The Pacific Northwest Forest & Range Experiment Station, Olympia, Washington, intends to acquire by contract remodeling of the Olympia Forestry Sciences Laboratory by: (1) redesign of the reception area to provide security and manage visitors better; (2) enclose the breezeway between the main building and south wing to allow easier access to be environmentally friendly; and (3) convert existing loading dock to include office, hot and cold storage, and an ADA bathroom with shower. The building is an attractive wood-framed, beveled-siding building with a mansard roof. The new remodel will maintain and/or complement the look and feeling of the existing structure, utilizing widely available materials. The government will proceed to issue a Request for Proposal (RFP) solicitation, restricted to HubZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated price is between $500,000 and $1,000,000. The project is located at the Pacific Northwest Forest & Range Experiment Station, Forestry Sciences Laboratory, 3625 � 93rd Avenue S.W., Olympia, Washington. PROJECT DESCRIPTION: Provide all, labor, materials, equipment and transportation necessary for Pre-commercial Thinning, Planting and Pruning services for Region 6 - Washington and Oregon. Services are primarily for the following National Forests in Region 6: Gifford Pinchot, Mt. Hood, Mt. Baker-Snoqualmie, Olympic, Wenatchee, Okanogan, Colville and the Columbia River Gorge National Scenic Area. As needed and supportable by the contractors, other Forest Service locations within Region 6 may utilize the awarded contracts. SOLICITATION DETAILS: This is a best value procurement that is being set aside for small businesses. The NAICS code for this project is 115310 - Support Activities for Forestry. All work will be performed under Blanket Purchase Agreement (BPA) with multiple contracts awarded. The USDA Forest Service Savannah River has a requirement for Professional Forestry Support Services. The work includes but is not limited to Timber Cruising, Timber Marking, Timber Sale Administration, Common Stand Exams, inventories and other similar support services. Contractor will provide all equipment, labor materials, tools, supervision, including safety and other incidentals necessary to perform the required services within the boundaries of the DOE Savannah River Site. The resulting contract will be an Indefinite Delivery / Indefinite Quantity Contract. The Government anticipates making multiple awards. The minimum guaranteed amount will be $2,000 for each contract and the maximum amount will be not to exceed $2 Million dollars over the life of all contracts. The performance period will be a basic period and four 12 month options. SRS is a restricted access Government facility. The size standard is $7 million under NAICS code 115310. This is a small business set-aside. The solicitation will be issued on or around 19 Feb 2010. Savannah River Site is a restricted access Government facility and vehicle searches are done on all vehicles entering the Site. No contraband items, such as guns, ammunition, drugs etc. are allowed on Site. A picture ID of persons entering the Site is required A minimum of 72 hours is required to process any security badge requests for U.S. Citizens and up to 30 days could be required for non-U.S. citizens. If a site visit is conducted it will be indicated when the solicitation is posted on this website. Contractors should pay close attention to the deadlines to submit information required to gain access for site visit included in the solicitation. Offerors must register on the site in order to receive notification of changes to the solicitation.
