Supply and Installation of Switch Heaters from catenary 25/0.22 KV for station Niksic and station Ostrog on Niksic-Podgorica Railway Line This Invitation for Tenders follows the General Procurement Notice for this Project which was published on the EBRD Web Site, Procurement Notice (www.ebrd.com) on 14 May 2009 and further updated on 27 August 2010, 30 January 2012 and on 21 May 2015. The Montenegro Railway Infrastructure Company (ZICG) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (“the Bank”) for a project to undertake emergency rehabilitation of the railway infrastructure. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: Supply and Installation of Switch Heaters from catenary 25/0.22 KV for station Niksic and station Ostrog on Niksic - Podgorica Railway Line : Supply, installation, testing and commissioning switch heaters for equipping Railway Station Niksic with supply from catenary, voltage 25/0.22 kV 50 Hz, Supply, installation, testing and commissioning sub-stations TS 1 and TS 2 for securing switches and safety devices in station Niksic from catenary with voltage 25/0.22 kV 50 Hz, Supply, installation, testing and commissioning switch heaters for equipping Railway Station Ostrog with supply from catenary, voltage 25/0.22 kV 50 Hz, Supply, installation, testing and commissioning sub-stations TS for securing switches and safety devices in station Ostrog from catenary with voltage 25/0.22 kV 50 Hz, Site infrastructure works and access facilities. The time completion for the Contract is 9 months Tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms from any country. To be qualified, a Tenderer must demonstrate to the Employer that it substantially satisfies the requirements regarding experience, personnel, equipment, financial position and litigation history, specified below: To be qualified for the award of the contract, tenderers must have the relevant licenses for company and engineers, in accordance with the Montenegrin Regulation / Law on Arrangement of Space and Construction of Structures (Official Gazette of Montenegro no. 51/08, 34/11 i 35/13). If the Contractor does not have the license for the execution of some kinds of works it is possible to hire a Subcontractor that has the appropriate licence. Historical contract non-performance The Tenderer shall provide accurate information on any current or past litigation or arbitration resulting from contracts completed or under execution by him over the last five years. A consistent history of awards against the Tenderer or any partner of a joint venture may result in rejection of the tender. To facilitate the assessment of information the tenderers shall submit a summary of assets and liabilities, expressed in an equivalent of EUR converted based on the exchange rate reported as of the 1st of July of each year, as set by the central bank of Montenegro (CBCG). Based upon known commitments, the tenderers shall also provide a summary of the projected assets and liabilities for the next 2 years, 2015-2016, expressed in its equivalent of EUR converted based on the exchange rate as of the date of publication of the Invitation for Tenders, as set by the Central Bank of Montenegro (CBCG), unless the withholding of such information is justified by the tenderer to the satisfaction of the Client. Financial Situation 2.1. Historical financial performance The audited balance sheets for the last five (5) years shall be submitted and must demonstrate the soundness of the Tenderer's financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the Tenderer's bankers. Consistent losses or a risk of insolvency shown in the accounts may cause for the disqualification of the tenderer. To facilitate the assessment of information the tenderers shall submit a summary of assets and liabilities, expressed in an equivalent of EUR converted based on the exchange rate reported as of the 1st of July of each year, as set by the central bank of Montenegro (CBCG). Based upon known commitments, the tenderers shall also provide a summary of the projected assets and liabilities for the next 2 years, 2015-2016, expressed in its equivalent of EUR converted based on the exchange rate as of the date of publication of the Invitation for Tenders, as set by the Central Bank of Montenegro (CBCG), unless the withholding of such information is justified by the tenderer to the satisfaction of the Client. 2.2. Current Obligations and Pending Awards: The tenderer shall have the above mentioned resources free of ongoing obligations and/or pending contract awards. The tenderer shall provide information on the on-going contractual obligations and pending contract awards. The Client may reject the tender if the level of the confirmed commitments to be carried out in parallel with the Contract exceeds the tenderer’s annual turnover for the previous year by a factor of 1.2. Experience The Tenderer shall meet the following minimum criteria: General experience: successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract that have been successfully and substantially completed within the last five (5) years. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Volume III, The Employer’s Requirements. (b) Specific experience: (i) Proven experience in supply, installation and commissioning of 2 (Two) projects of switch heaters and sub-stations from catenary, voltage 25/0.22 kV 50 Hz for railway transport. with a contractual price not less than 450 000 euros. (ii) The Tenderer is also required to demonstrate that it has previously performed those similar activities at paces comparable to the pace required to implement the project. Personnel Capabilities. Procurement of Installation of Meters and LV reconstruction

Montenegrin Electric Utility Enterprise – DOO “Crnogorski elektodistributivni sistem” Podgorica (CEDIS), hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of CEDIS Metering and Distribution Project – Completion phaseProject goods, works and services.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Procurement of Installation of Meters and LV reconstruction

The Contract consists of (i) Installation of about 45,000 smart meters for domestic customers, and (ii) rehabilitation of around 600 – 800 km of low voltage lines including replacement of about 20,000 poles. The installation and rehabilitation works are to be performed during 2017 – 2019. 

