Jisc is looking to adopt a new financial system which can replace existing software and also provide new functionality. As Jisc has evolved it has outgrown its current system, and requires a new system to not only more effectively manage existing processes but also future changes to operations.

Jisc has been using Sage 1000 since 2011 to manage its core financial processes. Sage is used to manage the general ledger and subsidiary ledgers for 3 entities. It is used to hold budget information and this is used alongside general ledger information to form the basis of Jisc's management accounting reports. Purchase requisitions are handled by e-Requisitions provided by Datel integrated with Sage. Functionality to provide electronic document storage and the ability to send purchase orders, remittance advices, statements and sales invoices as pdf documents by email is provided by V1 software with configured integration with Sage. Real Asset Management Asset 4 000 is currently used as a stand-alone system to provide an asset register and inventory. The proposed solution would need to replace the functionality of these products as well as provide the flexibility to adapt as Jisc's processes and operations change.

Jisc is hoping to realise a number of benefits from the introduction of a new finance system, and therefore a significant return on investment, achieved by:

— Reduction of manual workload;

— Provision of robust reporting ability to allow Jisc to make informed business decisions;

— Allowing forecasting and tracking of spend against budget;

— Ability to track commitments accurately using an integrated contract management system;

— Providing the capability to accurately calculate customer/member bills;

— Single source of data to ensure data integrity;

— A system that operates on a definable ‘user based role’ security/permissions set-up, allowing us to create highly customised controls.

The University wishes to procure an IP Management Database. The current, locally developed Intellectual Property (IP) database is falling into disrepair as local expertise in continuing development has been lost and the application under which it was developed (Microsoft Access) is no longer supported by the University. Currently, the Access based IP database supports 9 regular users, which we would hope to increase to 20 with any new system. It holds nearly 3000 projects and tracks information about intellectual property disclosures to the University, including disclosure, patent filings, deadlines, commercial licences, financial and forecasting information. Our aim is to replace the current Access database with a solution that not only provides at least the same functionality in terms of managing all aspects of the University’s intellectual property holdings and commercial projects, but also supports the increasingly diverse nature of project, impact, awards and external organisation management within the team.

This exercise will help develop the client specification and enable approval from the necessary financial delegated authority to be obtained. Indicative volumes are envisaged to be approximately 79 Passenger Information Points with options for additional units and other options such as additional screens, card readers and card dispensers.

NHS Blood and Transplant (NHSBT), is a Special Health Authority in the NHS and is responsible for the provision of blood components and a range of associated laboratory and patient therapeutic services to hospitals in England and North Wales. Therapeutic Apheresis Services (TAS) is a team of medical and nursing staff which operate from 7 units across England (Bristol, London, Oxford, Leeds, Sheffield, Liverpool and Manchester).

The purpose of this PIN is to inform the market of prospective requirements (as far as the details are known at this time) for consumables and machine maintenance to support provision of a multi-functional Apheresis system.

The multi functioning Apheresis system performs the following procedures:

Collection Procedures:

— Stem Cell Collection;

— Granulocyte Collection.

Exchange Procedures:

— Plasma Exchange;

— Red Cell Exchange.

Depletion Procedures:

— White Cell Depletion;

— Platelet Depletion.

Bone Marrow Harvesting.

NHSBT has a framework agreement with TerurmoBCT which expires in January 2017 and intends to award a new agreement for a minimum of 4 years. NHSBT has purchased 22 TerumoBCT Optia systems, which still have significant financial value. During the future tender process any new bid received will be evaluated using this financial value as part of the whole life cost model.

It is NHSBT's understanding that there are no other platform providers which have the ability to provide all of the above listed procedures from 1 machine. The purpose of this PIN is to notify the market and ask interested bidders who have an alternative solution to contact NHSBT.

In the absence of any responses by the date below, NHSBT intend to procure the above requirement from TerurmoBCT.
