Belarus: Bank Moscow - Minsk MSME Lending Capacity Building

Project Description: Bank Moscow-Minsk (the "Client" or "BMM") is a medium-sized bank, carrying out conventional banking operations such as lending, mainly to large corporate clients and Micro, Small and Medium Enterprises ("MSME") (ca. 92% of GLP), foreign exchange, customer deposit taking, interbank and customer funds clearance. All of its loans have been issued at market terms, including those legacy exposures to state-owned companies (46.6% of the GLP), which were issued at a time when the bank was controlled by its previous owner Bank of Moscow. BMM has requested the European Bank for Reconstruction and Development ("EBRD" or the "Bank") to provide technical assistance for improving the efficiency of its MSME lending operations and expand access to finance for private MSMEs that are underserved in Belarus.

Assignment Description: The Bank now intends to engage a consultant (the "Consultant") to assist the Client expand its capacities in MSME lending to effectively and efficiently provide (multi-purpose) MSME loans to enterprises across the country on a sustainable basis (the "Assignment").
The expected outcome of the Assignment is the enhanced MSME Lending, Risk Management and Credit Scoring capacities at BMM.
To achieve this, the Assignment will focus on the following key tasks:
1. MSME Lending Strategy: Provide recommendations and assist with implementation of measures for expanding MSME lending. Review BMM’s MSME strategy, current MSME product range; assist BMM with new product development reflecting the bank’s strategy and market needs;

2. MSME Lending Operations and Risk Management: Support the lending process and propose risk management function improvements in the areas of corporate credit analysis as well as developing internal risk rating;

3. Credit Scoring: Assess feasibility, provide recommendations and assist BMM in improving its MSME credit scoring (scoring for Micro Enterprises is already implemented), as deemed appropriate.

4. Knowledge transfer and skills development in these areas will strengthen internal capacity and enable the client to continue to grow its MSME lending in a sustainable and profitable manner, in line with best international practices.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.

Assignment Duration: The Assignment is expected to start in Q 2 2017 and has an estimated overall duration of approximately 18 months.

Cost Estimate for the Assignment: EUR 275,000 (exclusive of VAT).

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is anticipated that the contract will be financed by the EBRD's donor funded Technical Cooperation Funds Programme, however consultant selection and contracting will be subject to availability of funding from an appropriate donor.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:

1. assisting commercial banks or similar financial institutions with the development of MSME lending including the strengthening sub-loan underwriting, product range, portfolio monitoring and management, marketing and sales, internal controls, and risk management;

2. building internal capacity in Banks or similar financial institutions on MSME lending and the implementation of train-the-trainer programmes.
It is expected that the Consultant's team will include the following key expert(s):
Key Expert 1: Project Manager/Team Leader (Senior MSME Lending Expert)
• Professional experience and relevant qualifications (ideally more than 10 years) in MSME lending and demonstrable knowledge of Belarusian banking and MSME finance sector;
• Preferably 10 years of expertise in the development of MSME lending and risk assessment methodologies and establishment of relevant business processes;
• Preferably 10 years of experience in managing similar assignments in the Commonwealth of Independent States (CIS) region and/or other countries in the EBRD's countries of operation (EBRD CoO);
• Professional experience in conducting training on the entire transaction cycle for MSME lending with excellent communication, training, and presentation skills;
• Fluency in Russian and English is essential.
Key Expert 2: MSME Lending and Risk Management Expert
• Preferably 5 years of previous professional experience in credit risk assessment of MSMEs;
• Preferably 5 years of experience in the underwriting procedures of MSME lending, including pricing, loan structuring and monitoring;
• Preferably 5 years of experience in MSME lending in commercial banks in the CIS region and/or other countries in the EBRD CoO;
• Professional experience in conducting training on the entire transaction cycle for MSME lending with excellent communication, training, and presentation skills;
• Fluency in Russian and English is essential.
Key Expert 3: MSME Advisor – Training Expert
• Preferably 5 years of experience in specialist training in financial analysis, project valuation, liquidity, market risks modelling and stress-testing;
• Preferably 5 years of experience in hiring and training of staff;
• Professional experience in conducting training on the entire transaction cycle for MSME lending with excellent communication, training, and presentation skills;
• Fluency in Russian and English is essential.

