The Western Bay Health & Social Care (WBHSC) Programme was formed two years ago by Abertawe Bro Morgannwg University (ABMU) Health Board and the three Local Authorities, City and County of Swansea, Bridgend County Borough Council and Neath Port Talbot County Borough Council. This partnership is working together to deliver high quality, integrated and sustainable health and social care services to people living within the Bridgend, Neath/Port Talbot and Swansea areas. The Community Services Project is a coordinated response from the four partner organisations to the increasing challenges and demand for integrated health and social care services for people who are clinically frail. The challenges facing organisations as a consequence of a growing number of frail people prompted the four partner organisations to consider how to strategically plan services to deliver better outcomes for our citizens and ensure cost effective models for the 4 organisations. In taking forward the work to develop the optimal model and capacity for the intermediate tier of services, a business case has been developed, and approved by the 4 organisations, to ensure the that services are designed in the most sustainable way. The methodology underpinning the analysis in the business case is systems dynamic modelling which aims to demonstrate the impact of the investment in the intermediate tier in reducing traditional forms of provision (post acute hospital care, long term social care), enabling the four organisations to manage the increasing numbers of clinically frail people in the population, with better outcomes and service and financial sustainability. As a result, the Western Bay Community Service Project is seeking support from an external organisation to support the design, planning and implementation of a robust performance framework and embedding this within the four partner organisations.

Neath Port Talbot County Borough Council already has an extensive cycling programme and are looking to expand their Level 1 (Off Road) and Level 2 (On Road) Cycling Scheme. The cycling training is offered to top end key stage 2 Year 6 pupils aged between 10 – 11 years old, the scheme is currently delivered by the Cyclecraft Coordinator on behalf of the authority. We would be looking for the successful provider to increase the delivery of Level 1 & Level 2 cycling within the target age group; with group numbers defined by trainer/site availability (National Standards Guidelines) 2.2 This tender brief has been issued by Neath Port Talbot County Borough Council (NPTCBC) for cycle instructors who are qualified to National Standards to provide National Standards Cycle Training Level 1 (2.3) and Level 2 (2.4) alongside the Cyclecraft Coordinator for Neath Port Talbot County Borough Council. The Cyclecraft Coordinator will need to see evidence of your accreditation for National Standards Level 1 and Level 2 Cycle Training with evidence of insurance as detailed in from 11.11a onwards; under the Economic & Financial Standing Section. School/Pupil details to be provided by Cyclecraft Coordinator The provider will be responsible for general administration duties which include the following:- 2.2 i Risk Assessments The provider is responsible for completing the risk assessments for each school during the administration period as stated in 3.0 Timetable & Frequency. • Level 1 Off Road Cycle Training will take place on the school yard • Level 2 On Road Cycle Training will be carried out on local streets around their local school. • Liaise and meet up with Cyclecraft Coordinator prior to the training commencing at each school to discuss the suitability of the training sites. 2.2 ii Registration/Assessment Forms The provider is responsible for supplying and completing registration/assessment forms for each training session with records and data relating to each pupils individual progress. The provider is responsible for completing the assessment forms for each pupil and ensure they have met the criteria for National Standards Level 1, before advancing onto National Standards Level 2. All forms must be delivered to the Cyclecraft Coordinator on completion of training at each school by the end of the following week, during coordinator meeting. The forms need to include recommendations on individual pupil achievement for National Standards Level 1 and National Standards Level 2 for the appropriate certificate to be issued by the Cyclecraft Coordinator. 2.2 iii Scheme Evaluation The provider is responsible for carrying out their own evaluation of the scheme. The successful service provider is required to work in partnership with the Council (the terms of which are set out in the conditions of contract included in the Invitation to Tender) to seek and secure maximum sponsorship from organisations for advertising returns, initially on the items and locations listed in the tender documentation. At present the Council has a portfolio of roundabouts strategically selected with the County Borough, with scope to introduce other locations or remove locations during the length of the Contract. At present, the Council is also running a pilot scheme in respect of Gateway Boundary Signs, Verges and Lighting Columns. The operation of these elements will be agreed between the Council and the Provider.
