a minimum, the Bidder’s net worth for the last year calculated as the difference between
total assets and total liabilities should be positive.
• Minimum average annual turnover of USD 9 million (or equivalent) calculated as total
payments received by the Bidder for contracts completed or under execution over the
last 3 years(2013-2015).
• Availability of or access to liquid assets, lines of credit, and other finances sufficient to
meet cash flow requirement which is USD 2.25 million (or equivalent).
• Successful completion as main supplier within the last 5 years prior to the bid
submission date, of at least 3 contracts each valued at USD 3.6 million (or equivalent)
with nature, and complexity similar to the scope of supply described in Section 6
(Schedule of Supply). At least one of the above contracts for supply of equipment for
district heating.
• Bidders within the Purchaser’s country should have the Import and Export enterprise
qualification, if the bidder offers goods from outside the Purchaser’s country.
• Bidders should have valid ISO 9001 certificate or its equivalent

2. Tacheng Housing and Construction Bureau (the Employer) now invites sealed bids

Financial Position
• Soundness of the Bidder’s financial position showing long-term profitability demonstrated
through audited annual financial statements (balance sheet, income statement) for the
last three years. As a minimum, a Bidder’s net worth calculated as the difference
between total assets and total liabilities for each of the three years should be positive.
Cash Flow Capacity
• Availability of or access to liquid assets , lines of credit, and other finances sufficient to
meet any possible cash flow requirement which may arise during the execution of the
contract (This should in appropriate cases also take into account the Bidder’s
commitments for other contracts) shall not be less than: CNY 1.9 million .
Local service
• The bidders shall set up after-sales service agencies in the project implementation areas
(Provide permanent staff information), the after-sales service agencies can be a bidder
lawfully established companies, branches or offices.

6. A complete set of Bidding Documents in Chinese may be purchased by interested
Bidders upon submission of a written application to the office of procurement agent at the
address given below and upon payment of a nonrefundable fee of CNY 1500. The method of
payment will be on cash, cashier check or direct deposit (Name of Account: Instrimpex

The Bidding Documents may be sent by courier. CNIITC will advise on additional fees to cover

7. Bids must be delivered to the address below on or before 8 February 2017, 09:30
a.m. (Beijing Time). Late bids will be rejected. Bids will be opened in the presence of the
bidders’ representatives who choose to attend in person at the address below at 9:30 a.m.
(Beijing Time) on 8 February 2017. All bids must be accompanied by a bid security as specified
in the bidding documents.
8. Any questions or complaints regarding the bidding process or contract award should be

send copies of their communications on issues and questions to the institution named in the
BDS at e-mail account of wwalker@adb.org. When the Purchaser does not respond promptly,
or the communication is a complaint against the Purchaser, the bidders can also write to such
