INVITATION FOR TENDERS

Procurement of CCTV equipment

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com ) on March 16, 2015.

Vitebsk municipal communal unitary production enterprise of water and wastewater services UE “Vitebskvodokanal” hereinafter referred to as “the Purchaser” intends to use part of the proceeds of a grant from the Northern Dimension Environmental Partnership (NDEP) towards the cost of the Vitebsk Wastewater Project.

The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the grant:

  • Contract A1.d2. Procurement of CCTV equipment for sewer network.  Quantity – one unit.  Area of application – sewer networks with inside diameter from 50 to 1 500 mm, length is up to 300 m.  The equipment shall include:
    • Video camera for pipes from 200 to 1 500 mm diameter with trolley;
    • Floating module for pipes from 300 to 1 500 mm diameter;
    • Hoist with cable for cameras;
    • Power source for equipment;
    • Control unit, computer and software;
    • Vehicle, diesel fuel powered, engine not less than 120kW, payload not less than 1,2 tons, with operator’s and equipment compartment;
    • Portable CCTV system for inspection of pipelines with inside diameter from 50 to 300 mm and inspected length up to 60 m.

Related services for Contract A1.d2 shall include training of Purchaser’s personnel in Vitebsk.  Estimated duration of implementation – 210 days from the Date of receipt by the Supplier of the Letter of Acceptance of the tender.

Tendering for contracts that are to be financed with the proceeds of a grant from NDEP is open to firms from any country.  The proceeds of the NDEP grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of Contract A1.d2, tenderers must satisfy the following minimum criteria:

  • the Tenderer shall have average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 years of EURO 7000,000 (seven hundred thousand) equivalent;
  • the Tenderer shall provide evidence as Supplier, in at least three contracts within the last five years, each with a value of at least 80% (eighty percent) of the contract price, that have been successfully and substantially completed and that are similar to the proposed Goods;
  • in case of a Tenderer offering to supply goods under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country;
  • the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations prescribed in these tender documents;
  • repair and planned technical maintenance of supplied vehicle for CCTV equipment may be carried out in the manufacturer’s licensed repair and maintenance shop located on the territory of the Republic of Belarus;
  • the Tenderer is able to provide all necessary certificates, permits and licenses required by the legislation of the Republic of Belarus related to the scope of supply, including a permit to use the vehicle on a public road;
  • the Tenderer shall be certified for quality standard ISO 9001 (or equivalent), or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for supply of goods under the contract;
  • The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 200,000 (two hundred thousand) equivalent, taking into account the Tenderer's commitments for other contracts;

City Unitary Communal Production Enterprise “Grodnovodokanal” now invites sealed tenders from eligible tenderers for the following contract. Contract A1-2. Reconstruction of Grodno WWTP, new dimensioning flow 116 000 m3/d, supply of following equipment and related services: Nine (9) units of sludge scrapers complete with mechanical, electrical and automation equipment, pipes, valves, materials, fixing elements and accessories(7 existing secondary clarifiers with inside diameters 28 – 40 m and 2 new clarifiers with inside diameter 37 m); Seven (7) units of overflow troughs and weirs for existing secondary clarifiers as above, complete with accessories and materials; Two (2) units of overflow weirs for new secondary clarifiers as above, complete with accessories and materials; Nine (9) units of horizontal baffle plates of stainless steel for secondary clarifiers, complete with accessories and materials One (1) aeration blower, capacity 22 500 Nm3/h x 6mwc and compatible with existing blowers, complete with mechanical, electrical and automation equipment, pipes, valves, materials, fixing elements and accessories; Installation tools, materials and manuals. Mandatory spareparts, and recommended spareparts and consumables for two years operation As an optional item, design and supply of equipment for rehabilitation works for any number of primary sedimentation tanks 1 – 6. Related services including survey of existing structures as applicable, review of A1-1 Contractor’s design, installation drawings and documents, support for supply and approvals, supervision of installation (installed by A1-1 Contractor), testing and start-up support, training, O&M support and as-built documentation. Supplier for contract A1-2 shall coordinate all his activities with the main contractor for the Works (Contract A1-1). Planned completion period for the main contract is 36 months. Delivery schedules for the Supply Contract shall be phased and coordinated with the schedules of the Works Contract (A1-1). Contract A1-2 Eligibility and Qualification Criteria Eligible nationalities of tenderers and subcontractors, and eligible origins of goods and related services for Contract A1-2 are specified in Section V of the Tender Dossier (Eligible Countries). Belinvestbank - Strengthening Capacities for MSME Lending

Assignment Description:

Belinvestbank (“BIB”) is a state-owned universal commercial bank operating in Belarus and focused on providing credit and other financial services to local clients. BIB is one of the five largest banks in the country and has a wide network of regional branches and points of sale. BIB offers a full range of services to large enterprises, medium and small size companies as well as individual clients.