Project Description:

The Unitary Enterprise Orshavodokanal (the “Company”) supported by the Government of Belarus (the “Government”) and the local administration (the “Rayispolkom”) approached the European Bank for Reconstruction and Development (the “EBRD”, or the “Bank”) with a request to finance the priority investments in reconstruction and modernisation of the existing wastewater treatment facilities (the “PIP” or the ”Project”) to ensure compliance with the national and EU standards for effluent quality treatment. This Project is part of a wider framework which mainly aims at reducing pollution of the Baltic Sea basin, and to some extent also to the Black Sea basin.

The Project objective is to rehabilitate the existing wastewater treatment plant to achieve full compliance of the water and wastewater services with the national and EU standards.

Assignment Description:

The Client now intends to retain a consulting company (the Consultant) to provide assistance for institutional building in the form of a Corporate Development Programme and a Social Support Programme as detailed below (the Assignment).

The Assignment consists of two main Parts:

Part I: Corporate Development Programme for the Company

The Consultant shall assist the Company to improve its commercial standing, service and environmental performance by supporting the identification and implementation and, where necessary, the establishment of the corporate, financial, operational and environmental management required to become financially and operationally sustainable, and also to meet the related covenants included in the EBRD financing documents. The Consultant’s main task is to assist the Company to develop a short-medium term focused corporate development plan and to improve the corporate planning capacity to assist ongoing transition towards becoming a self-sustaining entity with commercially sustainable and gender-sensitive operations, as well as implementing the Environmental and Social Action Plan (ESAP) developed for the Company.

Part II: Social Support Programme

The second objective is to assess the existing social support mechanism for the gender-sensitive customer groups and the low income customers and assess how the Company makes use of it in terms of knowledge of its vulnerable customer base and its financial support needs. Following this assessment the Consultant will recommend improvements and actions for improved implementation by the Company. Belarus has a welfare system with subsidies to vulnerable groups, including subsidised utility services, which will bridge the affordability gap. The State and Rayispolkom have not provided direct subsidies to the low income families instead subsidies are provided to the Company to keep the tariff level low. In addition, cross-subsidisation between commercial and residential clients exists. Detailed mechanism needs to be developed and agreed between the Rayispolkom and the Company and reflected in the Public Service Agreement to be signed between the Rayispolkom and the Company. It is noted that this may be somewhat limited by the fact that the tariffs for the residential clients are set on the country level. The Bank will be in parallel working with the Government of Belarus on the tariff related benchmarks. The counterparts of Part II are the Company,the Rayispolkom and potentially Oblispolkom.

Cost Estimate for the Assignment: EUR 300,000 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by the Government of Sweden through the Sida-EBRD Municipal Environment and Climate Programme Fund.

Eligibility: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant should ensure that the appropriately qualified experts are available, as required, for each of the different tasks outlined above. It is expected that the assignment will be led by an appropriately qualified project manager with experience in the water and wastewater sectors and in implementing the key areas of this assignment, accompanied by both key and supporting experts. It is expected that short-time input from key international experts be combined with local/regional expert input. The local/regional experts would secure presence in the field as well as continuity.

The team should include the following key experts:

  • Project Manager / Technical Expert;
  • Local project manager / Technical Expert;
  • Finance Expert;
  • Local Finance Expert;
  • Environmental Expert;
  • Social Expert with gender expertise;
  • Pool of local experts.

The Consultant is required to provide the Company with independent, impartial technical, cost, strategic, management and financial advice, and as such will not be permitted to have a commercial interest in any other contracts or agreements for the Project.