Tenders are invited for one single Contract.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.


To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1. Historical non-performance
Non-performance of a contract did not occur within the last three (3) years prior to the deadline for tenders submission, based on all information on fully settled disputes or litigation.  A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the Tenderer have been exhausted.

2. Financial Situation

2.a Historical financial performance

Submission of audited balance sheets or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the Tenderers financial position and its prospective long term profitability.

2.b Average Annual Turnover
Minimum average annual turnover of € 22 M, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years

2.c Financial Resources

The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

i) the following cash-flow requirement: € 4 M.
and
ii) the overall cash flow requirements for this contract and its current commitments.

3. Experience


i) Experience under contracts in the role of contractor or management contractor for the last five [5] years prior to the tender submission deadline, and with activity in at least nine (9) months in each year.
ii) Participation as contractor or management contractor in at least two (2) contracts within the last five(5) years , each with a value of at least EUR thirteen (13) million, that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.
iii) Following specific operations and works experience shall be demonstrated:
60,000 installed meters and
30,000 metering points relocated with LV network reconstruction.

To be qualified for the award of a contract, tenderers must satisfy the requirements regarding experience, personnel, equipment, financial position and litigation history, specified in the tender documents and summarised below:

 

1.         General Experience

(a)        an average annual turnover (defined as annual earnings, expressed in its EURO equivalent) as a contractor over the last five (5) years shall be not less than EUR One million two hundred thousand (1,2 million) equivalent.

(b)       successful experience as prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last five (5) years; each with a minimum value of at least EUR five hundred thousand (0.5 million) equivalent; with specific experience in:

 

Preparation and setting of concrete 100 m3

Installation of reinforcement 10000 kg

Repairs to the concrete walls 100 m2, put in place in one year.

 

  1. Personnel Capabilities.

The Tenderer shall provide suitably qualified personnel as detailed in the tender documents.

 

  1. Equipment Capabilities. 

The Tenderer shall own, or have assured access to (through hire, lease, purchase agreement, availability of manufacturing equipment, or other means) of the key items of equipment as detailed in the tender documents.

 

  1. Financial Position.

The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 3 months, estimated as not less than EURO 200,000, taking into account the Tenderer's commitments for other contracts.

JVCA (Joint Venture, Consortium or Association) must satisfy collectively the above criteria, for which purpose the relevant figures for each of the partners shall be added to arrive at the joint venture's total capacity. At the same time, each partner shall meet not less than thirty (30) percent of the criteria for annual turnover and financial resources, while the lead partner shall meet not less than seventy (70) per cent of those.

Railways of Montenegro for Infrastructure ‘Željeznicka Infrastruktura Crne Gore AD (ZICG)”, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of a project to undertake emergency rehabilitation of the railway infrastructure. The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan: The works on the Vrbnica –Bar line for track rehabilitation with the length of the section Kolašin – Kos (open line) of 9.864,70 m, the length of station tracks of 786,67 m for 1st track; 828,86 m for 2nd track (running track) and 794,21 m for 3rd track and with the railway line electrified 25 kV, 50 Hz single-phased system and with single-track and standard gauge, in one contract, will include: Section 1: ‘Kolasin-Kos’ Open track (km 340+991.60 – km 350+856.27) repair and change of the existing track components (superstructure) with electrical devices and services. To be qualified for the award of a contract, tenderers must satisfy the requirements regarding experience, personnel, equipment, financial position and litigation history, specified below: 1. General Experience. The Tenderer shall meet the following minimum criteria: an average annual turnover (defined as annual earnings, expressed in its EURO equivalent) as a contractor over the last five (5) years shall be not less than EUR thirteen million (13,000,000) equivalent. Ministry of Transport and Maritime Affairs of Montenegro, hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Local Roads Reconstruction and Upgrade Project.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Works of Tunnel Construction and Road Reconstruction, under one lot, on following locations:

1) Location Lubnice-Jelovica from km 10+321.910 to km 16+915.646 (overall length 6.60 km), works on: road, supported walls and geotechnical constructions and bridge|culvert.

2) Location Jelovica from km 16+915.646 to km 19+933.339 (overall length 3.02 km), works on: road, supported walls and geotechnical construction and bridge|culvert

3) Location Klisura from km 19+933.339 to km 23+803.700 (overall length 3.87 km), works on: road, bridge|culvert, bridge (Bridge Jezerine) and tunnel.

4) Location Jezerine from km 23+803.700 to km 24+757.540 (overall length 0.95 km), works on: road, supported walls and geotechnical constructions.

 

Completion time for all works under the contract is 36 months.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

  1. General Experience
    The Tenderer shall meet the following criteria:
  1. The Tenderer shall have an average annual turnover as prime contractor over the last five years (2011-2015) of not less than EUR 35 million equivalent.

