The NEPAD Agency is seeking a Consultant firm (the term consultant is used for the purpose of the terms of reference) to develop a portal for the e-Learning and Knowledge Sharing using corporate NEPAD Agency branding in Drupal platform on LAMP stack. The expected platform should go live between June and July 2015 at the African Union summit that will be held in June 15, 2015. NEPAD Agency wishes also to seek services from the same select vendor to develop a mobile application to allow users and the public to access information about economic indicators, and results of its economic outreach policies over an iPhone, iPad and Android mobile and tablet devices. This application will be part of the NEPAD Agency Open Data Initiative to make development data and information more accessible and easier to use. Users will create their own data tables and charts from NEPAD Agency data on the various economic indicators for all the African countries. This data can be used in presentations, projects, and shared via email. Users can also search and view selections of the data by topic based on powerful search mechanisms. The application will be a useful tool for students, professors, economists, researchers – or anyone wanting to learn more and explore African economic indicators and trends. The expected mobile applications should go live in June 2015......... Background The Development Research Department of the African Development Bank is undertaking a comprehensive study on tax reform effectiveness in Ethiopia. The aim of the research project is to analyze the effectiveness of sales register machine in fighting corruption and fraud with a view to distilling policy lessons to inform future policy in Ethiopia and other African countries. The studies will involve a number of activities including data collection and field visits. A major publication is envisaged focusing on key policy issues emerging from the study. The Development Research Department intends to hire a junior consultant for the study to be part of the team working on the project. The consultant is expected to assist on literature review, data analysis and provide analytical input to the study. 2. Objective and Activities of the Assignment As a member of the research team working on the project, the consultant will undertake the following tasks: I. Merge several data files and arranging them for analysis. II. Produce descriptive statistics III. Undertake econometric estimations IV. Produce publication-quality tables and graphs that can be used in the final report V. Assist in reviewing the relevant literature both on taxation and econometric tools. 3. Work Schedule The consultancy will cover a period of three working months. The consultant will be available for clarifications and answer any follow-up questions, as required. 4. Required Qualification I. At least a Master’s degree (or its university equivalent) in Economics (preferably development economics) or a related development field. II. Proven experience in data organization and analysis III. Competence in the use of standard software (Word, Excel, Access, PowerPoint) as well as Stata is compulsory. IV. English and French are the working languages of the African Development Bank. For this assignment a good command of English (oral and written) is required. Knowledge of other language is an advantage. V. Minimum of two years of experience in a similar multilateral institution or any other institution engaged in research activities. VI. Be a national of one of the member countries of the Bank VII. Be under 32 years of age. 5. Remuneration The Consultant will be paid a monthly lump sum for the entire period commensurate with the number of years of experience.
