ASSIGNMENT TITLE: CONSULTANCY SERVICES TO PREPARE THE PROJECT IMPLEMENTATION MANUAL FOR THE LUSAKA SANITATION PROJECT.
The Lusaka Water andSewerage Company Limited (LWSC) through the Government of the Republic of Zambia hasapplied for financing from the World Banktowards the cost of the Lusaka Sanitation Project, and intends to apply part of the proceeds for consulting services.
The consulting services include preparation of a Project ImplementationManual for the Lusaka Sanitation Project.
Themain objectives of the consulting services include;
Develop a Project Implementation Manual (PIM) thatguides,simplifies, formalizes and standardizes PMU administrative procedures, procurement of goods, works and services, training,and consultancies (as applicable), financial management (planning, budgeting, accounting and recording, internal controls,reporting and auditing), disbursements, monitoring and evaluation, progress reporting and relations with stakeholders (includingoutlining the main roles and responsibilities of the stakeholders).
Assist the PMU in becoming familiar with the operational proceduresoutlined in the Manual. The PIM should ensure the practices and policies of the implementation manual are adhered to.
The assignment isexpected to start in the second quarter of 2015 and has a duration of eight (08) Weeks.
The Lusaka Water and Sewerage Company Limited now invites eligible consulting firms ("Consultants") toindicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they havethe required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) At least 10 years' experience in undertakingprojects funded by the World Bank or any other International Financing Institutions (IFIs). (ii) Should have more than 5 years ofexperience in contractmanagement, procurement, monitoring and evaluation, and financial procedures of any IFI and the Government ofZambia (iii) Proven track record of delivering project implementation manuals for comparative projects. The consultant should havecarried out at least 3 related assignments in the last 8 years. (iv) Ability to form and effectively manage multi-disciplinaryteams in order to draw upon the experience of specialists as needed, such as M&E, procurement and financial management. (v)Experience in local conditions (vi) The team should comprise a Project Manager with extensive operational and project managementexperience, a procurement specialist and a financial management/administrative specialist. The latter two should meet standardprofessional qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011revisedJuly 1, 2014), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy toenhance their qualifications.
A consultant will be selected in accordance with the Selection Based on Consultants Qualifications(CQS) set out in theWorld Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011revised July 1, 2014).
