Public transport in Pitesti (the “City”), a city in central Romania, with a population of 155.4 thousand, an area of 40.7 km2, is provided only by buses. The existing rolling stock and related infrastructure are in a poor condition and incur high maintenance costs. The City’s strategy is to improve urban transport services in Pitesti and align it with EU regulations. In this respect, The European Bank for Reconstruction and Development (“EBRD” or the “Bank”) has been asked to finance the modernisation of the bus fleet in the City of Pitesti by Publitrans SA Pitesti (the “Company”), the public transport operator, fully owned by the City (the “Project”). The investment will enable the Company to renew the rolling stock fleet, with 70 new buses which are compliant with EU emissions standards.
Alongside the introduction of modern rolling stock and the modernisation effort, there will be two consultancy assignments: (1) a twinning partnership (the current assignment) which will assist the Company to review its existing operations and deliver a new business plan (the “Business Plan”) and a separate assignment, (2) the automated fare collection (“AFC”) consultancy, which will assist the Company to tender and implement a successful AFC system, expected to result in a significant revenue increase by reducing cash leakage inherent in all cash-based ticketing systems.
It is anticipated that implementation of these two assignments will substantially complete the transformation of the public transport sector in Pitesti.
Publitrans is seeking to retain a consulting firm (the “Consultant”) to act as a ‘twinning partner’ and assist them to deliver a new business plan (the “assignment”).
Specifically, the objectives of this assignment are to support Publitrans management to review and deliver the Company’s Business Plan, implement related corporate, financial and operational improvements and amend the public service contract (“PSC”).
The Consultant shall work in very close cooperation with the management of the Company in order to assist the Company in the following areas:
A. Organisation and finance
Adapt and implement an amended PSC between the Company and the City of Pitesti to comply with the EBRD and EU requirements;
Support the Company’s management to prepare and implement the Business Plan and improve corporate governance;
Deliver services within the framework of the new PSC with the City of Pitesti;
Define and implement an activity-based cost-accounting system;
Increase the farebox ratio through tariff adjustments and other financial improvement measures deemed necessary, once the new buses are in operation;
Collaborate with external consultant (for the parallel assignment) to agree a study regarding best option to implement a new automated fare collection system;
Give guidance on data collection and analysis, to provide the basis for network and service restructuring in order to meet customers’ demands;
Provide assistance with the design of new routes network to be introduced in 2017;
Help develop and maintain operational and financial performance indicators;
review the planning process, the preparation of bus route time-tables and the work schedules (rosters) for bus drivers
Assist with the preparation of a detailed marketing plan (the “Marketing Plan”) that will aim to increase public transport ridership in Pitesti. The Marketing Plan should include a fare policy, the introduction of tourist passes, the distribution of tickets, the promotion via network maps and timetables, leaflets and brochures, advertising, corporate identity, and improvement of the bus stop information.
Provide assistance in the preparation and implementation of passenger surveys to be carried out by the Company in order to determine levels of customer satisfaction.
Provide capacity building of the Company’s staff (a key part of the Consultant’s work) through on-the-job assistance, staff-exchanges, workshops, visits and close collaboration.
In addition, the Consultant will arrange formal training aimed at senior and middle-level managers to enable the Company to implement its Business Plan.
The Consultant will organise one or more visits, as appropriate, to its premises/installations to illustrate state-of-the-art practices and provide reference points.
Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in the first quarter of 2015 and has an estimated overall duration of 24 months.
Maximum Budget available for the Assignment: EUR 150,000 (exclusive of VAT).
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: Austrian Fund for Municipal Infrastructure
Eligibility: Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a maximum of 25% of the maximum contract amount may be used to finance services of local experts who are nationals of Romania or consultancy firms of Romania.
Consultant Profile: Corporate services are required. The Consultant shall be a firm, or a group of firms with previous project experience related to:
Public transport operating experience in more than one country or forming part of a group with such experience in more than one country, in at least similar sized cities.
EU policy and legislative package in the field of urban transport, including AFC
Public service contract models for Romanian transport operators.
The Consultant’s expert team is expected to include the following key experts:
i) a team leader who shall be an appropriately qualified professional with extensive experience in urban public transport and in implementing business plans
ii) an expert in public transport management
iii) an expert in operations planning
iv) an expert in marketing
v) an expert in management information systems and cost accounting.
All experts need to have extensive job experience in more than one experienced public transport operating company, preferably in more than one country
Submission Requirements: Corporate services are required. In order to determine the capability and experience of consultants seeking to be selected for this assignment, the information submitted should include the following:
(1) brief overview of the firm/group of firms including company profile, organisation and staffing;
(2) details of previous project experience or similar assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
(3) CVs of key experts who could carry out the assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

(5) a copy of the Consultant's valid company registration certificate confirming that the firm is registered in the relevant jurisdiction.
The expression of interest shall not exceed 25 pages (excluding CVs and contact sheet).
One original and 3 copies of the expression of interest, in Romanian and one copy in English, shall be submitted to the Company in an envelope marked “EXPRESSION OF INTEREST for Pitesti Urban Transport Twinning Partnership”, to reach Company not later than 30 March 2015 at 17:00 hours Pitesti time.
One further electronic copy in Romanian and one in English should be submitted to the EBRD’s contact person by the same due date.

1. The selection will normally be made from responses to this notification only. Consultants will not be asked to submit a proposal. The highest-ranked Consultant will be selected from a shortlist and be invited to negotiate the contract, subject to availability of funding.
2. Evaluation criteria and respective weightings are:
(a) firm’s experience with regard to operating a public transport company (30%)
(b) firm’s international urban public transport operating experience (15%)
(c) experience of lead professional in implementing business plans in urban public transport (15%)
(d) qualifications of expert in public transport management (10%)
(e) qualifications of expert in operations planning (10%),
(f) qualification of expert in marketing (10%),
(g) qualification of expert in management information systems and cost-accounting (10%);
