The Government of Mozambique has received financial assistance fromthe World Bank and other donors for funding the Mining and Gas TechnicalAssistance Project (MAGTAP) in the country. Theoverallobjectives of MAGTAP are: (i) Enhance theeconomic and fiscal benefits in the extractive industry (ii)Establish an appropriate legal framework for the exercise of mining and oiloperations in consideration of economic impact, environmental and socialsustainability of the mining industry, (iii) enhancing transparency andaccountability in the extractive industry by strengthening good governance,(iv) supporting reform, and capacity building initiatives to improveefficiency and accountability of the institutions involved in the planning andmanagement of the mining sector and Hydrocarbons and (v) Supportthe development of a legal framework that promotes regional and local developmentin mining production and natural gas and strengthen goodgovernance.Part of the project funds will be applied towards thecost of Financial Consultant Services for Transaction Assistance to LNG in area 1 and 4 inMozambique.
The consulting services ("the Services")include: (i) Support the negotiations of the relevant projectdocuments, including guidance regarding LNG markets, pricing and global supply-demand projections; (ii)Provide support and advice in relation to the development of the Mozambique local gas market and assistance to evaluate differentoptions and commercial structure proposed by the concessionaires for the LNG Project;(iii) Develop economic/financial models of the LNG ValueChain to model the impact of the technical, commercial and contractual negotiationvariables during the negotiations, includingpreparing updates and modifications to accommodate different structural options and cost assessment as they become available; (iv)Provide advice and guidance to INP´s LNG Negotiating team on economic and financial modeling during thenegotiations and assist inestablishing collaborative management of negotiating team and consultant as required; and (v) Advise, as required, on anyspecial arrangements for the financing of ENH´s equitycontribution to the Project, whether midstream orupstream.
For this consultancy itis intend to hire an Individual Consultant with relevant experience in thefield of the assignment.The Candidate shall have: (i) experience in advising governments and Oil& Gas companies on upstream financial/economic transaction negotiations; (ii) experience in developing economic/financialmodels of the LNG Value Chain and guide the LNG Negotiation Team on economic and financial modelling during the negotiations; and(iii) international and regional experience in LNG markets, pricing and global supply-demandprojections.
TheMinistry of Mineral Resources and Energy now invites qualified consultants to express theirinterest in providing the services. Interested consultants must provide information indicating that they are qualifiedtoperform the services (CV, description of similar assignments, experience in similar conditions,etc.)
A Consultant will beselected in accordance with the procedures set out in the World Bank´s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World BankBorrowers, January 2011 ("ConsultantGuidelines").
