Site Preparation for Natural Regeneration

The Monongahela National Forest (managed by the USDA Forest Service) in West Virginia has a requirement to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for site preparation services.
The Contractor will be required to provide all labor, supervision, tools, equipment, transportation and incidental supplies as required in the Schedule of Items and Specifications of this solicitation necessary to perform site preparation for natural regeneration services at various Forest Service locations. A detailed description of the requirements will be contained in the solicitation document. All deliverables must be in compliance with the terms, specifications, conditions and provisions of this solicitation and are to comply with applicable Local, State and Federal codes.
LOCATION:Performance of site preparation services will be throughout the North Zone of the Monongahela National Forest. Areas could be located in any of the following areas:
Cheat Ranger District; Parsons, WVWest Virginia Counties: Pendleton; Preston; Randolph; Tucker
Potomac Ranger District; Petersburg, WVWest Virginia Counties: Grant; Pendleton; Randolph
Greenbrier Ranger District; Bartow, WVWest Virginia Counties: Pocahontas; Randolph
INFORMATION FOR OFFERORS:This requirement is being solicited as a commercial item. Requests for Proposals (RFPs) are being requested in accordance with FAR Parts 12 (Acquisition of Commercial Items) and 15 (Contracting By Negotiation).
A firm, fixed-price multiple year service contract is anticipated. The requirement is for a base period and an additional four (4) one-year option periods.
Vendors should propose prices for all lines on the Schedule of Items for the base period and all option years.
A minimum of $2,500 is guaranteed in the base period only. The maximum value for the base period and all option years combined will not exceed $250,000.
SET ASIDE:This procurement is set aside 100% for Small Businesses. The NAICS code is 115310 - Support Activities for Forestry and the Small Business Size Standard is $7.5 million.
CONTRACTOR QUALIFICATIONS:All vendors must have an active registration in the System for Award Management (SAM) database prior to award of a contract. Registration in SAM may be completed on the Internet at www.sam.gov.
This solicitation will ONLY be available electronically. All solicitation documents will be available for downloading from the Federal Business Opportunities website (www.fbo.gov) on or around June 10, 2016. Responsible sources may submit a proposal which, if timely received, shall be considered by the Agency.
