The Health Sector Reform ?Improving Health System Quality andEfficiency Project is an agreed loan, which wouldbe implemented over a five year period and would finance civil works,goods,technical assistance and training activities.
TheProject development objective is to improve access to, and quality and efficiency of publichealth services in Romania.
Component 3. Health sector governance and stewardship improvement aims to support sectorgovernance and stewardship improvement to bridge the gap between policy and practice and to increasethe capacity for conducting and improving the quality ofmedical care services. To this end, among other activities, this component will supportstrengthening the capacity of thehealth sector to develop and manage projects, some of which could be financedthrough EU or other sources of funding and tofinance feasibility and pre-investment studies(asinIasi, Cluj and Craiova).
The mainobjectives ofthis consultancy are:
A) To develop an Regional Master Plan following of:
a)analysis the need for healthcare services on the regions: North West Region, North East Region and South West Oltenia Region, inorder to define the regional hospital structure. This analyse must include the regional capacity for taking over the healthcareservices for 2nd level. This correlation will conduct to the establish the structure of the new regionalhospitals.
b.) analysis of risk factors (flooding, earthquake, landslides, pollutionetc...)
B) To update the feasibility studies prepared in2007 for:
a) the Regional Emergency University Hospital of Cluj; (North West Region)
b) the Regional University Emergency Hospital of Craiova;(South West Oltenia Region)
c) the Regional University EmergencyHospital of Ia?i, (North East Region)
Based on the Master Planfor each region (which must be approved by the Ministry of Health) and alsobased on:
necessarystructureof the regional emergency hospitals
functional andtechnological description, of the necessary equipment for the buildings, and of the medical devices and equipment,
action plan in case of natural disasters
the feasibility studies developed in 2007 for those 3 locations, shall be updated so that they comply with theprovisions of the Romanian law in force concerning:
- Sizing and dimension of all the interior installations of theconstructions, according to the country's norms in force;
- an analysis and a proposal for the provision ofstate-of-the-art medical equipment, clinical furniture and general furniture;
- the content of the technical and economicdocumentation, by fields (architecture, structure, mechanical and electrical installations, external networks for connection toutilities etc.) according to GD 28/2008.
Thisupdate, will take alsointo account preparingthose Regional Hospitals for future natural disasters(flooding, earthquake, landslides,etc.).
The estimated duration of the assignment is of 6 months, with possible extension, to commence within one week from thecontract signature.
The Consultant Company must have relevant experience inthe field and would have implemented relevant projects in the past 10 years and must provide a list with minimum three clients(including contact information for purposes of checking references), mentioning the project budget, the period of projectimplementation.
Itis understood that the Consultant and its Team Leader will have made themselves familiar with the particular conditions of RomanianHealthcare service and its legislation. Faculty of Romanian language is an advantage; unhindered communication has to besecured.
The Consultant shall propose experienced permanent staff, preferably in hospital construction related disciplines, at hishome office for backstopping support and liaison with WB and the MoH to ensure quality of services. Especially for the constructionplanning and medical equipment planning medical expertise and input is required.
The Consulting Company is required to provide the followingkey-experts:
Team Leader (Senior International Expert) with a university degree in Civil Engineering orArchitecture expected to demonstrate appropriate qualifications and experience for the tasks. The expert shall possess relevantprofessional experience in developing or transition country of about 10 years, ideally in the region, as well as in design,supervision and execution of similar hospital projects, in particular hospital planning. His professional experience shall becomplemented byproject management and coordination as well as financial administration and monitoring skills. Previous experiencewith international development cooperation management procedures and guidelines is required; Hospital/Health Planner with a health or economist or engineer' background and a Master's degree or higher inHospital planning, health administration and hospital management and professional experience in hospital planning and construction;Epidemiologist Specialist with a graduate degree in medicine and with a Master's degreeor higher in epidemiology; Architect with a graduate degree in Architecture and with a Master'sdegree or higher in Health Facility Planning and Design, or related area and professional experience in preparation of hospitalarchitecture design and drawings; Biomedical Engineer or equivalent with aMaster degree in Health Facility Planning and Design or equivalent in related area and professional experience in developingtechnical specifications and bidding documents for medical and non-medical hospital equipment; Health Economist with a graduate degree in Economics,with a Master degree in Health Economics and professional experience in general health economics and evaluation methods necessaryto promote the efficient and equitable allocation of healthcare resources in public health and to identify relevant regulatorypolicies, strategies and interventions; Structural Engineer with a graduate degree in Construction Engineering andprofessional experience in preparation of hospital design, experienced in the design of structures inareas of high seismic risk, having experience in base isolation design foundation; Installation Engineer with a graduate degree in Installation Engineering and professional experience inpreparation of hospital architecture design and drawings; CostEngineerwith a graduate degree inEngineering/Economics and professional experience in preparation of analyticalestimates.
The Ministry of Health would liketo contract a Consulting firm with demonstrated experience in hospital designing. All key experts of the Consulting team shallhaveat least 10 years of experience in the field of hospital planning.
The Ministry of Health - Health Sector Reform ?Improving Health System Quality and Efficiency Project Management Unit now invites eligible consulting firms ("Consultants") toindicate their interest in providing the Services. InterestedConsultants should provide information demonstrating that they have the required qualifications and relevant experience toperform the Services.
The shortlisting criteria are:
General qualifications of the Consulting firm ? maximum 30 points;
Specific experience of the Consulting firm in the field of the assignment ? maximum 50points;
Availability of appropriate specialized staff to fulfill the assignment ? maximum 20points.
It should benoted that at this point of time only a confirmation of availability of staff with the relevant qualification is required. No CVsare required, as theywill be evaluated at the time of evaluation of technical proposals ofthe short-listedconsultants.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grantsby the World Bank borrowers, datedJanuary 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of ajoint venture or a subconsultancy toenhance their qualifications. Incase of a joint venture (JV), all members of the JV will be evaluatedjointly for the purpose ofshort listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made tothat JV group. The Consultants should clearly indicate whether the Expression of Interest is submitted as a joint ventureorotherwise. Unclear expressions of interests in terms of "in association with" and/or "in affiliation with" and etc. may not beconsidered for short listing. The experience and references of sub-consultants shall not be taken into account in the evaluation ofthe Expressions of Interest.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method setout in the Consultant Guidelines.