The Project objective is to rehabilitate the existing wastewater treatment plant to achieve full compliance of the water and wastewater services with the national and EU standards.

Assignment Description:

The investments will be procured in accordance with the EBRD Procurement Policies and Rules for Public Sector Projects. A Project Implementation Unit (“PIU”) has been formed in the Company to manage all procurement, as well as installation, construction and implementation of the investments.

To support the Company and the PIU in all aspects of Project implementation, including preparation of design, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalisation, administration and supervision of the contract implementation including the implementation of the Environmental and Social Action Plan (“ESAP”), as well as set up of the disbursement system, the Company intends to engage a reputable consultancy firm or consortium of consultancy firms (hereinafter the “Consultant”).

The overall objective of this assignment is to facilitate the timely and effective implementation of the Project by rendering assistance to the Company in the implementation of the Project, including design, all aspects of procurement and disbursement, and environmental and social (“E&S”) requirements.

The Consultant shall perform the following main tasks:

  1. Overall project management support as required;
  2. Design the works and prepare technical specifications for goods;
  3. Support during the state approval process;
  4. Arrangement of preparation of the prequalification, if any, and tender documents for procurement of works and goods;
  5. Arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports;
  6. Administration of contract implementation including, where appropriate, works supervision or assisting  with works supervision;
  7. Arrangement of timely disbursements under the contracts; and
  8. Assistance with the implementation of the Environmental and Social Action Plan.

Assignment Start Date and Duration: The Assignment is expected to start in Q2 2017 and has an estimated overall duration of three years.

Cost Estimate for the Assignment: EUR 650,000 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by the Government of Sweden through the Sida-EBRD Municipal Environment and Climate Programme Fund.

Consultant Profile: The Consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with proven experience in administrative management, procurement, design and supervision of similar construction works and acquiring of equipment for water and wastewater rehabilitation projects in comparable climatic and geological conditions.

It is anticipated that the Consultant’s team shall include the following Key Experts with short-term support as required in other disciplines:

  • Project Manager;
  • IFI Procurement and Contracts Specialist;
  • Water and Wastewater Engineers (Design);
  • Finance/Disbursement Specialist;
  • Engineers (Construction Supervision);
  • Environmental and social specialist.

All experts shall have approximately 5 years of experience of the activity, which they are proposed for in a similar position including:

  • have design and project management experience gained in countries with climatic conditions similar to the project sites;
  • have construction and supply experience gained in countries with climatic conditions similar to the project sites;
  • have experience in design of water supply and wastewater projects;
  • have knowledge and practical experience of FIDIC and/or World Bank/EBRD Supply and Installation and Works contractual arrangements;
  • have experience in (i) planning and design activities; (ii) assistance with planning and design activities; (iii) project management; (iv) project management assistance; (v) engineering; (vi) procurement of goods, works and services;
  • have a good knowledge of procedures and rules of procurement of international financial institutions, such as the World Bank, ADB or EBRD;
  • have a good knowledge and understanding of EBRD’s environmental and social requirements and past experience of assistance in their successful implementation; 
  • have a good knowledge of requirements of Belarusian legislation concerning construction, financial, accounting and disbursement issues;
  • the Russian language skills within the team for communication with the Client are necessary.

Project Description:

The Unitary Enterprise Lida GUP JKH (the “Company”) supported by the Government of Belarus (the “Government”) and the local administration (the “Rayispolkom”) approached the European Bank for Reconstruction and Development (the “EBRD”, or the “Bank”) with a request to finance the priority investments aimed at reconstruction and modernisation of the wastewater treatment facilities (the “PIP” or the ”Project”) to ensure compliance with the national and EU standards and HELCOM recommendations for effluent quality treatment. The Company’s operations include water supply and wastewater treatment, district heating and other socially important services in the city of Lida. The water supply and wastewater treatment services constitute around 20-25 per cent of the Company’s revenues.