The Tenderer shall have experience under contracts in the role of contractor or management contractor for the last five (5) years (2011-2015) prior to the tender submission deadline and with activity in at least nine (9) months in each year. 

The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least two (2) contracts of magnitude not less than the equivalent of 25 million EUR of nature and complexity comparable to the proposed contract within the last five years (2011-2015).

The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least two similar contracts of construction or reconstruction of a road of at least 5 km total length, at least one similar tunnel construction of at least 2 km length using NATM (the tunnel shall be located under similar geographical conditions - elevated location with prevalent sloping, uneven terrain, or similar constructions) and at least two similar bridges construction with span of at least 100 m under one or more contracts (the bridge shall be with similar geographical conditions - elevated location with prevalent sloping, uneven terrain, or similar constructions).  Each partner shall demonstrate experience in at least one of the types of contract. Lead partner must meet criteria for at least one similar contract either construction of a road of at least 5 km total length or NATM tunnel construction of at least 2 km length.

In addition, the following specific operations and works experience shall be demonstrated, and values shall be at least equal to: 

Production rates in one year (can be added up from multiple contracts):

1.           Execution of earth works           200 000 m3

2.           Execution of asphalt pavements 25,000 tons

Based upon known commitments, the tenderers shall also provide a summary of the projected assets and liabilities for the next 2 years, i.e. 2015 and 2016, expressed in its equivalent of EUR converted based on the exchange rate as of the date of publication of the Invitation for Tenders, as set by Central bank of Montenegro, unless the withholding of such information is justified by the tenderer to the satisfaction of the Client

Local Roads Reconstruction and Upgrade Project

The Invitation for Expressions of Interest follows the updated General Procurement Notice for this project, 7830-GPN-43060, published in Procurement Opportunities, on the EBRD website: 5 March 2015.
 
The Government of Montenegro intends using the proceeds of the loan towards the cost of Local Roads Reconstruction and Upgrade Project. Executive Agency is the Ministry of Transport and Maritime Affairs (MoTMA) represented by the Project Implementation Unit (PIU) within its Transport Directorate. The project is subject to the EBRD Procurement Policies and Rules.
 
The main objective of this assignment shall be the Supervision of the Civil Works on the:
  • Reconstruction of the 11.5 km long section from Lubnice to Jelovica, plus an additional length of approximately 1.4 km of the new road between Jelovica and Jezerine;
  • Construction of a new realigned section 3.5 km long between Jelovica and Jezerine that includes a new 2.9 km long single bore road tunnel, and a 100m long bridge.
 
It is expected that the Consultant’s team shall include the following expertise:
  1. Team Leader
  2. Geotechnical engineer
  3. Roads Engineer
  4. Engineer for bridges and structures
  5. Tunneling Engineer
 
The Civil Works (CW) Contract will be based on the “FIDIC-MDB Harmonised Edition of the Conditions of Contract for Construction – for building and engineering works designed by the Employer”, 2010.Therefore, the Consultant shall perform, amongst other, the duties and authority of the Engineer as specified in or necessarily implied from the CW Contract, as well as other duties defined in the Terms of Reference.
 
The assignment is expected to start in the end of 2015. The expected implementation period for CW Contract as well as the respective Supervision Services is 40 months (24 months for Civil Works execution, 12 months for Defects Notification Period, and up to 4 months for closing procedures of contract), expected to start in the fourth quarter of 2015.
 
The contract will be financed from the loan and consulting firms from any countries are eligible for shortlisting and selection. However, the proceeds of the loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. In addition, consultants will not be allowed to participate in the tender procedure if they are declared, and remain on the date of submission of the EoI, ineligible pursuant to the EBRD’s Enforcement Policy and Procedures which is available at the following web-link: http://www.ebrd.com/ineligible-entities.html.
 
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:
 
a)         brief overview of the firm/group of firms including company profile, financial information, organisation and staffing;
b)         details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on procurement rules applied, contract type and value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
c)         CVs of experts who might be engaged to carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, procurement rules applied, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives;

Consultant Profile: Corporate services are required. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
The Consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the administration, management, and supervision of similar construction works (FIDIC Engineer/Supervision of the road civil works contracts including tunnels and bridges under FIDIC Red/Pink Book, and/or comparable contract conditions) in comparable climatic and geological conditions. Where staff does not speak the local language, interpretation and translation will be the responsibility of the Consultant.
The Consultant shall employ supervision staff with a good knowledge of the local design and construction laws and regulations to ensure compliance with the Montenegro laws and regulations.

It is preferable (but not compulsory) that the Expressions of Interest should not exceed 25 pages (excluding CVs, Consultant Declaration and Contact Sheet). The Expressions of Interest (one original and one electronic copy) shall be submitted in the English and Montenegrin language (if a tenderer wishes to submit the attachments such as brochures, they may be submitted only in the English language). Consultant Declaration and Contact Sheet shall be submitted only in the English language.
