Invitation for Bids
1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian
Development Bank (ADB) towards the cost of the Southern Road Connectivity Project
(SRCP). Part of this financing will be used for payments under the contract named above.
Bidding is open to Bidders from eligible source countries of ADB.
2. The Road Development Authority (“the Employer”) now invites sealed bids from
eligible bidders for the Rehabilitation/Improvements of Ambatale–CINEC Junction Road (from
Ch. 0+000km to Ch. 1+883km) including 5 years of Performance Based Maintenance.
3. The rehabilitation/ improvement activities (the Works) include:
• Site Clearing and Excavation;
• Road formation improvement;
• Sub Base construction, Dense Graded Aggregate Base complete with Asphalt Concrete;
• Drainage construction / improvements;
• Construction of Culverts Retaining Structures.
• Relocation of utilities
• Traffic Signs & Markings
4. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s
Single-Stage: One-Envelope bidding procedure (1S1E) and is open to all Bidders from eligible
Bidders as described in the Bidding Document.
5. Only eligible Bidders with the following key qualifications should participate in this
bidding:
(i) Pending Litigation shall not represent more than 50% of the bidder’s net worth.
(ii) The bidders’ net worth within last 3 years shall be positive.
(iii) Minimum Average Annual Construction Turnover (AACT) within last 3 years, financial
resources, similar construction experience within the last 5 years & construction
experience in key activities as given in the table below:

7. To purchase the bidding documents in (English) eligible bidders should;
(i) Write to address above requesting for the bidding documents for the Contract Package
No. RDA/SRCP/NCB/ADB/CP-04
(ii) Pay a non-refundable fee of Sri Lankan Rupees (SLR) 28,000 (Including VAT) or
US$ 200 by cash or bank draft in favour of the Southern Road Connectivity Project
(SRCP) in respect of the bidding document.
The bidding documents will be issued during normal working days from 9.00 am to 3.00
pm at the address under para 6 above, from 8 November 2016 to 7 December 2016.

applied.

9. The bidder shall bear all costs associated with the preparation and submission of its Bids,
and the Employer shall not be responsible or liable for those costs, regardless of the conduct or

Invitation for Bids
1. The Government of the Democratic Socialist Republic of Sri Lanka has received a loan
from the Asian Development Bank (ADB) toward the cost of the Greater Colombo Water &
Wastewater Management Improvement Investment Program – Project 1. Part of this loan
will be used for payments under the contract named above. Bidding is open to Bidders from
eligible source countries of ADB.
2. The Chairman, Ministry Procurement Committee (MPC), on behalf of the Ministry Of
City Planning & Water Supply now invites sealed bids from eligible bidders  for the
Construction of a seven story building with a total floor area of approximately 3,300 m2
consisting of, Design, Supply & Installation of Air conditioning system, Elevator systems, Fire
protection system, lightening protection system, Telephone & local area network system,
CCTV/Security system, and Landscaping works including fencing, and gates.
3. National Competitive Bidding will be conducted in accordance with ADB’s Single-
Stage: One- Envelope bidding procedure and is open to all Bidders from eligible countries as
described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this
bidding:
• The Bidder shall have a minimum average annual construction turnover of LKR 506
Million, calculated as total certified payments received for contracts in progress or
completed, within last three (03) years.
• Participation in at least two Construction contract of seven (07) stories or above storied
buildings (consisting of design, supply & installation of Air Conditioners, Elevator
Systems, Fire protection/detection system, Water supply & sewerage disposal system
including plumbing work), that have been successfully or substantially completed within
the last five (05) years and that are similar to the proposed works, where the total value
of the Bidder’s participation in both contracts exceeds LKR 405 Million. The similarity of
the Bidder’s participation shall be based on the physical size, nature of works,
complexity, methods, technology or other characteristics as described in Section 6
(Employer’s Requirements).

15th December 2016 during 09:00 hours to 15:00 hours on normal working days. The bid
document shall be obtained upon payment of a non-refundable tender fee of SLRs. 25,000.00
plus VAT in cash or Bank Draft in favor of National Water Supply and Drainage Board.

Water and Wastewater Management Improvement Investment Program – Tranche 2. Part
of this financing will be used for payments under the contract named above. Bidding is open to
bidders from eligible source countries of the ADB.
2. The Chairman, Project Procurement Committee; Greater Colombo Water &
Wastewater Management Improvement Investment Programme, on behalf of The Chairman,
National Water Supply and Drainage Board, now invites sealed bids from eligible and qualified
bidders for the subject contract.
3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s
Single-Stage: Two Envelope bidding procedure (NCB/1S2E) and is open to all eligible Bidders
from eligible source countries as described in the Bidding Document.
4. Only  eligible  bidders  with  the  following  key qualifications  should  participate  in  this
Bidding:
• The Bidder shall have a minimum average annual construction turnover of LKR 350
Million, calculated as total certified payments received for contracts in progress or
completed, within last three (03) years.
• The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or
other financial resources (other than any contractual advance payments) to meet the
Bidder’s monthly financial resources requirement  of LKR 75 million.
• The Bidder shall have experience in Supply and Installation of pumping sets, electrical
control systems, instrumentation and associated works.
• Participation in at least one contract that has been successfully or substantially
completed within the last eight (08) years and that is similar to the proposed works,
where the value of the Bidder’s participation exceeds LKR 125 Mn.  The similarity of the

6. Bidders may purchase the Bidding Document, in English language, between 9.00 a.m. to
3.00 p.m. on all working days upon the submission of a written application to the address of
“Assistant General Manager (Tenders and Contracts), National Water Supply and Drainage
Board, Ratmalana”, and upon the payment of a non-refundable fee of LKR 25,000 plus VAT in
cash or Bank Draft in favour of National Water Supply and Drainage Board up to 3.00 p.m. on
29 January 2017.
7. A pre-bid meeting shall take place followed by a Site Visit conducted by the Employer at
10:00 Hrs on 4 January 2017 at Project Management Unit Office, GCWWMIIP, NWSDB, N0. 65,
St. Lawrence Road, Colombo 06. All bidders are strongly advised to attend this pre-bid meeting.
8. Bids shall be valid for a period of 119 days and the bid security shall be valid for a period
of 147 days from the date of closing of bids.
9. Deliver bids:

• on or before 10:00 Hrs on 30 January 2017
• together with a Bid Security in the amount as specified in the Bidding Document (Data
Sheet) and as per the given format.
10. Late bids shall be rejected. The Bids will be opened in the presence of bidders’