The artesian water does not comply with sanitary norms of Belarus for iron and therefore requires iron removal. The sewage networks consist of 150 km pipes depreciated by about 62 per cent with 27 km of sewage networks requiring an immediate replacement. The wastewater treatment plant is operating close to its design capacity of 44,000 m3/day. The wastewater treatment plant was built in 1971 and consists of two separate biological activated sludge trains preceded by two mechanical screens and four sand removal tanks. In 2002 a second bio-sorption train without mechanical sedimentation was commissioned in operation.

Assignment Description:

The Client now intends to retain a consulting company (the Consultant) to provide assistance for institutional building in the form of a Corporate Development Programme and a Social Support Programme as detailed later in this text (the Assignment).

The assignment consists of two main Parts:

Part I: Corporate Development Programme for the Company

The Consultant shall assist the Company to improve its commercial standing, service and environmental performance by supporting the identification and implementation, and where necessary, the establishment of the corporate, financial, operational and environmental management required to become financially and operationally sustainable and also meet the related covenants included in the EBRD financing documents. The Consultant’s main task is to assist the Company to develop a short-medium term focused corporate development plan and to improve the corporate planning capacity to assist ongoing transition towards becoming a self-sustaining entity with commercially sustainable operations, as well as implementing the Environmental and Social Action Plan (ESAP) developed for the Company.

Part II: Social Support Programme

The second objective is to assess the existing social support mechanism for the low income customers and assess how the Company makes use of it in terms of knowledge of its vulnerable customer base and its financial support needs. Following this assessment the Consultant will recommend improvements and actions for improved implementation by the Company. Belarus has a welfare system with subsidies to vulnerable groups, including subsidised utility services, which will bridge the affordability gap. The State and Rayispolkom have not provided direct subsidies to the low income families, instead subsidies are provided to the Company to keep the tariff level low. In addition, cross-subsidisation between commercial and residential clients exists. Detailed mechanism needs to be developed and agreed between the Rayispolkom and the Company and reflected in the Public Service Agreement to be signed between the Rayispolkom and the Company. It is noted that this may be somewhat limited by the fact that the tariffs for the residential clients are set at the country level. The Bank will be in parallel working with the Government of Belarus on the tariff related benchmarks. The counterparts of Part II are the Company, the Rayispolkom and potentially Oblispolkom.

It is expected that the assignment will be led by an appropriately qualified project manager with experience in the water and wastewater sectors and in implementing the key areas of this assignment, accompanied by both key and supporting experts. It is expected that short time input by key international experts be combined with local/regional expert input. The local/regional experts would secure presence in the field and continuity. The team should include the following key experts:

  • Project Manager/Technical expert;
  • Local project Manager/Technical expert;
  • Finance expert;
  • Local finance expert;
  • Environmental expert;
  • Social expert;
  • Pool of local experts.

The Consultant’s team should have the Russian language skills necessary for communication and interactions with the Client.

The Consultant is required to provide the Company with independent, impartial technical, cost, strategic, management and financial advice, and as such will not be permitted to have a commercial interest in any other contracts or agreements for the Project.

Assignment Description:
Belinvestbank (“BIB”) is a state-owned universal commercial bank operating in Belarus and focused on providing credit and other financial services to local clients. BIB is one of the five largest banks in the country and has a wide network of regional branches and points of sale. BIB offers a full range of services to large enterprises, medium and small size companies as well as individual clients.

The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) has agreed to provide the assistance on pre-privatisation programme to BIB. This will include several components, one of which is the development and implementation of an Institution Building Programme (“IBP”).

The EBRD intends to engage a consultant (the “Consultant”) to provide advisory services aimed at aimed at increasing the commerciality of BIB`s operations, strengthening its corporate governance standards, and enhancing its attractiveness to potential strategic investors.

