Project Description:

Manas International Airport or Bishkek International Airport (IATA: FRU, hereinafter “FRU” or the “Airport”) is an international airport in the Kyrgyz Republic, owned and operated by “International Airport Manas” JSC (hereinafter the “Company” or the “Client”), which operates seven airports in the country. In 2016 passenger flow of FRU reached 1.8 million.

EBRD will provide financing of up to USD 4.5 million to the Client for rehabilitation of the terminal equipment (the “Project”).

Assignment Description:

The Client now intends to retain a consulting company (the “Consultant”) to assist with (i) the traffic and air cargo post and courier analysis and forecasting; (ii) design basis; and (iii) development of the long-term investment strategy and priority investment programme.

The selected Consultant will be expected to provide the following services:

  1. Historical Traffic characteristics and analysis;
  2. Traffic projections;
  3. Analysis of the existing airport infrastructure;
  4. Definition of the priority investment programme;
  5. Development of air maintenance base and training centre investment strategy for the airport. The proposed assignment consists of four objectives.

Expected Outcome: The Client is able to prioritise its investment needs thanks to the developed priority investment plan.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q4 2017 and has an estimated overall duration of 5 months.

Cost Estimate for the Assignment: EUR 100,000.00 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Client, the Assignment may be extended beyond the current scope.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund. Selection and contracting is subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms able to demonstrate the following:

  1. Experience in similar projects as well as experience of working with entities comparable to the Client;
  2. Experience in the region and project-related knowledge of the sector.

The Consultant’s expert team is expected to include at least the following key experts:

  1. Key expert 1: Airport Planner preferably with at least 10 years of international consulting experience in master planning and lay-out of airport and terminal facilities. As a minimum, he/she will have a bachelor’s degree in transport/airport planning. Experience from the region will be an asset.
  1. Key expert 2: Airport Engineer preferably with at least 10 years of international consulting experience in master planning and lay-out of airport and terminal facilities. As a minimum, he/she will have a master’s degree in airport engineering. Experience from the region will be an asset.

Note: It is anticipated that either the Airport Planner or the Airport Engineer will function as a Team Leader. The Team Leader must be able to demonstrate significant project management experience.

  1. Key expert 3: Airport Operations Specialist preferably with at least 5 years of international experience in airport operations.
  1. Key expert 4: Environment Specialist with at least 5 years of international experience, preferably airport-related. Master’s degree level of education would be an advantage.
  1. Key expert 5: Senior Economist preferably with at least 10 years of experience in feasibility studies and financial analyses of transport infrastructure including airports. The Senior Economist will, as a minimum, have a master’s degree in Economics or similar. Experience from the region will be an asset.
  1. Key expert 6: Air cargo, Post and Courier Specialist with at least 5 years of international experience in air cargo, post and courier, preferably in airports. Master’s degree level of education would be an advantage.
  1. Key expert 7: Air Maintenance Base and Training Centre Specialist preferably with at least 5 years of relevant international experience. Master’s degree level of education would be an advantage.

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the preceding five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

1. The selection will normally be made from responses to this notification only. Consultants will not be asked to submit a proposal. The highest-ranked Consultant will be selected from a shortlist and invited to negotiate the contract, subject to availability of funding.

(a) Firm’s previous project experience of working on similar projects with similar entities (25%);

(b) Firm’s experience in the region and project-related knowledge of the sector (20%);

Municipal Enterprise Kara-Suu Taza-Suu (Kara-Suu Water Company) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (“Bank” or “EBRD”), a loan from the European Investment Bank (“EIB”) and a grant from EU’s Investment Facility for Central Asia (“EU IFCA”) for a project to finance the rehabilitation and upgrade of the water supply and wastewater treatment infrastructure in the city of Kara-Suu.

 

The proposed project, which has a total estimated cost of EUR 5.3 million equivalent, will require the procurement of the following goods, works and services:

  • Water network rehabilitation
  • Wastewater collection network rehabilitation and extension
  • Wastewater treatment plant upgrade

Kyrgyz Republic: Naryn Water Sub-Project Extension - Feasibility Study

Project Description:
The Kyrgyz Government approached the European Bank for Reconstruction and Development (the EBRD or the Bank) with a request to finance the Naryn Water Sub- project’s extension (the Extension, Project Extension) to be implemented in parallel with the original project to cover complementary priority investments, in particular, the wastewater improvements in the City of Naryn (the City).

Assignment Description:
The Bank now intends to engage a consulting company (the Consultant) to assess the possibility of financing the feasibility study (the FS) of the Project Extension that will include financial, technical, environmental and social due diligence, and an economic rate of return analysis of the proposed investment and an assessment of climate change impacts and adaptation recommendations as well as an assessment of inclusion impact through economic inclusion data gathering and analysis. The FS will support the development of a cost effective and bankable project investment plan (the PIP) with strong social and environmental benefits and promoting climate resilience as well as addressing economic inclusion (the Assignment).