In 2015 the EBRD signed a Loan Agreement with BIB for a EUR 20 million credit line for on-lending to local MSMEs. The credit line is expected to support BIB in expanding the scope, and enhancing the quality, of its products to private sector, thereby improving the access of micro, small and medium enterprises (“MSMEs”) to longer-term finance through BIB’s nationwide network, in a challenging operating environment.

The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) intends to engage a consultant (the “Consultant”) to support BIB with strengthening institutional capacities for efficient lending to MSMEs (the “Assignment”).


The objective of the Assignment is to increase BIB’s efficiency and competitiveness in providing MSME loans in Belarus on a sustainable basis. This will be ensured through identification of gaps, impediments and risks in the current MSME lending system and implementation of institutional capacity-building measures.

The Consultant will focus on the following aspects of MSME lending:

* reviewing and adapting MSME lending methodology, procedures and processes

* MSME underwriting technics;

* credit risk management, including environmental and social aspects;

* staff selection and training;

* marketing/customer service;

* new product development;

* portfolio quality management;

* arrears management.

Status of Selection Process: Interested firms or groups of firms are hereby invited to submit their expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in April 2016 and has an estimated overall duration of 30 months. No extension to this Assignment is envisaged.

Cost Estimate for the Assignment: EUR 275,000.00 (exclusive of VAT), subject to availability of donor funds.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Funding Source: It is expected that the Assignment will be funded by donor funds. Please note selection and contracting will be subject to the availability of funding.

Eligibility: There are no eligibility restrictions.

Consultant Profile:

The Consultant will be a firm or group of firms with experience and expertise in:

(a) assisting commercial banks with developing MSME business and marketing strategies, strengthening credit and risk management;

(b) standardization, optimization and automation of business processes, proven ability to help banks with monitoring and work-out functions;

(c) track record in increasing market share of loans and/or other credit products;

(d) proven ability to help banks with devising and implementing lending policies;

(e) understand, recommend and implement appropriate training programs for staff;

(f) ability to deal with difficult issues in a sensitive but firm manner;

(g)experience in completing at least one MSME project in emerging countries; experience in one of the former Soviet Union countries;

It is expected that the Consultant's team will comprise the following key experts:

Key Expert 1: Project Manager/Senior MSME Lending Expert (“PM”) with preferably:
*
10 years’ experience in leading development and implementation of MSME strategy in commercial banks with active MSME function;
* 10
years’ expertise in development of MSME lending and risk assessment methodologies and establishing relevant business processes; and
*
10 years’ professional experience in managing similar assignments in the Commonwealth of Independent States (“CIS”) region and/or other countries in the EBRD’s countries of operation (“ EBRD CoO”).

Key Expert(s) 2: SME Lending Expert with preferably:
*
5 years’ experience in credit risk assessment of SMEs;
*
5 years’ experience in the underwriting procedures of SME lending, including marketing, client negotiation, collateral, loan structuring and monitoring;
* 5 years’ experience in SME lending in commercial banks in the CIS region and/or other countries in the EBRD CoO;
*
2 years’ experience in hiring and training of staff; and
*
fluency in Russian and English is essential.

Key Expert(s) 3: Micro Lending Expert with preferably:
*
5 years’ experience in credit risk assessment of micro borrowers;
*
5 years’ experience in the underwriting procedures of micro lending including marketing, client negotiation, collateral, loan structuring and monitoring;
*
5 years’ experience in micro lending in commercial banks in the CIS region and/or other countries in the EBRD CoO;
*
2 years’ experience in hiring and training of staff; and

* fluency in Russian and English is essential.


Key Expert 4: Work-out expert with preferably:
*
5 years’ experience in establishing/improving performance of work out function in MSME segment of commercial banks;
*
preferably 5 years’ working experience with problem loans including early monitoring and recovery stages;
*
preferably 5 years’ experience in commercial banks in the CIS region and/or other countries in the EBRD CoO; and
*
fluency in Russian and English is essential.

a) Overview of the firm/group of firms including company profile, organization and staffing.
b) Details of required experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;

c) A description of the Consultant’s understanding of, and approach to, the Assignment, including methodology and workplan (up to three pages).

d) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