The main achievement indicators expected to be attained as a result of the implementation of the proposed assignment are as follows:
• Ensuring that BIB operates on a commercial basis, free from political influence or control other than within the normal framework of publicly disclosed laws and regulations generally applicable to all banks in Belarus regardless of ownership, and is subject to bankruptcy or insolvency law and regulations;
• Strengthening BIB’s internal capacity to increase its competitive position in the local market and to contribute to growth in competition in the financial sector in Belarus;
• Resolving BIB’s current operating inefficiency among others by disposal of non-core assets and re-establishing its participation under state lending programmes strictly on a commercial basis;
• Increasing the commerciality of BIB`s operations by strengthening underwriting procedures and efficiency of banking operations and business product development;
• Supporting BIB’s institutional development by improving quality and ensuring autonomy of its risk management, internal audit and strategic planning;
• Increasing investment attractiveness of BIB by converting it into a more efficiently run and transparent business operation.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit their expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in July 2016 and has an estimated overall duration of 30 months.

Cost Estimate for the Assignment: Total project amount is EUR 1,210,000.00 (exclusive of VAT).
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Consultant Profile: The consultant will be a firm or group of firms with experience and expertise in preferably:
• carrying out institutional development at a financial institution in the past five years;
• implementing two IBPs in the banking sector of an emerging economy;
• strengthening corporate governance in a commercial bank;
• assisting banks with re-organisation, including streamlining of business lines supervision, separation of front and back offices, optimisation of regional branch network and disposal of non-core assets;
• introducing strategic business planning in a financial institution including setting key performance indicators (“KPIs”) for all business/supporting segments and key employees;
• development of successful retail lending, including lending policy, product development and promotion; and retail deposits attraction;
• improving efficiency of corporate business lending including CRM introduction, development and promotion of new products and cross –selling;
• developing an internal audit and internal control function in line with international standards;
• developing a Human Resources Strategy and remuneration policy including KPIs;
• dealing effectively in cross-cultural environments; and
• carrying out diagnostics and improvement in IT and management information system.

It is important that the firm has experience in one of the countries of the former Soviet Union, with experience in “hands-on” knowledge transfer.

It is expected that the Consultant's team will comprise the following key experts:

Key Expert 1: Long-Term Advisor / Project Director with preferably:
- 10 years’ experience in banking and finance, preferably in the financial sector of emerging markets;
- Experience in managing the implementation of major bank restructuring and change management programmes at a senior level;
- Experience in dealing with complex situations in difficult environments;
- Significant senior management experience in banks, preferably in senior executive/decision-making positions as well as advisory roles;
- Experience of working with banks in the CIS region, and preferably in Russia, Ukraine, or Belarus;
- Experience of team leadership and senior client interaction;
- Knowledge of Russian language or a track record in working effectively with an interpreter.

The Long-Term Advisor / Project Director will be responsible for supervising the implementation of IBP, coordinating work of other experts, and for the overall outcome of the assignment. The Long-Term Advisor will work closely (and report to), on a day-to-day basis, with the Working Group and BIB’s management, advising on major strategic and managerial decisions. He/she will ensure that the measures envisaged in the IBP are duly implemented. The Long-Term Advisor will also liaise with the EBRD team.

Key Expert 2: IT Project Manager with preferably:
- 10 years’ experience in international banking and finance in major IT role;
- Experience in implementation of digital banking solutions in a commercial banks;
- Experience in managing the implementation of major bank restructuring in IT area;
- Experience of working with banks in the CIS region and preferably in Russia, Ukraine or Belarus;
- Effective negotiation skills over sensitive issues and projects and the ability to resolve conflict.

IT Project Manager is responsible for supporting implementation of the IT component in line with the ToR. The IT Project Manager will report to Project Director and liaise with the EBRD team.

