Project Description: The Unitary Enterprise Polotskvodokanal (the "Company") supported by the Government of Belarus (the "Government") and the administration of the City of Polotsk (the "City") approached the European Bank for Reconstruction and Development (the "EBRD", or the "Bank") with a request to finance the priority investments in construction of the new wastewater treatment facilities in the City including aeration tanks, sedimentation tanks, sludge pumps, air blowers, etc. (the "PIP" or the "Project") to ensure compliance with the national and EU standards and recommendations by the Baltic Marine Environment Protection Commission – Helsinki Commission ("HELCOM") for effluent quality treatment. The Company, a water distribution and wastewater treatment company, is 100 per cent owned by the City. The Project is one of the first three subprojects (together with subprojects in Orsha and Lida) under the Belarus Water Sector Framework (the "Framework" or "BWSF"). The current Framework aims mainly at reducing pollution of the Baltic Sea basin, and to some extent also to the Black Sea basin. It follows the first wave of projects signed by the Bank in 2012 to rehabilitate the wastewater treatment facilities in Vitebsk, Slonim and Baranovichi which are now being implemented. The City does not have its own wastewater treatment plant and would like to construct one that would serve the entire population of 85,000 people and commercial customers in Polotsk. The construction of the wastewater treatment plant in Polotsk commenced in 2008 aimed at commissioning the plant into operation in 2010. During 2008-2010 the construction was financed from the Republican and Oblast budgets. It is estimated that approximately 20 per cent of the works had been completed before the works stopped in 2011 due to the lack of financing. On this basis, the Bank is looking to engage a suitably qualified consultant (the "Consultant") to prepare a feasibility study, which shall include inter alia: a) identification and a detailed assessment of the PIP that will cover the period of 13 years, (i.e. the financing period) and evaluate its benefits, including assessing its environmental and social feasibility; b) detailed financial analysis of the Company, as well as; c) preparation of overall procurement and project implementation plans. The Feasibility Study will determine the priority investments for the Project, which will be financed by the EBRD loan and will form the basis for project appraisal and approval by the EBRD and the Government. The Feasibility Study will provide detailed calculations of financial Internal Rate of Return ("IRR") and Economic IRR ("EIRR") for the Project. The overall objective of the assignment is to prepare a feasibility study for the Company and the City, which the Bank can use to appraise the Project and take a decision on the prospective financing. The feasibility study shall be in line with international requirements for such studies. Specific objectives of the assignment shall include, inter alia: - Development of an affordable, least cost and cost effective bankable investment programme for the Company; - Financial analysis of the Company and preparation of financial projections. The projections shall be fully consistent with the proposed PIP, strategic development plan and be based on prudent assumptions on the Company's revenues and expenditures. Financial projections shall include annual balance sheets, income and cash flow statements; - Determination of an efficient implementation strategy for the PIP; - Once the Project/PIP has been confirmed, screen the project against the EBRD’s Environmental and Social Policy (2014, “ESP”) and associated Performance Requirements ("PRs") to determine the project category (A or B) and the environmental and social due diligence required; - If the project is categorised as B, and once agreed with the EBRD, carry out the Environmental and Social Assessment (E and S Due Diligence – “ESDD”) of the proposed project to identify its environmental and social risks, impacts and benefits and to structure the Project to comply with the ESP and PRs. If the Project is categorised as A, this ToR will be revised by the EBRD; - Identify potential energy saving and materials efficiency measures (i.e. adequate sludge management / disposal solutions). The Feasibility Study will provide an overview of the Company’s procedures and technical, operational, environmental, social, and financial performance, and should form the basis for agreeing on the Company’s restructuring objectives in the loan document (e.g. reduction in water losses, improvements in tariff collections, standards of treatment, etc.).Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest. Assignment Start Date and Duration: The Assignment is expected to start in May 2015 and has an estimated overall duration of 3 months. Cost Estimate for the Assignment: EUR 280,000 (exclusive of VAT). The Company, a water distribution and wastewater treatment company, is 100% owned by the City. The Project is one of the first three subprojects (together with Polotsk and Lida) under the EUR 40 million Belarus Water Sector Framework (the “Framework”). The current Framework aims mainly at reducing pollution of the Baltic Sea basin, and to some extent also to the Black Sea basin. It follows the first wave of projects signed by the Bank in 2012 to rehabilitate the wastewater treatment facilities in Vitebsk, Slonim and Baranovichi that are now being implemented. The Company annually provides circa 7 million m3 of water to the population (133,000 people) and commercial clients in the City and adjacent areas and collects 9 million m3 of wastewater annually. The water is pumped from 38 artesian wells. Removal of iron plays an important role in the water treatment process due to the specific qualities of the locally pumped water. In late 2000 the Company put in operation several iron removal units, which largely improved the quality of water supplied to the local population. The water is supplied via a 326 km network. The wastewater is collected and transported over a 214 km network boosted by the 13 wastewater pumping stations. The existing wastewater treatment facilities have installed capacity of 57,000 m3 per day of which about 60-70 per cent is utilised. Project Description: The Unitary Enterprise Lida GUP JKH (the “Company”) supported by the Government of Belarus (the “Government”) and the administration of the Lida City (the “City”) approached the European Bank for Reconstruction and Development (the “EBRD”, or the “Bank”) with a request to finance the priority investments aimed at reconstruction and modernisation of the wastewater treatment facilities (the “PIP” or the ”Project”) to ensure compliance with the national and EU standards and HELCOM recommendations for effluent quality treatment. The Company’s operations include water supply and wastewater treatment, district heating and other socially important services in the City. The water supply and wastewater treatment services constitute around 20-25 per cent of the Company’s revenues. The Company is 100% owned by the City. The Project is one of the first three subprojects (together with Polotsk and Orsha) under the EUR 40 million Belarus Water Sector Framework (the “Framework”). The current Framework aims mainly at reducing pollution of the Baltic Sea basin, and to some extent also to the Black Sea basin. It follows the first wave of projects signed by the Bank in 2012 to rehabilitate the wastewater treatment facilities in Vitebsk, Slonim and Baranovichi that are now being implemented. The Company annually provides more than 8 million m3 of water to the population (circa 98,000 people) and commercial clients in the City and the adjacent areas and collects about the same volume of wastewater annually. The households account for 56 percent of the wastewater revenues with the remaining 44 per cent attributable to the commercial and budgetary organisations. The Company pumps water from 3 wells. The artesian water does not comply with sanitary norms of Belarus for iron and therefore requires iron removal. The sewage networks consist of 150 km pipes depreciated by about 62 per cent with 27 km of sewage networks requiring an immediate replacement. The wastewater treatment plant is operating close to its design capacity of 44,000 m3/day. The wastewater treatment plant was built in 1971 and consists of two separate biological activated sludge trains preceded by two mechanical screens and four sand removal tanks. In 2002 a second bio-sorption train without mechanical sedimentation was commissioned in operation. On this basis, the Bank is looking to engage a suitably qualified consultant (the “Consultant”) to prepare a feasibility study, which shall include inter alia: a) identification and a detailed assessment of the PIP that will cover the period of 13 years, (i.e. the financing period) and evaluate its benefits, including assessing its environmental and social feasibility; b) detailed financial analysis of the Company, as well as; c) preparation of overall procurement and project implementation plans. The Feasibility Study will determine the priority investments for the Project, which will be financed by the EBRD loan and will form the basis for project appraisal and approval by the EBRD and the Government. The Feasibility Study will provide detailed calculations of financial Internal Rate of Return (“IRR”) and Economic IRR (“EIRR”) for the Project. The overall objective of the assignment is to prepare a feasibility study for the Company and the City, which the Bank can use to appraise the Project and take a decision on the prospective financing. The feasibility study shall be in line with international requirements for such studies. Specific objectives of the assignment shall include, inter alia: - Development of an affordable, least cost and cost effective bankable investment programme for the Company; - Financial analysis of the Company and preparation of financial projections. The projections shall be fully consistent with the proposed PIP, strategic development plan and be based on prudent assumptions on the Company’s revenues and expenditures. Vitebsk Solid Waste Project

