-National Democratic Development (NCDD) is mandated as the overall program authority andthrough its Secretaria ble for policy formulation and program coordination. Implementation of the National Program is assigned tosix national institutions . The NCDD Secretariat, responsible for overall three-year Implementation Plan (IP3) program managementand coordination, is compris ed of four divisions as follows: the Policy and Analysis Division; the Program Management and SupportDivision; the Monitoring and E valuation and Information Division; and the Finance and AdministrationDivision.
The LASED II is a projec t to support the implementation of the Royal Government’sSocial Land Concessions (SLC) Program to distribute state private la nd to the landless and land-poor through social landconcessions to improve livelihood of poor households and vulnerable groups thro ugh Commune Based Social Land Concession. Under theoverall authority of the Ministry of Land Management, Urban Planning and Constru ction (MLMUPC), the General Secretariat for SocialLand Concessions (GSSLC) is responsible for implementing the LASED II.
The objective of LASED II is toimprove access of project beneficiaries to agricultural and other rural resources, infrastructure and services in projectcommunities. The project will be achieved by:
Strengthenin g community groups to better identifyand prioritize technology and infrastructure investments;Financing priority produc tive and social communityinfrastructures; andScaling up agricultural and livelihood support activities
Implementation of LASED II respects the followingprinciples:

The Executing Agency for LASED II is the General Secretariat for SocialLand Concessions (GSSLC) based in the Ministry of Land Mana gement, Urban Planning and Construction (MLMUPC). Under a Memorandum ofUnderstanding signed between MLMUPC, Ministry of Interior (M OI) and Ministry of Agriculture, Forestry and Fishery (MAFF), GSSLCresponsible for the overall coordination, capacity building and management and monitoring and evaluation ofproject.
NCDDS is responsible for the overall coordination an d management of the project, withresponsible for the procurement and financial management aspects. NCDDS delegates most operationalresponsibilities to ProvincialAdministration in the participating provinces. A limited set of operational tasks are performed at n ational level by theNCDDS’s divisions. These responsibilities include:
Overall project fin ancialmanagement;Overall procurement;Contract administration;Monitoring and evaluation;Preparation of Annual Work-Plans and Budgets; andPreparation of AnnualReports.
General Directorate of Agriculture (GDA) is responsible to supporting agriculture-based livelihood systems (Sub-Component 1.3), bein Reports.
G responsible for the planning,coordination and implementation of agriculture support a services that would be provided to project beneficiaries. The GDA wouldalso be responsible for coordinating and tapping the technic al expertise of other technical departments within the MAFF, includingengagement and supervision of required national technical con sultants and third party service providers/delivery organizations(e.g. NGOs) to support the implementation of sub-projects. Togethe r with the Provincial Department of Agriculture, they would beresponsible for the planning, and coordination and implementation of agriculture support activities and quality assurance of goodsand services that would be provided to project beneficiaries. LASED IIwill implement for the period of 5 years (2016-2021) in 5target provinces such as Kratie, Kampong Thom, Tbong Khmum, Kampong Chhna ng and Kampong Speu.
LASED IIis seeking a qualified National Project Financial Management Consul tant for the period of 3years.
Qualification and Experience Requirements:
At least a bachelor degree in financial management/accounting or relatedfield. At least 8 years of work experience in financial management (preferable with development partner funded projjects such field. s WB, ADB, or UN Agency).Familiarity with Standard Operating Procedures and Financial ManagementManual of th t. Knowledge of EXCEL, ACCPAC, Peachtree, QuickBooks or other similar accounting software, andwillingness to learncomputerized accounting system.Demonstrate experience in conducting training and knowledge/skilltransferred to the Fin ance Teams,Demonstrate ability to consult and work cooperatively withothers.Knowledge of Khmer and English

Th e Kingdom of Cambodia has received financing in the amount of US$ 25,323,480 equivalent from the World Banktoward the cost of the L and Allocation for Social and Economic Development Project II, and it intends to apply part of theproceeds to payments for goods, w orks, related services and consulting services to be procured under this project.

Selection of Individual Consultant
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bstyle="width:85px">
Procurement under IBRDLonsultant Guidelines dated January 2011 revised July 2014. Bank Anti-Corruption Guidelines dated October 2006 revised January 2011ill also apply. Government Updated Standard Operating Procedures issued under Sub Decree 74 dated May 22, 2012 will apply forprocurement under national competitive bidding and low value contracts subject to the improvement included in the NCB annex to the pprojec procur loan agreement. At sub-national levels (Commune Sangkat and Community), provisions of the Project ImplementationManual (PIM)October 7, 2015 which has been agreed by the Bank will apply, and is open to all eligible bidders  as defined inthe guideline s. Consulting services will be selected in accordance with the World Bank’s Procurement Guidelines(Selection and Employme nt of Consultants by World Bank Borrowers) dated January 2011 revised July 2014.
