Provision of an Ice Resurfacing Machine

The Moray Council is considering replacing the ice resurfacing machine at Moray Leisure Centre, Borough Briggs Road, Elgin Moray IV30 1AP and would like to seek expressions of interest from bidders who sell, lease and service this type of equipment.
The ice rink is a three quarter sized rink i.e. 25 metres wide by 45 metres in length and currently caters for recreational skating, skating lessons and for the sports of Curling, including Disabled Curling, Figure Skating and Ice Hockey.
The ice resurfacer has to be capable of resurfacing the ice effectively and efficiently between the various ice sessions within Moray Leisure Centre’s activity programme. The current rink is used daily. Monday, Tuesday and Wednesday for curling. Thursday through Sunday the ice resurfacer would be required to cut the ice a minimum of 4 times daily to a maximum of 8 times daily.
Key Objectives
The ice resurfacing machine needs to be able to cut the ice efficiently within a 15 minute time period as per the programme attached. Other requirements include:-
• To hold enough water to wet cut without having to be refilled.
• A cork screw/or modern equivalent to put the cut snow into the snow bin.
• The snow bin must be of an ample size to hold the snow from 1 full cut without having to go and empty the bin.
• Needs to be able to sweep the snow under the machine from round the edges of the ice. (a board brush or modern equivalent).
• A wash tank.
The dimensions of the ice resurfacer should not be in excess of length with snow bin down 3.8354m. and 4.699m with bin raised. Height not to exceed 2.0574m snow bin down and no more than 3.429m with bin raised. The cutting blade 1.9558 m this is to allow safe entry and egress to the shed. The snow bin capacity needs to be at roughly 2.6617835804 cu m Or 3.1714868192 cu m compacted. Flood tank 628ltr. Wash tank 218ltr. The size of the machine and the snow and water capacity are slightly negotiable in that the machine could be slightly smaller but no larger than stated.
The vehicle will be housed in a shed 4.7m long, 3.30m high. The door width is 2.77m, the gate from the ice rink is 2.8m with a distance from the gate to the shed door being 3.9m the gate and the shed door is offset by 1.23m.
This PIN has been issued to gauge the capacity and interest of the market in this potential opportunity. The Moray Council would request that expressions of interest are made no later than 17:00 on Wednesday 23 March 2016.

One such requirement is for the fabrication of a number of conventional Type B Novapak Packaging assets (also commonly referred to as Novapak Type B fissile containers) to be used by entities throughout the Nuclear Decommissioning Authority estate for the movement of fissile material. The Novapak packaging design consists of an inner packaging and an outer box. The outer box is an open cubic structure made up of stainless steel sections welded together with vertical, horizontal and diagonal strengthening members. Cork lined thermal shielding panels and aluminium cladding surround this structure. The inner structure is primarily comprised of a base plate upon which drums are placed, and an upper frame sub-assembly with tubular sections.