Project description: The City of Vitebsk (the “City”) (population 370,000) is currently developing a solid waste management system for the City in line with national guidelines. The existing landfill is almost full and the construction of a new landfill in compliance with relevant EU directives is being planned. Vitebsk is seeking to finance the new landfill with budgetary funds, which will be additional to the project to be financed by the European Bank for Reconstruction and Development (the “Bank” or the “EBRD”).

In parallel to constructing a new landfill, the City is aiming to improve its solid waste management system, in particular by increasing waste sorting at source and recycling, and thereby minimising waste disposed at the landfill. One of the key components of this strategy is to construct a sorting facility that will enhance the capacity of the City to recycle and reuse materials. This approach will extend the lifespan for the new landfill by reducing the volume of disposed waste.

Vitebsk has studied other similar recycling facilities, including a World Bank (“WB”) funded waste sorting facility in the city of Grodno currently under construction, and has expressed interest in a similar facility to improve its solid waste management operations.

In light of the above, the City has approached the Bank with a request to assess the possibility of financing a project for the construction of a waste sorting and processing facility in the City (the “Project”). The project is envisaged to comprise of the following components: i) an automatic sorting facility, ii) a digester for biodegradable fractions, and iii) a plant for production of RDF or similar material.

The total value of the investment is estimated at EUR 20 million, to which the Bank would contribute with a loan of up to EUR 15 million. This will however have to be confirmed during the due diligence process for the Project, of which the preparation of this feasibility study is an important part.

In preparing the transaction, the Bank will work with the City owned company Vitebsk State Enterprise “Spetsavtobaza of Vitebsk City” (the “Company”). The Company owns and operates vehicles for collection and transportation of municipal and industrial waste. The company also operates the landfill in Vitebsk and employs roughly 300 staff.

Assignment description: The Bank requires the services of an independent consultant (the Consultant) to review the detailed requirements, verify whether a bankable project meeting the below objectives is feasibile, and prepare such a project. This Project will be based on an effective least-cost investment programme. The investment plan will be justified on the basis of thorough technical, legislative, financial, and economic analysis. Furthermore, the Consultant will develop an efficient Project Implementation Plan, including procurement schedule, and carry out an assessment of the resource efficiency opportunities (including energy efficiency and renewable energy potential and the impact on GHG emissions) and environmental and social impacts of the investment programme.

Specific objectives of the assignment shall include, inter alia:

