New dynamic procurement scheme for the procurement of office and school furniture in accordance with the rules from 2016.

Rogaland county has a separate contract for the procurement of office and school furniture for orders under 150 000 NOK . This dynamic scheme will be used for all procurements over this limit.

Our existing dynamic scheme has to be re-announced, due to the new rules and new forms. This scheme expires 16.4.2019, the same date still applies. The same tender documentation, annexes and estimates (adjusted for the current year) that formed the basis for this notice still apply. This is the reason why the tender documentation is dated 2015.

Western Norway Regional Health Authority (WNRHA) wish tender on the delivery of Furniture for use in Offices, Conference rooms, waiting rooms and for use in our institutions. Volume: The various buildings within WNRHA vary greatly in both form and size. The Contracting Authority therefore has the need for a large assortment of different furniture. The variation within the buildings makes it hard for the contracting authority to define which products which we will buy, and the number of products which will be bought. The yearly estimate listed in the price sheet (‘Del 2 Vedlegg 1 Prisskjema’) is therefore not binding for the contracting authority. The price sheet (Del 2 Vedlegg 1 Prisskjema) contains a list of furniture to offices and meeting rooms. WNRHA has not been able to create a standard assortment of furniture for use in waiting rooms and general health care furniture, due to the great variations in building form. The amount which will be bought from the various trusts under this contract is uncertain. Based on experience the yearly purchasing is likely to divide as follows: Helse Bergen 40-50 %, Helse Stavanger HF 20-30 %, Helse Førde 10-15 %, Helse Fonna 10-15 %. The other trusts under this contract are expected to purchase small amounts. Consulting services: When WNRHA is planning to remodel parts of a building or refurbish parts of a building, WNRHA will sometimes have the need for consulting services in relation to planning of office space. Delivery: WNRHA has institutions on a great number of places in Hordaland, Rogaland, and Sogn og Fjordande. The great majority of purchases will be made by the institutions listed in Part 2 Appendix 3 — Delivery locations (Del 2 Vedlegg 3 leveringssteder).

In 2015, Rogaland County Municipality entered into a dynamic purchasing system for furniture. This had a duration after any options until 2019. Due to new regulations and changes to the prospectus, a new version had to be published in winter 2017. However, a technical change in the prospectus form, which now results in a new version being highlighted. Office and school furniture for up to SEK 150,000 is purchased through our framework agreement with Magnar Eikeland. This competition is not affected by this announcement. For purchases over this sum, competition for the current project in the dynamic purchasing scheme is highlighted. Suppliers eligible for the scheme will have access to the contests and all the documents required to submit bids in each competition. That is, requirements specification and description specifically tailored to the individual competition and project, such as drawings, furniture overview and price chart and the like.
