Consulting Service for Support of Vietnam NationalRoad Maintenance Fund
The Government of Vietnam has received financing from theWorld Bank toward the cost of Vietnam Road Assets Management Project (VRAMP) and intends to apply a part of the proceeds for consultingservices.
Vietnam has recentlyestablished a Vietnam National Road Maintenance Fund (VNRMF) which collects fees from road users. The VNRMF is to be used for National Highway maintenance and management through the Directorate for Roads ofViet Nam (DRVN) and for maintenance and management of sub-national roads under provincial responsibility through the ProvincialPeople's Committees (PPCs). The VNRMF established at central level is National Road Maintenance Fund (NRMF),and that established at provincial level is the Local Road Maintenance Fund (LRMF).
This consultingservices will provide technical assistance supportneeded by the NRMFoffice (NRMFO) and by extension of procedures and training, to the LRMFO to become established and to ensure thatthe structures developed and procedures followed by the two levels of authority under the VNRMFare designed to achieve sustainableroad improvements across Viet Nam, transparently and accountably.
The consultingservices ("the Services") include:
(i) Based on the current Viet Nam regulations, develop an appropriate procedure for financial management of the national andlocal road maintenance funds including all revenues and disbursements; Assist the NRMFO to write or procure/modify suitablesoftware (including training NRFMO staffs) that NRMFO can implement their duties: track revenue and expenditure, summarize allfinancial information and provide reports on use of NRMF (including monthly, quarterly and yearly report) and where necessary,verify disbursement and settlement of road maintenance expenditures as required;
(ii) Based on the approved structure,responsibilities, activitiesand linkages for management and implementation of the NRMF, create a similar model ? Standard OperatingProcedures (SOP) for the local roadmaintenance fund offices for application in all provinces;
(iii)Based on international road fundmanagement experience from countries with similar social-economic conditions to Viet Nam, recommendpotential alternative sources offinance for the VNRMF including how those alternative sources of finance could be integrated into the current VNRMF structure; anda time table regarding collecting any fee increase that can, step by step, meet the road maintenance demand as wellas support theeconomic development of Viet Nam.
The Project Management Unit No.3 (PMU3) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. InterestedConsultants should provide information demonstrating that they have the required qualifications and relevant experiences to performthe above tasks. The shortlisting criteria are: similar assignments, experience insimilar conditions, qualification of key staff, administrative and financial strength, etc.
Theattention of interested Consultants isdrawn to the World Bank's Guidelines: "Selection and Employmentof Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers", edition January2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict ofinterest. In addition, please refer to the following specific information on conflictof interest related to this assignment as per paragraph 1.9 of Consultant Guidelines).
Consultants may associatewith other firmsin the form of a joint venture or sub-consultancy to enhance their qualifications.
A Consultant will beselected in accordance with the quality-and-cost-based selection (QCBS) method set out in the ConsultantGuidelines.