• Review the needs of the Company and the City, including definition and establishment of the area to be covered by the investment.
• Review the specific needs (i.e. the needs of all relevant stakeholders, presenting any differentiated needs and priorities according to gender and age) for solid waste management in the area.
• Review the applicable legislation at local and national level in place regarding waste (e.g. targets on material and energy production from waste), and assess the implications on the Project.
• Review and analyse the current system of solid waste separation, collection and reprocessing for recycling and, if appropriate, make recommendations on how this could be improved, taking into consideration international best practices in waste management (eg BREFs) and following the EU waste hierarchy options at the maximum extent. Identify potential industrial users of separated materials and barriers existing to the development of a market for such products.
• Review and analyse the current situation of the waste treatment/separation/ recycling/landfilling in the area in terms of condition of major equipment and facilities, recent past years performances, operation and maintenance (“O&M”) practices, capacity of the City to manage and address all relevant environmental and social risks and impacts, compliance with national laws and regulations and any liability issues.
• Once the waste management option and site selection has been confirmed, screen the project against the EBRD’s Environmental and Social Policy (2014, “ESP”) and associated Performance Requirements (“PRs”) to propose, and agree with the EBRD, the project category (A or B) and confirm the environmental and social due diligence required.
• If the Project is categorised as B (once agreed with the EBRD) carry out an Environmental and Social Assessment (E&S Due Diligence, “ESDD”) of the proposed Project to identify its environmental and social risks, impacts and benefits and to structure the Project to comply with the ESP and PRs. If the Project is categorised as A, this ToR will be revised by the EBRD.
• Based on the results of the above, draw up a detailed priority investment programme (“PIP”) for a waste sorting and processing facility in Vitebsk, including but not limited to i) an automatic sorting facility, ii) digester for biodegradable fractions, iii) a plant for the production of Refuse Derived Fuel (“RDF”) or similar material for production of energy from waste refuse. This should also include a recommendation on where this new facility should be situated.
• Make necessary recommendations for institutional changes (organisation of solid waste management, changes in law or institutional, including human resources, changes) regarding solid waste management in the City.
• Conduct a financial analysis of the new waste sorting and processing facility as well as the old and new landfills (and if appropriate, recycling opportunities) and waste management operations. Create a business plan over the lifetime of the loan with detailed calculations of realistic capital expenditure (“CAPEX”), revenues, expenses, debt service coverage ratio and Internal Rates of Return (“IRR”) (both economic and financial). To prepare financial projections for the selected waste management facilities; the projections shall be fully consistent with the proposed Project, strategic development plan and be based on prudent assumptions on the Company revenues and expenditures. Financial projections shall include annual balance sheets, income and cash flow statements.
• Design a general timetable of the implementation of the Project for each potential scenario.
• Review the potential for private sector participation (“PSP”) in waste collection and disposal (and if appropriate, recycling) (e.g. design-build-operate for any part of the Project, privatisation of collection in parts of the City, operation of the landfill, etc.).Support discussions on the Project proposal between the EBRD and the relevant stakeholders as necessary.
• Calculate the Bank’s standard measuring indicators and SRI impact indicators.

Assignment Start Date and Duration: The Assignment is expected to start in November 2015 and has an estimated overall duration of 16 weeks.

Cost Estimate for the Assignment: EUR 280,000 (exclusive of VAT).

Belinvestbank (“BIB”) is a state-owned universal commercial bank operating in Belarus and focused on providing credit and other financial services to local clients. BIB is one of the five largest banks in the country and has a wide network of regional branches and points of sale. BIB offers a full range of services to large enterprises, medium and small size companies as well as individual clients.

The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) has agreed to provide the assistance on pre-privatisation programme to BIB. This will include several components, one of which is the development and implementation of an Institution Building Programme (“IBP”).

The EBRD intends to engage a consultant (the “Consultant”) to provide advisory services aimed at aimed at increasing the commerciality of BIB`s operations, strengthening its corporate governance standards, and enhancing its attractiveness to potential strategic investors.

The main achievement indicators expected to be attained as a result of the implementation of the proposed assignment are as follows:

The Long-Term Advisor / Project Director will be responsible for supervising the implementation of IBP, coordinating work of other experts, and for the overall outcome of the assignment. The Long-Term Advisor will work closely (and report to), on a day-to-day basis, with the Working Group and BIB’s management, advising on major strategic and managerial decisions. He/she will ensure that the measures envisaged in the IBP are duly implemented. The Long-Term Advisor will also liaise with the EBRD team.

Puhovichi Solid Waste Project -Supplementary Technical Study

Background:

The European Bank of Reconstruction and Development (the “EBRD” or the “Bank”) is considering a sovereign loan to finance a solid waste management project for the Puhovichy and Cherven districts in Belarus (the “Project”). The main components of the Project include: (i) the construction of an EU compliant regional sanitary landfill, (ii) a sorting facility, (iii) a composting facility, and (iv) vehicles and equipment for improvement of the waste collection system.

