The council are anticipating that in the coming 2 years there will be a need to replace the following systems: CRM, IT Service Desk and possibly HR and Payroll. As the technology exists to have these systems within a single environment which, in line with the Digital Strategy, would allow a single view of the customer as well as efficiencies in terms of integration and double entry. The Council views this as a strategic opportunity.

Recently the Council has implemented the Financial Management System Integra. This is not within the scope of this project.

The Council are looking for 1 or multiple suppliers to provide capabilities to support some, all and not limited, to the above functionality on a single platform.

North Ayrshire Council invites tenders for Employability and Skills Flexible Support as detailed in this Invitation to Tender. This is a brand new requirement. The new contract will be for a period of 1 year commencing 1st April 2015 until 31st March 2016 with the option to extend by up to a further 1 year period subject to funding and satisfactory contract performance. The contract will be awarded to one service provider only. North Ayrshire wishes to procure business partners to deliver a programme of support to Council tenants who are most affected by welfare reform. The Council recently concluded a study looking at the impact of welfare reform on Council Housing tenants and those furthest from the labour market. North Ayrshire has the highest unemployment rate in Scotland and some of the areas of highest deprivation. As a result, a proportion of North Ayrshire’s population is dependent on benefit and or tax credit income and therefore will be disproportionately affected by welfare reform. This tender looks to address some of the issues highlighted in the report with a clear focus on intensive support to those most disadvantaged to support them into employment, provide financial advice and support households to increase their resilience to benefit changes and welfare reform. The contract period will be from 1st April 2015 – 31st March 2016 or as confirmed in letter of offer. There may be an option to extend for a further year subject to funding availability and performance.
