The United States Postal Service (USPS) plans to issue a Design Build Contract for the New Construction / Expansion at the Miami FL P&DC which is located at 2200 NW 72nd St in Miami FL. All work will be done in accordance with USPS approved specifications and drawings. The construction performance time for this project is 210 calendar days from Notice to Proceed. A pre-proposal meeting will be held on July 7, 2015 at 10:00 a.m. local time at the job site. PROPOSAL: Contractors will be required to submit a Supplier Qualification Statement (Attachment 29), a Management Plan (Attachment 13) and their Price Proposal. To be considered, a company must meet the following minimum requirements as shown in the Supplier Qualification Statement (Attachment 29): Background, Eligibility, Certification and Affirmation, Bonding Information, Financial Capability, Safety, and Comparable Experience. Scope of Work: A. The Contractor must provide all material, labor, tools, supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to construct a 62,000 square foot Design Build new construction / expansion of a postal facility, including all incidental work described in the contract documents. B. The Scope of Work involves construction of an approximate 62,000 SF building expansion with 56,000 SF of Workroom and 6,800 SF of Platform that accommodates 10 loading docks. The South dock renovations includes demolition of the existing trash docks and reconfiguration, relocation of the trash compactors, reconfiguration of the finger dock, and the relocation of the entry gate to the east. The work also includes the relocation of underground storm drain, the relocation of the truck yard, demolition of the day care center, and conversion to parking and reconfiguration of the west entry. SOLICITATION: The solicitation package is attached to this posting. The solicitation package contains some of the required attachments but interested parties are to request the additional attachments from the USPS Southern Facilities Construction CMT. Proposals must respond to all the requirements of the RFQ and must include all information specifically required in all Parts of the RFQ. b. Award will not be made to any offeror unless agreement can be reached on all general and special provisions CONTRACT AWARD FACTORS Award will be made on a best-value basis. The Government's objective is to obtain the highest quality considered necessary to achieve the objectives with a realistic and reasonable price. Evaluation factors as a whole are more important than price. Therefore, award to a technically superior, higher-priced offeror may be made in lieu of a lower-rated, lower-priced offeror if the technical advantage merits the higher price within funds available. Award will be made on an all-or-none basis. Any unexplained inconsistency within the proposal which raises a fundamental issue of the offeror's understanding of the nature and scope of work required and of the financial ability to perform the contract, may cause the proposal to be excluded from the competitive range.