The overall objective of the Assignment is to prepare a FS of the Project Extension, which the Bank can use to appraise the new investment and take a decision on the prospective financing.

The selected Consultant is expected to provide the following services:
• Assessment of the technical and financial feasibility of the proposed investment including whether it is the most effective least cost investment programme. This includes justification and refining of the proposed investment based on the long-term investment programme identified during the original project preparation, preparation of a detailed budget for the Extension, identification the best location for the Wastewater Treatment Plant (the WWTP) in the context of costs saving, reduction of water losses, wastewater management improvements and other rationale.
• Financial analysis of the Company, including analysis of financials for 2013-2015 and preparation of financial projections. The projections shall be fully consistent with the proposed PIP and strategic development plan and be based on prudent assumptions on the Company’s revenues and expenditures. The Consultant will prepare the financial forecasts and the financial model for the Extension (using Microsoft Excel) that will cover a period of 15 years (from 2017 to 2031).
• Financial analysis of the City budgets for 2013-2015.
• Determination of an efficient implementation strategy for the PIPs.
• Calculation of the Bank's standard measuring indicators and EBRD Sustainable Resources Initiative (SRI) impact indicators (Annex 3).
• Carry out an Environmental and Social Assessment (E and S Due Diligence – ESDD) of the proposed Extension to identify their environmental and social risks, impacts and benefits and to structure the Extension to comply with the Bank’s Environmental and Social Policy (ESP) and Performance Requirements (PRs).
• Economic Inclusion Assessment: an assessment of improved wastewater connections in underserved areas and the link to improved economic opportunities of the local population. This should include a specific assessment of the gender impact that the improved provision of wastewater connections will have on the economic opportunities for women (compared to men).
• To the extent possible, the FS should:
- take into account the potential impacts of climate change on the Extension in order to build in resilience to climate change related risks;
- assess the resource efficiency opportunities (including energy and water efficiency and waste minimisation potential and the impact on GHG emissions) from the Extension.

• the water/wastewater sector, specifically institutional and legal framework aspects, environmental and social requirements; gender and water, local financial management standards, professional standards of technical knowledge internationally as well as in the region.

The Consultant’s expert team is expected to include key experts as follows:

• Key Expert 1: Water and Wastewater Engineer (Project Manager/Team Leader) with a university degree or equivalent qualification with preferably 15 years or more of professional experience in the field of water supply and wastewater management, with comprehensive experience of similar assignments in the region, as well as in institutional and commercial management of water/wastewater companies. He/she should demonstrate management and administration experience, including experience with procedures of international financing agencies (including preferably EBRD procedures).
• Key Expert 2: Financial specialists with knowledge of the public financing and modelling.
• Key Expert 3: Technical specialists and water and wastewater engineers.
• Key Expert 4: Environmental and Social experts with experience in ESIAs and E&S due diligence, health & safety, stakeholder engagement, public consultation and disclosure in the local context, and/or resettlement expertise, in the water/wastewater sector with experience of similar assignments and with recent track record in the region.
• Key Expert 5: Gender and inclusion expert preferably with expertise in water/wastewater sector with experience of similar assignments and a recent track record in the region.
• Key Expert 6: Climate change expert with experience in building a country’s resilience and adaptation to the effects of changing climate.
• Key Expert 7: Local experts with good communication skills and evidenced technical knowledge of water supply and wastewater.

The Consultant should cooperate with local professionals and local consulting companies in order to promote the development of local expertise. The Consultant shall engage Russian or Kyrgyz speaking staff on their team or arrange for translation/interpreting when necessary. All experts must be independent and free from conflicts of interest in the responsibilities accorded to them.

Osh District Heating Project - Feasibility Study

Project Description: European Bank for Reconstruction and Development ("EBRD" or the "Bank") has been developing a number of municipal infrastructure projects in the number of Cities of the Kyrgyz Republic, covering water supply and wastewater, solid waste and public transport. The City of Osh (the "City") has proven a reliable partner and honoured all project obligations to date. Based upon requests from relevant authorities, a district heating ("DH") project in Osh has now been added to the range of projects. The Osh Municipal Enterprise "Teplosnabzhenie" (the "Company") is district heating service provider wholly owned by the City, has approached the Bank with a request to assess the possibility of investment to improve service levels, optimise operating costs and reduce CO2 emission of the DH services of the Company (the "Project"). The Project would comprise replacement of existing boilers, replacement of DH network pipes, and installation of Individual Heating Substations ("IHS") and heat meters in residential buildings. The investment is expected to result in significant energy efficiency improvements as a result of improved heat generation, reduced losses in the network, and customer controlled heat supply. Assignment Description: The Bank wishes to commission a suitably qualified consultant (the "Consultant") to prepare a comprehensive feasibility study ("FS") to determine a priority investment programme (the "PIP") developed from a long-term investment strategy, and evaluate its benefits, including assessing its environmental and social feasibility. Maili-Suu Water Sub-Project-Feasibility Study

