This document is the Operational Requirement (OR) for a multi-supplier, multi-lot framework agreement for subscription-based online Business Information resources to be offered via Jisc Collections. Jisc Collections is working with the Business Librarians Association (BLA) to represent their interests and to offer the resources to the 118 higher education institutions represented by the BLA. The contract will be for 3 years with the option of a further one year extension.

A maximum of 5 suppliers will be awarded an agreement under each Lot. Each successful company entered onto the Framework will be able to offer an online platform which includes searchable and downloadable content that fits into one or more of the Lots described below:

Lot 1 - Newspapers and Business Press

This can include one or more of: single or multi-title full text of current and historical titles of national/regional/international newspapers, journals, business publications, serials, business school press, monographs and economic or financial press.

Lot 2 - Market Research

Collections of searchable, full text access to reports and analyses on UK and International business sectors. Access could be via a platform or content sold for local hosting at the institution. Reports may be current or historical and may include forecasting data on volume/value. In-depth analysis of those sectors could be in the form of a database of graphs, charts, data, commentary and/or online access to published reports. Content can be offered to include multiple market sectors or as a single market specialist.

Lot 3 - Financial Market Analysis

Online platform containing these types of data: financial markets data, pricing, domestic exchanges for major markets, currencies, bonds, stocks, country and listed company research, brokers’ information, mergers and acquisitions, company and stock exchange filings. Interoperability with excel, data, charting, manipulation of the display of pricing data and other calculable metrics is highly desirable.

Lot 4 - Company & Financial Analysis

Database containing UK/International company financial information, for both quoted and private entities. Filings on national registers, such as Companies House and equivalent by country on annual reports and other legal filings (which could include Stock Exchange filed reports). Companies would be searchable by name, country, sector, size and type. Further manipulation of the data into segmentation analyses is desirable.

Lot 5 - Country National Data

Database containing reports and data analysis of macro and micro economic data by country and region. Statistics on national accounts and forecasting as well as text on political, social and economic climate current, historical and forecasted.

Jisc is seeking responses to the attached Request for Information (RFI) for management information systems for institutions in the UK further education sector. The relevant MI systems are to support the operations of: Student management/student record Finance (Integrated) HR & PayrollThis is an information gathering exercise by Jisc.The information obtained from this RFI will be used by Jisc. Institutions within the UK further education sector are under sustained financial pressure. The structure of the FE provision within each area of the UK is being examined in a process known as “Area Reviews”. This is expected to lead to further consolidation within the sector, with many colleges merging together. The back office functions within the affected colleges will need to be merged to support the new, combined colleges and to realise cost savings in doing so.One of the ways in which Jisc aims to support FE colleges is to establish a catalogue of software-as-a-service offerings covering the main IT functions that are commonly used. Initially, Jisc is looking to cover: student management/student records (SRS), (integrated, wherever possible) HR/ payroll (HRP), finance and virtual learning environments (VLE).Suppliers wishing to respond to this RFI should read this document carefully and follow the guidance for responding in sections 3 and 4. Any information submitted at this RFI stage will be non-binding.
Please note that this is a Request for Information exercise. Whilst indicative charges are sought these are not binding and no contract will be awarded as a direct result of the stage of the procurement process. The information gathered at this stage will help develop the next stage of the procurement strategy.  

Telephony Purchasing Service

Jisc Services Limited (JSL) is establishing a Dynamic Purchasing System that will enable JSL and its customers to easily purchase value for money and technically sound Telephony services and associated equipment that has been checked and tested in combination with the potential customer’s network. The DPS will enable new suppliers with new technologies to enter the DPS throughout the lifetime of the DPS.

To ensure maximum benefit for its customers, JSL will enforce a number of financial and technical entry requirements that any supplier must fulfil, before joining the DPS to ensure reliable and consistent integration with the Janet network that meets the needs of our customers.

The entry requirements will include but not be limited to:

•          Direct connectivity to Janet to ensure maximum service quality or a reseller who will provide the services through a Janet Connected service provider

•          Agreement to provide diligent pre-install testing to ensure customer’s infrastructure is capable of delivering telephony services

•          Zero rated call costs between any telephony services purchased from a supplier, including any combination of mobile and fixed line devices

•          The ability to deliver telephony services over Janet without the requirement for network Quality of Service

•          The supply of mobile telephone services either as a direct MVNO/MVNA or as a 3rd party supplier.

The services will include but not be limited to Session Initiation Protocol (SIP) trunking connectivity, Private Branch Exchange (PBX) solutions hosted Private Branch Exchange (PBX) solutions, landline and mobile call charges, line rentals and ISDN connectivity. The scope of contract will also include aggregated mobile services procured by groups of organisations.
