A. Background 1. The United Nations Ethics Office was established by the Secretary General on 1 January 2006 in order to secure the highest standards of integrity within the Organization. As part of its mandate, the Ethics Office is entrusted with administering the United Nations’ Financial Disclosure Program (FDP), which is an important component of the Secretary General’s mission to maintain and enhance public trust in the United Nations. 2. The financial disclosure programme was promulgated by the Secretary General in 2006 by virtue of the Secretary General’s bulletin ST/SGB/2006/6. The United Nations General Assembly has underscored the importance of the financial disclosure programme as a means of identifying, managing and mitigating conflict of interest risks in order to strengthen public trust in the integrity of the Organization while protecting the confidentiality and privacy of personal information. B. Objectives 1. The United Nations seeks to procure the services of an experienced and widely recognized independent consulting/risk management services firm with demonstrated expertise, preferably with public-sector experience, in the administration of financial disclosure and/or declaration of interest programmes. 2. The objective of the financial disclosure program is to identify, manage and mitigate conflict of interests risk arising from personal holdings, outside interests, activities and affiliations of filers, their spouses and dependent children, taking into account the filer’s official duties and responsibilities particularly discretionary authority and information to which he or she may have access by virtue of his or her position. C. Responsibilities 1. Primarily responsible for: (a) conducting review of disclosure statements; (b) hosting of the Financial Disclosure application; and (c) maintaining the Financial Disclosure application, including the regular upgrade of the system's hardware and software as required. 2. Identify conflicts of interest by confidentially reviewing, analyzing and verifying (if/when required) all financial disclosure and declaration of interest statements. 3. Provide advice and recommend action to be taken by filers in order to resolve and manage identified conflicts of interest. 4. Provide timely responses to queries from filers on both technical and substantive matters arising under the financial disclosure programme. 5. Regularly meet with and provide periodical and on-demand reports and updates to the UN Ethics Office, including monthly status reports and a detailed annual report at the end of a filing cycle. 6. Adopt commercially reasonable measures to safeguard the confidentiality of UN Filers' information.

The purpose of this RFI is to gather ideas from the industry for the most efficient infrastructure of ICT systems for the United Nations Joint Staff Pension Fund's (UNJSPF or the Fund) investment operations and to identify potential providers of IBOR (Investment Book of Records), ABOR (Accounting Book of Records), and Financial Data Warehouse.  The Investment Management Division (IMD) of the Fund seeks to enhance its operating model by identifying and implementing best industry practices and/or solutions for an integrated information technology infrastructure for Investments (including business applications and business/data workflows). The  enhanced ICT infrastructure for Investments should allow the Fund to: 1. Improve operational efficiency; 2. Implement a full straight-through processing of transaction data; 3. Improve management and maintenance of financial data including market data, reference data, corporate actions, and investment transaction data; 4  Provide real-time view of positions (including cash) across account groups with drill-down functionalities from real-time positions to transactions and corporate actions and real-time portfolio valuation capabilities; 5. Enhance accounting for all investment activities based on IPSAS or IFRS; 6. Enhance investment risk management as well as better manage operational risks, The requested systems are expected to provide: 1. Investment Book of Records (IBOR) that will allow the Fund to have a reliable real-time view of positions and cash balances for each single portfolio, each group of accounts, and across the whole Fund. IBOR should allow the drill down from each position to the level of underlying transactions and corporate actions. IBOR will enable intra-day MTM valuation of all assets. 2. Accounting Book of Records (ABOR) that will be integrated with Investment Book of Records (IBOR), if not yet integrated, and will allow the Fund to perform MTM valuation of all assets, calculate P&L, and other accounting values both on intra-day and end-of-day basis. The integrated IBOR and ABOR will serve a major reference point across all accounting and portfolio processes and will help the Fund monitor transaction, valuation and audit data. ABOR should support multi-basis, multi-currency accounting and reporting. 3. Financial Data Warehouse that will contain security reference data, issuer reference data, pricing, credit ratings, corporate actions, and FX rate data. Financial Data Warehouse will come with the tools and reports allowing the users to acquire, cleanse, and reconcile the reference data originating from multiple data sources. This RFI will also serve to conduct market research to identify firms capable of providing such systems for the Fund's investment operations. This market research shall be conducted at NO COST TO THE UNITED NATIONS. This announcement is a Request For Information (RFI), not a solicitation for proposals, and accordingly, no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities.  OAI provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. OAI also responds to allegations of misconduct by conducting and reporting on investigations. The Investigation Section of OAI is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistleblowers, workplace harassment, abuse of authority, violation or willful disregard of UNDP regulations, rules, and administrative instructions, that involve UNDP staff, contractors and other applicable persons.  The Investigations Section is also tasked with investigating allegations against parties external to the UNDP of financial irregularities committed to the detriment of UNDP.  In addition, OAI undertakes proactive investigations in high risk areas that are susceptible to wrongdoings, fraud and corruption. OAI conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations, the UNDP Legal Framework for Addressing Non-Compliance with UN Standards of Conduct, and the OAI Investigation Guidelines. The number of allegations received through OAI’s reporting mechanisms fluctuates from month to month.  OAI needs to engage experienced investigators on contract from time to time when the number of cases requiring assessment and investigation are above staff capacity.   For this purpose, OAI enlarges its pool of LTA and Roster holders who are suitably skilled and experienced investigators to call upon as required.
