Despite visible political progress, there is still a highly restrictive regulatory environment and a weak banking and financial sector which holds back the economic development of the country.

GIZ's Financial Sector Development project in Myanmar promotes stable and inclusive growth of financial services in Myanmar. Transparency and standardization of local banks' financial reporting has been identified as a critical factor for improving access to capital investment and ensuring sustainable financial services are offered in Myanmar.

This tender is for a pilot program with the objective to improve the financial reporting of 3 non-state owned Myanmar banks. Tasks and responsibilities will comprise dedicated support to engage in a ‘full scope’ transformation of each individual Pilot Bank to migrate to IFRS. In addition, the program requires support to an intra-governmental committee that is overseeing Myanmar's banking sector transition to IFRS so that lessons learned can be shared with the whole sector. That committee includes stakeholders such as the Myanmar AccountancyCouncil, the Central Bank of Myanmar, the Myanmar Institute of Certified Accountants, the Myanmar Banks Association and the Office of the Union Auditor General.

The duration of the assignment will last from 05/2017 till 10/2019. Location of the assignment is in Yangon,Myanmar.

Despite international pressure from buyers and the growing capacities of authorities to monitor compliancewith safety, environmental and social standards, textile and garment factories remain reluctant to investin improvement measures. Very few enterprises are able to assess the medium-term commercial benefitsof such investments. - Extensive experience in the management of change processes and in cooperation with financial services (microcredit banks, cooperative banks);

The present contract is supposed to support the Ministry of Energy in Madagascar in the evaluation and validation of the technical and financial feasibility studies as well as in the process of negotiating power purchase agreements between the state-owned utility Jirama and the private operators for the 4 hydro power stations.

Madagascar‘s low electrification rate of about 15 % limits the social and economic development oft he country. Service delivery in the education, health and communication sector are extremely restricted. Economic activities cannot be run on a continuous and sustainable basis because of limited and unreliable electricity supply. However, the country's potential in renewable energy resources is very high. Only about 2 % of Madagascar’s total hydropower potential of 7,800 MW is currently being deployed. Since 2015, the Government of Madagascar is treating improvements in the energy sector as high priority. The political will to develop the renewable energy potential in order to increase electricity supply is very high. The ambitious aims for scaling-up the power supply in the country are to be reached in cooperation with the private sector on the basis of concession models. However, neither the juridical and administrative framework conditions, nor the capacities of the public and private actors are sufficient in order to implement this ambitious energy transition independently. Therefore, the project supports the Ministry of Water, Energy and Petroleum and its subordinated agencies (Agency for Rural Electrification ADER and Electricity Regulatory Authority ORE) with the further development and implementation of the country's energy policy and institutional and legislative framework, among others for the integration of renewable energy resources into the main electricity grid, run by the state-owned utility Jirama. According to estimations made by Jirama, electricity demand will increase by 8 % per year up to 2030. Therefore, in order to reach the ambitious goal of serving 70 % of the overall population with reliable electricity by 2030, an additional generation capacity of 460 MW up to 2020 and 700 MW up to 2030 are needed.

It is against this background that, in 2015, the Government of Madagascar founded the “Programme Hydroélectriques Prioritaires” (PHP). PHP prioritizes the development of 5 hydro power sites as well as 13 hybrid sites (hydropower combined with PV and/or biomass). In late 2015, the Ministry of Energy published a tender for the development of 4 hydro power sites (42-300 MW) on the basis of IPP and EPC contracts and signed provisional adjudications with 4 consortia of private companies for the development of detailed feasibility studies and plans for the realization of the projects at hand.

The present contract is supposed to support the Ministry of Energy in the evaluation and validation of the technical and financial feasibility studies as well as in the process of negotiating power purchase agreements between Jirama and the private operators for the 4 hydro power stations. It is the aim of the consultancy to strengthen the capacities of the Ministry of Energy and its subordinated bodies ADER and ORE in supervising and steering privately operated energy supply projects from project development stage up to signing IPP contracts and negotiating power purchase agreements.

This consulting package focuses on technical advisory services in the sector of Refrigeration and Air-Conditioning (RAC) including technical standards and national/international standardization processes.

Thematic focus/ Sector:

Ozone and climate protection policy, Energy efficiency, refrigeration and air-conditioning,

With its Kigali Amendment to the Montreal Protocol, additionally to the ozone depleting substances also the potent greenhouse gases HFC are being regulated. This defines a major contribution to Climate Protection mitigating up to ca 72 GtCO2eq emissions till 2100.

Whilst National Management Plans for Ozone Protection continue its implementation, the sector of refrigeration and air conditioning becomes also highly relevant for climate mitigation action.

The consulting support covers two projects on behalf of BMZ, the Federal German Ministry for Economic Cooperation and Development, namely the German Ozone Protection Fund (Ozonfonds) as well as the Proklima policy support project.

The Ozone protection fund currently supports 17 partner countries to meet its obligations under the Montreal Protocol.

The Proklima policy support project focuses on policy advise for the BMZ, sector specific knowledge management, preparation of ozone fund projects as well as mainstreaming sector approaches into other development policies such as energy management and efficiency, food security, urban development, vocational training or private sector promotion.

During the implementation, the project will cooperate with key political stakeholders as well as with equipment manufacturers, servicing companies, end-users and financial institutions.

This call relates to the TC measure "Agricultural Development Programme" (PN: 2014.2010.8) of the aid program "Sustainable Agricultural Economic Development" in Burkina Faso. The project has to aim the valorisation of resources of micro, small and medium enterprises (MSMEs) along the four value chains cassava, sesame, rice and vegetables improved (in rotation with rice). The TC measure is mainly active in the east, southwest and in the province of Sissili and comprises 3 interrelated fields of action: (1) Policy advice (macro level); (2) promotion of value chains (micro level); (3) development of service offerings (meso).

The field of action 3 "building services' close the TC measure is publicly advertised. It searches a consulting firm that has experience in building capacity to deliver services in the rural sector and the development of skills of providers / internal financial and non-financial services.

Through its national decentralisation policy framework and reforms, the Government of Ghana (GoG) aims at promoting democratic development and the improvement of public services. The government shows its commitment towards development through the establishment of relevant implementing structures and an adaptive process of national strategies for the Agenda 2030. Despite development progress made, Ghana still faces the challenge of counteracting vast regional disparities. The Ghanaian constitution and the Local Governance Act, 2016 (Act 936) provide local authorities (Metropolitan, Municipal and District Assemblies, MMDAs) with significant powers to manage their own finances, in particular to collect revenues from a broad range of sources (e.g. fees, charges and licenses), also known as Internally Generated Funds (IGF) in Ghana. In a context of extremely rapid urbanisation and in order to meet the growing financial needs for sustainable development, IGF complement insufficient central government transfers and funding from external donors.
