Fomento de la productividad en Nicaragua Component 1: Elaboration of a strategy which take part in the roadmap for the productivity growth of Nicaragua. The strategy will present specific recommendations, such as implementation processes for productivity growth. This TC consists of the following aspects: i) Evaluation of the policies supporting the production activities, in order to improve the existing policies as well as to introduce others well targeted to this end; ii)Identification of factors in order to build an improved policy regarding productive activities from a territorial viewpoint; iii) Analysis on adjustments needed in the productive activities and the land use in order to introduce changes in the organizational structure of the productive sector; iv) Identification of factors that contribute to the poverty reduction in rural areas; v) Identification of the final beneficiaries of the policies aimed at productivity increase; vi) Evaluation in the availability in public and private financial resources for each of the productive sectors with development prospects; vii) Review and proposal of improvement to the institutional framework to achieve higher effectiviness of policies concerning productivity; viii) Review of the private sector¿s role as a catlyzer of productivity growth, including in the area of acces to finance; and ix) Design and implementation of a PDP per sector, analysing advantages and desadvantages in its technical, operational, and fiancal aspects.

The government has recently developed a draft of their National Broadband Plan (NBP) focused on: (i) deployment of infrastructure; (ii) fostering of Information and Communication Technologies (ICT) use; and (iii) strengthening of the regulatory framework. The government has begun implementing the NBP with a strategy to bridge the digital divide. The government is planning to expand the existing network of the national electric company (ENATREL) to provide nationwide wholesale backbone services under the principle of open and equal access and also to expand last mile coverage connecting public facilities and installing nodes so that other Internet Service Providers (ISP) can also provide Broadband Services (BBS). The government has requested the support of the Bank for its experience and value-added contribution in dealing with the complexity of the geographical areas covered under this program (low financial profitability, technical difficulties).
