Legal powers and attributes of Financial SupervisoryAuthority regarding the free practice in Romania; 6. Detailing on theexchange of information with relevant authorities from Memberand non-memberEU states similar with the Financial Supervisory Authority; 7. The overall development objectiveof theProject is to support the Government of Romania to meet the EU NitratesDirective requirements by reducing nutrient discharges to water bodies,promoting behavioral change at the communal level and strengtheninginstitutional and regulatory capacity. A public awareness program aimed to increaseunderstanding of the environmentally sound agricultural practices anddisseminate good agricultural practices for water and soil protectionhas to beimplemented as part of the project. Performance Auditing Services Of Public Hospitals With Arrears REQUEST FOR EXPRESSIONS OF INTEREST ROMANIA IBRD Loan No.: 8362-RO Assignment Title:PERFORMANCEAUDITING SERVICES OF PUBLIC HOSPITALS WITH ARREARS Reference No.: CS/3/37 Romania has receivedfinancing from the World Bank in the form of a loan toward the cost of the Health SectorReform ? ImprovingHealthSystem Quality and Efficiency Project, andintends to apply part of the proceeds for consulting services. The consultingservices ("theServices") include performance auditing services of public hospitals witharrears. Theobjective of the audit is to allow for the auditor to express an opinionregarding the performance of the activities of the selected hospitalssubordinated to the Ministry of Health/other ministries or to the localauthorities which have incurred arrears. The auditor will identify the causes of the arrearsaccumulation from the following aspects: Contracts with the Health Insurance House (HIH): thelevel of funding from HIH and costs of the services covered by the hospitals;health services coverage (continue hospitalization, day hospitalization,ambulatory within the hospital); Outsourcing contracts: costs and benefits of the hospitals and patients; Procurement processes used for theacquisition of medicines, equipment, medical devices etc.; Publicfinancial management (budgeting and commitmentscontrol, monitoring the contractual terms: delivery on time, payment schedulesand management review and approval, accounting of liabilities and arrears,internal controls, etc.). Based on these evaluations, the audit could evaluatewhether resources are used optimally in terms of human and capital resources,bed occupancy rates, the mix of medical services provided, complexityofservices, bed management and overall resource management. Recommendations willbe formulated by auditors in order to prevent arrears accumulation and improvehospitals management. The performance auditing activity shall be carried out in 10 healthcarefacilities (including county, municipal, and city hospitals, and 1 healthcareinstitute which provides medical services). The entities will be selected by the consultancy firm based on amethodology considering criteria such as size, location, ownership, and average/ frequency of arrears accumulated over the previous years. The methodology andthe list of hospitals will be agreed with the Ministry and World Bank. The estimated duration of the assignment is of 6months. In order to provide performance audit services, the audit firmisrequired to have at least 10-year experience in financial and performanceauditing of public entities, according to the International StandardsonAuditing (ISA), respectively International Standards related to otherassuranceengagements or agreed-upon procedures audits. In this respect, the auditor isexpected to provide appropriate references. The auditfirm is required to be affiliated (e.g. as a member)to anaccounting association member of the International Federation of Accountants(IFAC). Theperformance audit will be carried out by an external auditor, in compliancewith ISAE 3000. The auditors are required to possess theknowledge, skills and other necessary competences in order to carry out theirindividual duties and responsibilities, and to have their professionalqualities internationally acknowledged, particularly their: a) competence in applying auditing rules,procedures and techniques; b) knowledge of accounting principles andtechniques; c) knowledge of the basic principles inthe following fields: Management, Economics, Law, Health and IT; d) sufficient knowledge enabling them toidentify irregularities and to detect and prevent fraud; e) capacity to communicate verbally and inwriting, to express clearly and convincingly the objectives, findingsandrecommendations of the performance audit mission. The audit team is requiredto collectively have allthe necessary competence and expertise required for carrying out the auditmission. Regardless of their nature, the performance auditmission will be entrusted to auditors whose training and experience rises tothe complexity level of the performance audit activity. The audit team is required to have modern ITapplications and software, as well as methodologies, analysis and samplingmethods and checking tools for their IT systems. Technical Assistance For Design The Regional Master Plans And Update Of The Feasibility Studies For Three Regionalhospitals REQUEST FOR EXPRESSIONS OFINTEREST ROMANIA IBRDLoan No.: 8362-RO Assignment Title: DESIGN THE REGIONAL MASTERPLANS AND UPDATE OF THE FEASIBILITY STUDIES FOR THREE REGIONAL HOSPITALS Reference No.  