The commercial activity and shares in Forus Energigjenvinning KS, Forus Energigjenvinning AS, Stølskraft AS, Recom AS, Svåheia AS, SVAR AS and Minorga Vekst AS, Biogass Konsortium are included in IVAR Næring AS.

KVAR IKS' Financial Statements are prepared according to the self cost principle.

For the year 2015, the operational costs were approx. NOK 600 000 000 and the investment cost was approx. NOK 630 000 000. The number of invoices received in 2015 was approx. 19,000, and the number of outgoing invoices was approx. 2,000. The numbers vary.

OD requires consultancy services from one consultant to further development the existing Excel model MERA and search statistics reports so that they are operational and user friendly. OD would like to enter into a framework agreement for 2 years with one service provider, with an option for OD to extend the framework agreement for 1 + 1 year. The framework agreement is for an estimated value of 600 000 NOK excluding VAT per annum. This, however, does not give any rights to the service provider or obligations for OD. MERA makes production, const and income profiles based on reservoir equations, different connections between cost types and activity (for example, drilling costs and development costs depending on the type of resource, development solution and geography). Different financial key figures are calculated based on the profiles. The input is prospects and/or finds. The output is production and cost profiles as well as financial key figures. The model also works out scenarios for future production and investment profiles for the total undiscovered resources. These are based on expectations of areas being opened for search activity, the number of search wells, the probability of finds, the order of the finds and the capacity of various infrastructure. The search statistics reports show various activities such as search wells, search costs, transactions etc. divided between licences and licence owners over time. OD, Mdir, Ptil and KYV need consultancy services that shall strengthen and supplement our internal competence in order to contribute to the Ofu programme. See http://www.norad.no/ for further information on the Ofu programme.

The competition is particularly aimed at professional environments who can carry out assignments within the petroleum sector, including legal, geo, technical petroleum, HSE related, environment related (including climate), ICT, administrative and financial areas. There is a need for contracts for consultancy servicse in 11 different sub-areas. See annex 1 for a further description of the sub-areas. The expected start-up is December 2017 / January 2018.

The aim of the competition is to enter into paralllel framework agreements for the sub-areas stated in annex 1. The contracts will be for two years, with an option for OD, Ptil and Mdir to extend the contracts for 1+1 year. The estimated value of the framework agreements is approx. NOK 50 million excluding VAT per annum.

Policy design for the petroleum sector

The institutional organisation of the sector with division of responsibility for development assignments and inspections

The authorities' evaluation of development and transport systems for oil and gas (including LNG), area study for the realisation of petroleum deposits and evaluation of uncertainties and connections to a third party.

The authorities' follow-up of responsible extraction from a field in production, including reporting data, plans, technical integrity and lifetime.

Evaluation of technical systems for energy efficiency, regularity and safety.

Evaluation of incentive schemes for optimum extraction and reduced emissions.

Systems for handling produced water and waste, use of chemicals, power generation and emissions to air and water etc.

Maintenance, operation and final phase production. Expected amount per annum: NOK 5 000 000 excluding VAT.

Strategic and/or project specific environment impact assessments for processing strategic plans or project plans.
