LU00503 - W&S external cladding and glazing works

This is a major building project forming part of the West Park Campus development that shall refurbish and upgrade two linked 1960s buildings that provide an academic environment for science & engineering learning and research. The buildings were originally constructed in two phases using a pre-cast concrete frame. They have multiple levels stepping up an inclined site. The combined area of the two buildings is 20,000sqm. Within this are a mixture of highly serviced laboratories, specialist research facilities, workshops, teaching & study areas, breakout spaces, offices and administration facilities. Under a separate project, major internal remodeling is taking place in the buildings, to incorporate cutting edge research operations across a number of academic disciplines; the University wish to similarly rejuvenate the exterior of the building with a significant level of re-cladding. This project is to provide a high-quality external appearance, befitting the prominence of the building itself and of the research it will house. Some areas of the existing elevations will remain exposed: the brickwork to these areas is to be cleaned, repaired and re-pointed as necessary as part of the works, and all windows and doors will be replaced. In accordance with the Public Contracts Regulations 2015 and noting the estimated value of this contract which is below the current threshold for Works contracts we are conducting a three stage procurement process. Stage one will be for interested parties to complete this PQQ document and return it via the prescribed process and deadline. For the second stage, a short list of the top scoring 3 will be drawn up and these will be invited to enter into a period of dialogue, negotiation and final tender, with suppliers ranked 4th and 5th etc. on a reserve list should any suppliers drop out in the early stages of the dialogue process. Our requirements are not prescriptive and we are open to supplier’s proposals re optimum solutions, hence our procurement approach. The resulting construction contract will be a single stage design and build using a JCT form of contract. Your objective in completing this PQQ is to demonstrate that you have references, expertise, competence, health and safety/ environmental/financial and other essential capabilities to the extent necessary to undertake work and deliver services to ensure this contract is successful.