AMENDMENT - THE DEADLINE FOR SUBMISSIONS HAS BEEN EXTENDED UNTIL 29 JULY 2015

The City of Maili-Suu ("Maili-Suu" or the "City") has approached the European Bank for Reconstruction and Development ("EBRD" or the "Bank") with a request to finance the rehabilitation of the water and wastewater infrastructure in the City (the "Project"). The investment cost for the proposed Project is estimated at EUR 4 million, of which EUR 2.0 million would be a loan and EUR 2.0 million would be a capex grant or bilateral donor. The proceeds of the loan and grant will be used to rehabilitate the water supply and carry out selected priority water supply improvements in the City.

The Bank now intends to engage a consultant (the "Consultant") to carry out a feasibility study (the "assignment").

The overall objectives of the Consultant are:

1) to identify and establish a baseline for assessing and monitoring potential inclusion impact in relation to increased number of water and waste water connections, improved frequency of water delivery, and improvements in water quality at household level; and related health and economic benefits;
2) to identify key cost restructuring elements (eg labour restructuring, energy cost savings, maintenance per unit of output targets etc) and recommend reasonable loan covenants and implementation timing in this area;
3) to assess the possibilities for an affordable least-cost and cost-effective bankable priority investment programme ("PIP") for water and wastewater infrastructure - to rehabilitate and increase the efficiency of existing systems with strong social and environmental benefits and promoting climate resilience; and,
4) to assess to what extend the PIP meets EBRD’s "Performance Requirements" ("PRs").

More specifically, the Consultant shall undertake the following tasks:

Task 1 Baseline study: Assess current conditions of water and wastewater management and prepare a technical, environmental and social, and operational audit of Maili-Suu Water Company's (the "Company") current water supply and wastewater facilities and operations. The baseline should take account of the current climatic conditions and projected climate change in so far as they have the potential to affect water supply and waste-water discharges. The Consultant should also include the baseline assessment of key inclusion indicators (such as number of water connections, average hours of water supply, water quality for consumption, and water borne diseases) and develop a methodology for monitoring progress throughout the project delivery and evaluation phases. The study shall also identify the respective needs and concerns of different disadvantaged groups and/or those with less voice, such as women, to be addressed in the design, implementation and monitoring and evaluation of the Project.

Task 2 Financial analysis and projections: Prepare a financial analysis and financial projections for the Company with the impact of the PIP (see below).

Task 3 Long-term investment programme: Develop a long-term investment programme for the Company.

Task 4 Priority investment programme: From the long-term investment programme prepare a detailed short-term PIP for immediate investments and a procurement plan.

Task 5 Environmental and social due diligence: Carry out environmental and social ("E&S") due diligence, including an E&S audit to assess the environmental and social issues associated with existing facilities and operations, the risks associated with projected climate change and an E&S analysis of the E&S impacts and benefits of the priority investments to be financed by the Bank. Based on the findings of these initial investigations develop an "Environmental and Social Action Plan" ("ESAP") for mitigation of the E&S impacts of the Project, climate change adaptation needs as well as improving the current environmental and social management systems and operational performance towards compliance with the EBRD’s PRs and a "Stakeholder Engagement Plan" ("SEP").

The large number of different tasks and the complexity of administrational procedures under this assignment require the permanent presence of the Project Manager and/or their local team leader in the country for the duration of the preparation of the feasibility study.

Assignment Start Date and Duration: The assignment is expected to start in the third quarter of 2015 and has an estimated overall duration of 6 months.

- Key expert 1: Project Manager/Team Leader with a university degree or equivalent qualification and preferably with a minimum of 15 years professional experience in the field of water supply, with comprehensive experience of similar assignments in Eastern Europe or the Commonwealth of Independent States ("CIS"), and sanitation as well as in institutional and commercial management of water utilities. He/she should have demonstrable experience of working with international financial institutions

- Key expert 2: Technical specialists and water and wastewater engineers;
- Key expert 3: Financial analysts with experience of due diligence of CIS companies and extensive financial modelling experience; and
- Key expert 4: Environmental impact assessment and planning experts with ideally at least 5 years of experience in water and sanitation sector and experience in addressing the EBRD’s environmental and social requirements in municipal infrastructure and other similar projects, and
- Key expert 5: Social impact assessment / resettlement action plan ("RAP") experts with recent track record in the region (ideally minimum 3 years of work on similar assignments) and
- Key expert 6: Expert for stakeholder engagement and public consultation with recent track record in the region.

- Key expert 7: Climate change expert preferably with 3 years of work on similar assignments.

Manas Airport Rehabilitation

JSC International Airport "Manas", intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for a project for the partial reconstruction of terminal building in the Manas airport.