The solid waste management in the Puhovichy and Cherven districts are managed by the Puhovichy Housing and Communal Service Company (“HCSC”) and Cherven HCSC respectively, serving a total population of 110,000 people. Puhovichy HCSC is the bigger company of the two and in addition to waste management services, it also operates services such as central heating, technical services for housing and other public utilities. Cherven HCSC has a similar profile and is responsible for managing solid waste, as well as providing hot water, central heating and technical services for households.

A feasibility study on the construction of a municipal solid waste landfill and a transfer station in order to increase the effectiveness of waste management in the Puhovichy district was carried out in 2013-2014. The study recommended to establish a regional waste management system, including a landfill disposal and transfer station for the districts of Puhovichy and Cherven. Another key recommendation from the study was to establish a new common landfill at the old sand quarry near the Municipality of Rovchak for the safe disposal of municipal solid waste from the above districts and rural communities.

Since the completion of the feasibility study, the EBRD has had discussions with the Ministry for Housing and Communal Services about the proposal of including additional regions and districts in the original catchment area. The total population to be covered by the Project would increase from the original 110,000 people to be serviced to 230,000 people by 2030 by the development of a new satellite town near Rudensk. Following detailed discussions and site visits to potential locations for the new landfill site to cater for the extended region , the Bank is seeking to appoint a suitably qualified consultant (the “Consultant”) to carry out an additional study to clarify a number of technical and cost aspects related to the extension of the project, in accordance with the requirements as set out below (the “Assignment”).

The Consultant shall assist the Bank to carry out a technical review including without limitation an investment plan for the planned extension of the Project area.

Specifically, the Consultant shall provide services as follows:
• Assess current waste management system conditions, identify existing equipment, infrastructure, company structures, companies set-up, local institutional set-up, existing collection contract regimes (if any), private sector involvement, assets ownership; provide a detailed analysis on current number of customers, collection methods, solid waste disposal, billing, collection of payment; update a forecast model on waste quantities, composition, distribution; and assess future logistics requirements.
• Prepare an update estimate of the forecast of waste quantities
• Develop a detailed technical and environmental comparison between the two alternatives, including groundwater analysis and site investigations
• Verify the sanitary protection zone (“SPZ”) distances
• Review of transportation routes and pedestrian/road safety arrangements
• Assess the requirement of Transfer Station with enlarged project area and any additional land acquisition this may involve;
• Assess the closure of the existing landfills in Puhovichy and Cherven districts;
• Assess waste pickers
• Confirm project cost estimations.
Once the preferred site is identified, confirmed and approved by the Client and the Bank, the Consultant should complete:
• Assess the technical consequences for the proposed landfill and prepare a revised plan for the stepwise extension of the landfill and an estimate of the total active landfill lifetime.
• Estimate additional investments
• Assess the possibility of landfill gas extraction and energy production based on the expanded catchment area.
• Identify any institutional restrictions and prepare solutions
• Update the existing financial model and Economic Rate of Return calculation.
• Carry out a greenhouse gas (“GHG”) assessment of the project,
• Prepare a summary table for the Bank including project benefits expected in line with Bank monitoring indicators;
• Based on the findings from the above, recommend actions to be taken by the Bank.

Assignment Start Date and Duration: The Assignment is expected to start in June 2015 and has an estimated overall duration of three months.

Maximum Cost Estimate for the Assignment: EUR 200,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Eligibility: Participation is restricted to firms registered in the Czech Republic and experts being either Czech nationals or permanent employees of the firm registered in Czech Republic. Up to a maximum of 35% of the total contract amount may be used to finance services of local experts who are nationals of Belarus or consultancy firms registered in Belarus.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous experience related to solid waste management projects, including without limitation experience in developing waste management projects, waste management practices, the financial and technical issues of the sector, investment and operating costs and practices, and the relevant Regional and European Union environmental laws and standards.
Subject to the above referenced eligibility criteria, it is essential that the Consultant’s team has local experts who can demonstrate experience in the areas of the Assignment.

