Contractor will be responsible for offering the course material in both official languages. The content of the English and French sessions is to be exactly the same.
6.0 CLIENT SUPPORT
ISED will be responsible for the logistics of the training boardrooms and providing flip charts and paper for breakout work as requested by the Contractor.
7.0 WORK LOCATION
Training will be delivered at ISED buildings in Ottawa, Ontario and Gatineau, Quebec.
Preparation for the training will be done at the Contractor’s work location prior to sessions.
8.0 OFFICIAL LANGUAGES
The Contractor will be responsible for delivering the course in both official languages.
There will be no travel for this contract.
