The Freshwater Pearl Mussel (FPM) is a bivalve mollusc (shellfish) that lives in clean, fast-flowing stream and rivers. It is Ireland’s oldest living animal, with individuals reaching up to 120 years of age. The current population of FPM is estimated at 10.99 million adults, and its distribution in more than 160 rivers in Ireland is considered widespread. However, FPM is in severe decline nationally, with the above population estimate representing a fall of 8% since 2007. A Plan for managing forestry in Freshwater Pearl Mussel areas is required to help protect the species and increase its population over time. The overall purpose of the Strategic Environmental Assessment, Screening for Appropriate Assessment, and Appropriate Assessment is to improve the quality of the design of Catchment Forest Management Plans (CFMPs) for eight Priority Freshwater Pearl Mussel catchments (listed below), and of a Forest Service Forestry & Freshwater Pearl Mussel Requirements document in relation to remaining FPM catchments. Together, both components represent the Plan for Forestry and Freshwater Pearl Mussel in Ireland. The eight Priority FPM Catchments are as follows: the Bundorragha (Co. Mayo), Caragh (Co. Kerry), Kerry Blackwater (Co. Kerry), Owenriff (Co. Galway), Dawros (Co. Galway), Glaskeelan (Co. Donegal), Ownagappul (Co. Cork) and the Currane (Co. Kerry). This contract relates to the provision of two separate reports on separate but inter-linked and parallel processes: 1. 2025 Agri-Food Strategy The Department of Agriculture, Food and the Marine is currently preparing a national strategy for the Agri-Food Sector up to 2025 which will outline the key actions required to ensure that the agri-food sector (primary agriculture, the food and beverage industry, fisheries and fish processing, forestry and forestry processing) maximises its contribution to overall economic growth, job creation and environmental sustainability over the coming decade and builds upon the progress achieved under Food Harvest 2020. This Strategy will be developed by a Committee of leading figures from the agri-food sector. The agri-food sector continues to play an integral part in Ireland’s economic recovery and is our largest indigenous industry, contributing €26 billion in turnover and generating 12.3% of merchandise exports. The sector accounts for around 170,000 jobs or 9% of total employment, and makes a particularly significant contribution to employment in rural areas. Food and Beverage exports increased to a record value of €10 billion in 2013 representing an increase of 9% on the previous year and a 40% increase since 2009. The 2025 Agri-Food Strategy Committee report will be short and specific and will focus on recommendations addressed to all the key players in the sector. It is not expected to contain detailed analysis of the sector but rather will draw on analysis already prepared, including the background papers and such additional material as the 2025 Agri-Food Strategy Committee considers relevant. It is currently anticipated that the draft 2025 Agri Food Strategy Committee Report will be presented to the Minister by the end of June 2015. Pine Marten Population

The pine marten is listed on Annex V of the EU Habitats Directive [92/43/EEC]. This listing requires Ireland to undertake surveillance of the species (as per Article 11 of the Directive) and to submit regular reports on its conservation status (Article 17). The most recent conservation assessment for the pine marten under Article 17 of the Habitats Directive was conducted in 2013. Due to the signs of recovery and the evidence of range expansion, the pine marten was considered to be in favourable conservation status. Nonetheless, the Article 17 assessment recognised that the recent range expansion of the species was bringing it once more into conflict with game keepers, gun clubs and homeowners. Given the reliance of the species on forest habitats, the conservation assessment also highlighted the potential for forestry practises to impact on pine martens. (Refer to rft)