Key Experts 3: Pool of Specialised Mid/ Short-Term Advisors as follows:
- Expert in the area of organizational structure and operational efficiency in banks;
- Corporate Governance Expert ;
- Strategic Planning Expert;
- Retail Banking Expert;
- Risk Management Expert, including all risks relevant to banks` operations;

These individuals will have preferably 5 years’ experience in their particular area of expertise as follows:
- Experience in restructuring and/or implementing internal policies and procedures in their respective areas in banks, preferably in CIS countries;
- Knowledge of best international practices, recent developments as well as ability to deliver relevant training in their respective areas;

Assignment Description:

Belinvestbank (“BIB”) is a state-owned universal commercial bank operating in Belarus and focused on providing credit and other financial services to local clients. BIB is one of the five largest banks in the country and has a wide network of regional branches and points of sale. BIB offers a full range of services to large enterprises, medium and small size companies as well as individual clients.

In 2015 the EBRD signed a Loan Agreement with BIB for a EUR 20 million credit line for on-lending to local MSMEs. The credit line is expected to support BIB in expanding the scope, and enhancing the quality, of its products to private sector, thereby improving the access of micro, small and medium enterprises (“MSMEs”) to longer-term finance through BIB’s nationwide network, in a challenging operating environment.

The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) intends to engage a consultant (the “Consultant”) to support BIB with strengthening institutional capacities for efficient lending to MSMEs (the “Assignment”).


The objective of the Assignment is to increase BIB’s efficiency and competitiveness in providing MSME loans in Belarus on a sustainable basis. This will be ensured through identification of gaps, impediments and risks in the current MSME lending system and implementation of institutional capacity-building measures.

The Consultant will focus on the following aspects of MSME lending:

* reviewing and adapting MSME lending methodology, procedures and processes

* MSME underwriting technics;

* credit risk management, including environmental and social aspects;

* staff selection and training;

* marketing/customer service;

* new product development;

* portfolio quality management;

* arrears management.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit their expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in April 2016 and has an estimated overall duration of 30 months. No extension to this Assignment is envisaged.

Cost Estimate for the Assignment: EUR 275,000.00 (exclusive of VAT), subject to availability of donor funds.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Consultant Profile:

The Consultant will be a firm or group of firms with experience and expertise in:

(a) assisting commercial banks with developing MSME business and marketing strategies, strengthening credit and risk management;

(b) standardization, optimization and automation of business processes, proven ability to help banks with monitoring and work-out functions;

(c) track record in increasing market share of loans and/or other credit products;

(d) proven ability to help banks with devising and implementing lending policies;

(e) understand, recommend and implement appropriate training programs for staff;

(f) ability to deal with difficult issues in a sensitive but firm manner;

(g)experience in completing at least one MSME project in emerging countries; experience in one of the former Soviet Union countries;

It is expected that the Consultant's team will comprise the following key experts:

Key Expert 1: Project Manager/Senior MSME Lending Expert (“PM”) with preferably:

Communal Processing Unitary Enterprise “Brestvodokanal”, hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a non-refundable technical aid from the Northern Dimension Environmental Partnership (NDEP) – 2 million EUR towards the cost of Supply Contract A1-2 of the Project “Reconstruction of Brest Wastewater Treatment Plant”.

Communal Processing Unitary Enterprise “Brestvodokanal” now invites sealed tenders from eligible tenderers for the following contract.

Contract A1-2. Reconstruction of Brest WWTP, average flow 80 400 m3/d, supply of equipment, related services, installation tools, materials and manuals, and mandatory and recommended spare parts and consumables. The main items preliminarily include fine screens, screenings conveyor, screenings wash and press unit, screenings containers, grit separators, grit container, aeration blower including control cabinet and associated equipment, soft starters for one new and four existing aeration blowers, a master control panel for five blowers, improvements in ventilation system in existing blower station, aeration diffusers including distribution piping and drop pipes, mixers and circulation pumps in existing aeration block 1 and in new aeration block 5.

Supplier for contract A1-2 shall coordinate all his activities with the main contractor for the Works (Contract A1-1).

Planned completion period for the main contract is 29 months. Delivery schedules for the Supply Contract shall be phased and coordinated with the schedules of the Works Contract (A1-1).