CS/3/28 The Health Sector Reform ?Improving Health System Quality andEfficiency Project is an agreed loan, which wouldbe implemented over a five year period and would finance civil works,goods,technical assistance and training activities. TheProject development objective is to improve access to, and quality and efficiency of publichealth services in Romania. Component 3. Health sector governance and stewardship improvement aims to support sectorgovernance and stewardship improvement to bridge the gap between policy and practice and to increasethe capacity for conducting and improving the quality ofmedical care services. To this end, among other activities, this component will supportstrengthening the capacity of thehealth sector to develop and manage projects, some of which could be financedthrough EU or other sources of funding and tofinance feasibility and pre-investment studies(asinIasi, Cluj and Craiova). The mainobjectives ofthis consultancy are: A) To develop an Regional Master Plan following of: a)analysis the need for healthcare services on the regions: North West Region, North East Region and South West Oltenia Region, inorder to define the regional hospital structure. This analyse must include the regional capacity for taking over the healthcareservices for 2nd level. This correlation will conduct to the establish the structure of the new regionalhospitals. b.) analysis of risk factors (flooding, earthquake, landslides, pollutionetc...) B) To update the feasibility studies prepared in2007 for: a) the Regional Emergency University Hospital of Cluj; (North West Region) b) the Regional University Emergency Hospital of Craiova;(South West Oltenia Region) c) the Regional University EmergencyHospital of Ia?i, (North East Region) Based on the Master Planfor each region (which must be approved by the Ministry of Health) and alsobased on: necessarystructureof the regional emergency hospitals functional andtechnological description, of the necessary equipment for the buildings, and of the medical devices and equipment, action plan in case of natural disasters the feasibility studies developed in 2007 for those 3 locations, shall be updated so that they comply with theprovisions of the Romanian law in force concerning: - Sizing and dimension of all the interior installations of theconstructions, according to the country's norms in force; - an analysis and a proposal for the provision ofstate-of-the-art medical equipment, clinical furniture and general furniture; - the content of the technical and economicdocumentation, by fields (architecture, structure, mechanical and electrical installations, external networks for connection toutilities etc.) according to GD 28/2008. Thisupdate, will take alsointo account preparingthose Regional Hospitals for future natural disasters(flooding, earthquake, landslides,etc.). The estimated duration of the assignment is of 6 months, with possible extension, to commence within one week from thecontract signature. The Consultant Company must have relevant experience inthe field and would have implemented relevant projects in the past 10 years and must provide a list with minimum three clients(including contact information for purposes of checking references), mentioning the project budget, the period of projectimplementation. Itis understood that the Consultant and its Team Leader will have made themselves familiar with the particular conditions of RomanianHealthcare service and its legislation. Faculty of Romanian language is an advantage; unhindered communication has to besecured. The Consultant shall propose experienced permanent staff, preferably in hospital construction related disciplines, at hishome office for backstopping support and liaison with WB and the MoH to ensure quality of services. Especially for the constructionplanning and medical equipment planning medical expertise and input is required. The Consulting Company is required to provide the followingkey-experts: Team Leader (Senior International Expert) with a university degree in Civil Engineering orArchitecture expected to demonstrate appropriate qualifications and experience for the tasks. The expert shall possess relevantprofessional experience in developing or transition country of about 10 years, ideally in the region, as well as in design,supervision and execution of similar hospital projects, in particular hospital planning. His professional experience shall becomplemented byproject management and coordination as well as financial administration and monitoring skills.
