Open Training College (OTC): Strategic Review

St Michael's House t/a The Open Training College (OTC) is a provider of third level education to the disability/human services sectors in the Republic of Ireland offering programmes of study from Level 5 to Level 8 on the National Qualifications Framework.  OTC is part of St Michael’s House (SMH), an organisation providing services for approx.1700 people with disabilities and their families in the greater Dublin region.
SMH requires a review of OTC’s purpose, activities and governance arrangements.  It is anticipated that this review will consist of up to three phases, as follows:
Phase 1:  Mission Review, Financial Assessment and Sector Analysis;
Phase 2:  Option Identification and Analysis;
Phase 3:  Implementation.
Applicants should note that the requirement for Phase 3 is dependent on the outcome of Phases 1 and 2 and that St. Michael’s House reserves the right not to proceed with Phase 3 under this contract.

Prior Information Notice - Facilities Management

This is a Prior Information Notice (PIN).
Teagasc intends to publish one or more Requests for Tenders for the provision of
Facilities Management system to facilitate the management of its property which
is located across 60 sites with some 400 buildings including offices, laboratories,
colleges, farm buildings, houses and some specialist facilities. It also includes
some protected structures.
It is envisaged such a system would have the following features:
•	Record details of all building and fixed assets including location, space,
occupancy
•	Documentation such as leases/ licences / title records, contracts,
maintenance works, drawings and maps.
•	Ability to associate documentation with specific areas within buildings
•	Logging and tracking of maintenance requests
•	Integration with other systems including the Integra financial system and BIM
systems
•	Accessibility by users on all sites.
•	Integration with Microsoft
Possible other features which could be considered would include inventory and
fleet management.

Provision of Gap Analysis for 2016 Code of Practice for Governance of State Bodies

On 17th August 2016, the Minister for the Department of Expenditure and Reform, Paschal Donoghue, published a new Code of Practice for the Governance of State Bodies.   The Code of Practice came into effect on 1st September 2016 and has direct effect on the Authority as a Non Commercial Semi State Body (NCSSB).
The Codes are essential for providing oversight and accountability of those public service bodies that come under its aegis, and to ensure robust financial standards at every level of an organisation.
Ultimate responsibility for Corporate Governance in the Authority is our Chairperson, Dr. Susan Steele PhD, MBA, MEd.   These include the following key areas:
•	Driving leadership of the Board;
•	Promoting a culture of openness;
•	Ensuring effective communication wit stakeholders, including our parent Department (Department of Agriculture, Fisheries and the Marine), and
•	Identify specific skills that the Board requires.

This Request for Tender (RFT) issued by the Sea Fisheries Protection Authority seeks to enter into a Services Contract with one Economic Operator to deliver a Gap Analysis that maps the current state of play of the Authorities policies, procedures and systems to the new 2016 Code of Practice for State Bodies, and to provide ongoing advisory support in respect of change implementation as a result of the findings of the analysis and reporting undertaken.

1. An administration system that enables Platinum Services to maintain customer information and to administer, track and report on the full end to end booking and reservation process.
2. A secure online reservation portal that will allow a client to submit a booking, make a secure payment and view all details regarding current and historical bookings made by the client. The online service will be available to commercial clients and general aviation clients.
3. Integrated secure online payment processing for credit and debit card transactions via a PCI-DSS certified payment service provider. No credit or debit card information is to be stored in the system.
4. Ability to trigger email and SMS notifications based on a particular event or in accordance with a schedule
5. Integration with Oracle financials to support billing and financial reporting
6. Migration of customer data plus historical, open and future bookings from the current Oracle based system to the new system prior to launch

Provision of Health and Safety Training Services for the SFPA

The Authority, as an employer, has a duty of care to its employees to ensure that adequate and sufficient training is provided to ensure their health and safety while at work.
The Authority’s remit covers work relating to sea food safety, fisheries control and general business operations and as such there is a wide range of activities conducted on a daily basis by the employees under its charge and a wide range of risks to mitigate through training.
The Authority is looking to establish an agreement with one Economic Operator for the provision of training services to assist the Authority is complying with its obligations under all applicable Health and Safety at Work legislation.  This involves delivery all of the known identified categories listed in the Specification of Requirements in Appendix 1.
As some of these training services may be unusual, the Authority will allow for certain services to be sub-contracted to a third party service provider with whom such training may be a specialised area.
However, the tenderer should note clearly in the Response to Tender the following information:
•	Which courses will be delivered by a third party service provider;
•	That the tenderer is declaring that the third party service provider has adequate insurances in place;
•	That the tenderer is declaring that the third party service provider is wholly tax compliant and of sufficient financial standing;
•	That the tenderer declares that all trainer proposed by the third party service provider are sufficiently trained and qualified to deliver the training and
•	That the tenderer understands that they are and will act as the Prime Contractor for the Contract for their own company and any third party service provider sub-contracted at any point during the duration of the Contract and will remain legally responsible for them in every way.

Provision of Courseware and Resources to support the delivery of Online Training

The object of the contract is to provide a suitable range of resources and
instruments to our online learners to enable them to achieve certification in a
range of subject areas. Individual contracts may be awarded per subject area or
for multiple subject areas.
Due to the evolving technology developments, that affect the design of online
resources and systems, SOLAS eCollege will engage in a competitive dialogue
procedure to progressively reduce the number of candidates to finally issue
Invitations to selected candidates to submit tenders for their proposed solution.
SOLAS eCollege (www.eCollege.ie) provides online training courses to
unemployed clients to enable them to update their skills and gain the
competencies and certification required to re-enter the workforce. These courses
are also available to employed clients on a fee basis.
Online courses are delivered through Moodle (www.moodle.org ) populated with
content and resources (SCORM and AICC Learning objects, podcasts, video,
eBooks, quizzes etc. virtual labs) and supported by an eTutor service.
