Procurement of CCTV equipment

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com ) on March 16, 2015.

Vitebsk municipal communal unitary production enterprise of water and wastewater services UE “Vitebskvodokanal” hereinafter referred to as “the Purchaser” intends to use part of the proceeds of a grant from the Northern Dimension Environmental Partnership (NDEP) towards the cost of the Vitebsk Wastewater Project.

The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the grant:

  • Contract A1.d2. Procurement of CCTV equipment for sewer network.  Quantity – one unit.  Area of application – sewer networks with inside diameter from 50 to 1 500 mm, length is up to 300 m.  The equipment shall include:
    • Video camera for pipes from 200 to 1 500 mm diameter with trolley;
    • Floating module for pipes from 300 to 1 500 mm diameter;
    • Hoist with cable for cameras;
    • Power source for equipment;
    • Control unit, computer and software;
    • Vehicle, diesel fuel powered, engine not less than 120kW, payload not less than 1,2 tons, with operator’s and equipment compartment;
    • Portable CCTV system for inspection of pipelines with inside diameter from 50 to 300 mm and inspected length up to 60 m.

Related services for Contract A1.d2 shall include training of Purchaser’s personnel in Vitebsk.  Estimated duration of implementation – 210 days from the Date of receipt by the Supplier of the Letter of Acceptance of the tender.

Tendering for contracts that are to be financed with the proceeds of a grant from NDEP is open to firms from any country.  The proceeds of the NDEP grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of Contract A1.d2, tenderers must satisfy the following minimum criteria:

  • the Tenderer shall have average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 years of EURO 7000,000 (seven hundred thousand) equivalent;
  • the Tenderer shall provide evidence as Supplier, in at least three contracts within the last five years, each with a value of at least 80% (eighty percent) of the contract price, that have been successfully and substantially completed and that are similar to the proposed Goods;
  • in case of a Tenderer offering to supply goods under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country;
  • the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations prescribed in these tender documents;
  • repair and planned technical maintenance of supplied vehicle for CCTV equipment may be carried out in the manufacturer’s licensed repair and maintenance shop located on the territory of the Republic of Belarus;
  • the Tenderer is able to provide all necessary certificates, permits and licenses required by the legislation of the Republic of Belarus related to the scope of supply, including a permit to use the vehicle on a public road;
  • the Tenderer shall be certified for quality standard ISO 9001 (or equivalent), or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for supply of goods under the contract;
  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 200,000 (two hundred thousand) equivalent, taking into account the Tenderer's commitments for other contracts;

(b)    If Bidder is not manufacturer: If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer'sAuthorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii) for the lotsunder consideration and the Bidder shall demonstrate that it has successfully completed at least 2 supply contracts of similargoods in the past 5 (five)years in order to be qualified for anyone lot or any combination of thelots. (c)     If the Bidder is a Joint Venture (JV) (i)      FinancialCapability The JV partners shall collectively demonstrate a minimum average annual turnover specified above(a) (i) for each lot within the last five years. Where, lead partner must demonstrate a minimum average annual turnover of 50%(fifty percent) of the specified amount over the last 5(five) years for each lot. In order to be qualified for more than one lot, the JV and lead partner of JV shall meet theaggregate requirement for the lots under consideration. (ii)     Experience andTechnical Capacity The JV partners shall collectively demonstrate that they have successfully completed thecontracts specified above (a) (ii) for each lot within last five years. In order to be qualified for more than one lot, the JV shall meet theaggregate requirement forthe lots under consideration. (iii)             If  JV is not manufacturer: If JV is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form(Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (a) (i), (ii) for each lot underconsideration and the JV shall demonstrate that it has successfully completed at least 2 supply contracts of similar goods in thepast 5 (five) years in order to be qualified for anyone lot or any combination of the Lots. Where, lead partner must demonstratethat it has successfully completed at least 1 (one) contract of similar goods in the past 5 (five) years. (d)             In order to be qualified, the Bidder/JV must submitevidence that it will have/or already have continued representation in the Republic of Belarus  to provide sufficient technical support for the proposed goods including the services for maintenance, repair,tests and supply of spare parts stipulated in the General or Special Conditions of the Contract and/or TechnicalSpecifications. The presence of an official representative office or anauthorized sales representative, supplier (dealer)in the Republic of Belarus to provide warranty service for warranty repair ofequipment and to fulfill the post-warranty maintenance of themachine after the end of the warranty period. The supplier shallhaveservice centers in the Republic of Belarus.