 

Contract A1-2 Eligibility and Qualification Criteria

Eligible nationalities of tenderers and subcontractors, and eligible origins of goods and related services for Contract A1-2 are specified in Section V of the Tender Dossier (Eligible Countries).

To be qualified for the award of the Contract A1-2, tenderers must satisfy the minimum criteria in Tender Documents, including but not limited to:

  • the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations;
  • the Tenderer shall have an average annual turnover as prime Supplier (defined as billing for Goods and Services delivered or under delivery) over the last three years of not less than 4 million EUR equivalent;
  • experience of participation as Supplier in at least three (3) contracts within the last five (5) years, at least one with a value of at least EUR 2 (two) million equivalent, successfully and substantially completed and similar to the proposed equipment;
  • the tenderer must demonstrate access to or availability of financial resources in the amount of not less than 2 million EUR;
  • the Tenderer shall provide evidence that the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking and supply obligations;
  • for the Belarusian tenderers: the Tenderer shall provide evidence that the Tenderer and its sub-contractor(s) shall have or shall obtain prior to the Contract award all certificates, permits and licences required by the authorities of the Republic of Belarus related to the scope of this contract (such as design and construction permits issued by Belarusian Self-Regulatory Organisations in appropriate sectors or by other authorised organisations);
  • the Tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for the supply of goods under this contract.

INVITATION FOR TENDERS

Procurement of CCTV equipment

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com ) on March 16, 2015.

Vitebsk municipal communal unitary production enterprise of water and wastewater services UE “Vitebskvodokanal” hereinafter referred to as “the Purchaser” intends to use part of the proceeds of a grant from the Northern Dimension Environmental Partnership (NDEP) towards the cost of the Vitebsk Wastewater Project.

The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the grant:

  • Contract A1.d2. Procurement of CCTV equipment for sewer network.  Quantity – one unit.  Area of application – sewer networks with inside diameter from 50 to 1 500 mm, length is up to 300 m.  The equipment shall include:
    • Video camera for pipes from 200 to 1 500 mm diameter with trolley;
    • Floating module for pipes from 300 to 1 500 mm diameter;
    • Hoist with cable for cameras;
    • Power source for equipment;
    • Control unit, computer and software;
    • Vehicle, diesel fuel powered, engine not less than 120kW, payload not less than 1,2 tons, with operator’s and equipment compartment;
    • Portable CCTV system for inspection of pipelines with inside diameter from 50 to 300 mm and inspected length up to 60 m.

Related services for Contract A1.d2 shall include training of Purchaser’s personnel in Vitebsk.  Estimated duration of implementation – 210 days from the Date of receipt by the Supplier of the Letter of Acceptance of the tender.

Tendering for contracts that are to be financed with the proceeds of a grant from NDEP is open to firms from any country.  The proceeds of the NDEP grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of Contract A1.d2, tenderers must satisfy the following minimum criteria:

  • the Tenderer shall have average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 years of EURO 7000,000 (seven hundred thousand) equivalent;
  • the Tenderer shall provide evidence as Supplier, in at least three contracts within the last five years, each with a value of at least 80% (eighty percent) of the contract price, that have been successfully and substantially completed and that are similar to the proposed Goods;
  • in case of a Tenderer offering to supply goods under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country;
  • the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations prescribed in these tender documents;
  • repair and planned technical maintenance of supplied vehicle for CCTV equipment may be carried out in the manufacturer’s licensed repair and maintenance shop located on the territory of the Republic of Belarus;
  • the Tenderer is able to provide all necessary certificates, permits and licenses required by the legislation of the Republic of Belarus related to the scope of supply, including a permit to use the vehicle on a public road;
  • the Tenderer shall be certified for quality standard ISO 9001 (or equivalent), or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for supply of goods under the contract;
  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 200,000 (two hundred thousand) equivalent, taking into account the Tenderer's commitments for other contracts;
