The purpose of the this Prior Information Notice (PIN) is to alert the market that Curo Group (Curo) is preparing a tender exercise for the provision of works outlined below. This requirement will be advertised in the very near future and Curo would like to invite potential service providers to commence preparation for this process. Curo are constructing a 4 year Framework Agreement comprising of a maximum number of 10 Service Providers to enter into a Framework Agreement to supply services. The works required are essential to support and underpin Curo's statutory responsibility to provide and ensure every electrical installation across the property portfolio is electrically safe and up to relevant British Standard. Each property contained within this programme will require all successful service Providers to undertake: —A full electrical test and inspection. —Rectification of any CAT1 faults on site. —Rectification of any CAT2 faults (providing they fall underneath the authorised financial threshold of 200 GBP). —An assessment of the domestic smoke detection systems. —To submit certification and any no access evidence. —To submit valuations of any high cost remedial works identified. —Install and upgrade domestic smoke detection systems, where warranted and where works fall within the financial threshold. Contract Details Potential Providers invited to join the Framework Agreement will be termed Service Providers, and will be required to sign the Curo Framework Agreement. Furthermore, Service Providers undertaking work as a result of acceptance onto the Framework Agreement will be required to enter into Curo Group's Standard Agreement for the provision of Non-Construction Services. Allocation of Works Curo shall be determining the annual requirement and allocating lots as described below: —Annual programmes determined on or around the anniversary of the Framework Agreement. —This will be divided into 4 distinct Lots determined by geographical location. —All appointed Service Providers will receive at least 1 initial Lot of 100 properties. —Once the initial Lot(s) is / are 100 % complete and satisfactorily evidenced to Curo's Contract Manager subsequent Lot(s) will be issued. —All Lots will comprise of 100 properties, unless otherwise determined by the Curo Contract Manager. —The award of subsequent Lots will be dependent on 100 % evidenced completion and achieving the stipulated KPI targets. This tender is issued in connection with a competitive procurement process, which is conducted in accordance with the Open Procedure under the Public Contract Regulations 2015. Initial expressions of interest are invited from potential providers wishing to provide decorating services to occupied and vacant domestic housing and commercial properties throughout the area covered by Westworks. The work will be of a single lot and multiple providers will be considered to achieve geographical and volume coverage. We are not intending to split the works by geographical lots but to award works based on providers' ability to deliver in a specific area by running mini-competitions prior to awarding call-off contracts from the framework. We are therefore inviting bids based on technical and geographical capability so as to encourage small to medium as well as larger enterprises to participate. Companies should make clear the areas within which they can deliver the services required. Limited geographical coverage by a potential provider will not necessarily exclude them from the process as it is a Westworks aim to encourage local employment and businesses as well as engaging with other suitably qualified providers. It is the intention of Westworks to engage with enough suitably qualified providers to achieve these aims. The main geographical area to be covered by the provided services covers the south and south west of England and South Wales but may encompass any part of the UK. Contract Call-off Procedure. The resultant framework will be accessed by users through mini-competition. The procedure will be compliant with The Public Contracts Regulations 2015. Mini-competition will be via the Westworks in-Tend portal and all qualifying providers on the framework will be invited to enter the competition. The scope of call off contracts with individual users will be further clarified and contracts will be placed upon satisfactory conclusion of the mini-competition. The user may use single lots or multiple lots as well as a combination of Westworks' other arrangements to provide the best value for users. This may include direct materials supply, appointed providers of other services etc. All call-off contracts drawn from the framework will be subject to further competitive selection processes and will include most economically advantageous tender (MEAT) and project specific criteria which will be determined at the time of the call-off and by the contracting authority (i.e. WW Member or user) by mini-competition. These aspects and requirements will be clarified at mini-competition stage. Bidders should note that this tender has been limited in its content to general works and services and as such call off contracts may encompass items not directly referred to in the pricing matrices but which may be reasonably required by users. In the event that a user has a requirement which is not adequately covered within these priced matrices, the mini-competition will specify and itemise these requirements. This will give all qualifying providers the opportunity to bid for the call-off contracts. Framework call-off contracts procured via mini-competition will be awarded under the criteria notified at the time of the mini-competition. Qualification criteria will be a combination of both financial and non-financial factors and will be in accordance with Regulations 76 of the Public Contract Regulations 2015.
