DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-15-R-0038 for CAAF Paving and Lighting Upgrades to be constructed at the 101st Airborne Division (Air Assault), Fort Campbell, Kentucky. The project will include surface of the runway, taxiways and ramps require repair. The repairs include milling 2" from the surface and replacing with 2" of asphaltic concrete. The runway lights are to be replaced and the new pavement striped per requirements. DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-16-B-0003 for the renovation of approximately 45,000 square foot (SF) of administrative space in Building 34012 at Wright Patterson Air Force Base, OH. The newly configured facilities will support the air mobility operations of the 445th Airlift Wing. Building 34012 is 52,250 SF and consists of approximately 45,000 SF of administration space and 7,250 SF which is an active fire station. The renovation project consists of the administration space, and only limited work will be performed in the fire station portion of the building. Work will include interior demolition, associated HAZMAT abatement, and replacement of facility utility systems including HVAC, electrical, communication, plumbing, and fire detection/suppression. The renovation will also reconfigure the interior; replace and rearrange partitions; replace ceilings, doors, frames, hardware, finishes, and furniture; renovate restrooms; and replace exterior doors. The primary facility is a 27,200 SF Firing Range. A properly configured 25 meter, full impact, fully contained firing range is required to provide vital training to military personnel that require certification in the use of up to 45 caliber handguns, 12 gauge shotguns, and rifles up to 7.62mm. The range includes 21 firing line positions for rifle, pistol, and shotgun with mobile capabilities to include lateral movement across the firing line and downrange movement to engage targets. The work will also include additions to Building 2 for a pump house and electrical/telecom room. The building interior's will be generally be refinished. Heating, ventilation, and air conditioning systems will be replaced. Limited work will be performed on the Navy/Marine portion of Building 2. New fire alarm and suppression systems will be installed including provisions for a fire pump. Lightning protection systems will be added. Exterior windows, doors and siding are to be replaced. Supporting facilities include land clearing, paving, fencing, general site improvements, and an upgrade of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including entry control points, maximum standoff distance from roads, parking areas, and vehicle unloading areas. Maximum stand-off distances may not be obtainable; therefore ATFP hardening of additions may be required. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. The Contract Duration is four hundred and ninety (490) calendar days from Notice to Proceed. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be a Total Small Business Set-Aside competitive procurement. SELECTION PROCESS: The proposals will be evaluated using a Best Value source selection process. This is a two-phase Design-Build procurement process. Potential offerors are invited to submit their performance and capability information as will be described in Section 00116 of the Solicitation, for review and consideration by the Government. The selection process for Phase I will evaluate such factors (not necessarily in order): Prime Contractor Past Performance, and Design Contractor Past Performance, and Technical. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. Following completion of the evaluation of Phase I, up to a maximum of five (5) most highly qualified offerors will be selected to participate in Phase II. An announcement identifying the expected date of issue of Phase II will be placed Federal Business Opportunities (FedBizOps) website at https://www.fbo.gov. The selected offerors for Phase II will be invited to submit additional information as will be described in Section 00118 of the Solicitation, for review and evaluation by the Government. The selection process for Phase II will evaluate such factors (not necessarily in order): Technical Approach (Color Renderings, Design Drawings, and Design Narrative), Management Plan, Schedule, and Price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with FARS 36.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the Phase I solicitation on or about 17 April 2015 and approximate closing date for Phase I is on or about 20 May 2015. The approximate issue date for Phase II solicitation is on or about 8 June April 2015 and the approximate closing date for Phase II is on or about 9 July 2015. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held after Phase I, for the five (5) qualified offerors at Ft. Buchanan, PR.