The Consultant’s expert team is expected to include key experts as follows:

Project Description:

The Unitary Enterprise Polotskvodokanal (the Client) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide financing for the construction of new wastewater treatment facilities in the city of Polotsk including aeration tanks, sedimentation tanks, sludge pumps, air blowers, etc., to ensure compliance with the national and EU standards and HELCOM recommendations for effluent quality treatment (the Project).

The Project is expected to finance the following investment components:

  • Construction of new main wastewater (sewer) collector from pumping station #9 to Polotsk Wastewater Treatment Plant (”WWTP”) (7,055 metres)
  • Rehabilitation of pumping station #9; and
  • Completion of modernisation of Polotsk WWTP including discharge facilities.

The Project objective is to build a new wastewater treatment plant to achieve full compliance of the wastewater services with the national and EU standards and HELCOM recommendations.

Affordability among the population is a severe constraint and the Bank is working with bilateral and international donors to arrange relatively high grant co-financing amounts to facilitate the implementation of urgent upgrades without imposing hardship on the population.

Assignment Description:  The Company is seeking to engage a firm or consortium (the "Consultant") to provide assistance to the Company in the form of a Corporate Development Programme and a Social Support Programme as outlined below.

The assignment consists of two main Parts:

Part I: Corporate Development Programme for the Company

The Consultant shall assist the Company to improve its commercial standing, service and environmental performance by supporting the identification and implementation where necessary establishment of the corporate, financial, operational and environmental management required to become financially and operationally sustainable and also to meet the related covenants included in the EBRD financing documents. The Consultant’s main task is to assist the Company to develop a short-medium term focused corporate development plan and to improve the corporate planning capacity to assist ongoing transition towards becoming a self-sustaining entity with commercially sustainable operations, as well as implementing the Environmental and Social Action Plan (ESAP) developed for the Company.

Part II: Social Support Programme

The second objective is to assess the existing social support mechanism for the low income customers and assess how the Company makes use of it in terms of knowledge of its vulnerable customer base and its financial support needs. Following this assessment the Consultant will recommend improvements and actions for improved implementation by the Company. Belarus has a welfare system with subsidies to vulnerable groups, including subsidised utility services, which will bridge the affordability gap. The State and local authorities have not provided direct subsidies to the low income families instead subsidies are provided to the Company to keep the tariff level low. In addition, cross-subsidisation between commercial and residential clients exist. Detailed mechanism needs to be developed and agreed between the local authorities and the Company and reflected in the Public Service Agreement to be signed by the Company.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 2016 and has an estimated overall duration of 36 months.

Cost Estimate for the Assignment: EUR 350,000 (exclusive of VAT).

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed through the Czech Republic ODA TC Fund.  Selection and contracting is subject to the availability of funding.

Eligibility:  Consultancy firms shall be registered in the Czech Republic and all experts proposed must be either Czech nationals or permanent residents of the Czech Republic. However, up to a maximum of 35% of the maximum contract amount may be used to finance services of other nationalities including experts who are nationals of the country in which the assignment is being conducted and firms which are registered in these countries. Assignment Description: The Client now intends to retain a consulting company (the Consultant) to support the Company and the Company’s Project Implementation Unit (PIU) in all aspects of Project implementation, including preparation of design, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalisation, administration and supervision of the contract implementation including the implementation of the Environmental and Social Action Plan (ESAP), as well as set up of the disbursement system (the Assignment).

The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by rendering assistance to the Company in the implementation of the Project, including design, all aspects of procurement and disbursement, and environmental and social (E&S) requirements.

With the involvement of the Consultant the Company will have access to the best practice in the implementation of the Project and procurement of works, as well as advice on specific technical issues including E&S requirements. The Consultant will provide assistance in procurement of works and goods completely in accordance with the procedures, specifications and documentation of the Bank and pursuant to all other agreements stipulated in the Loan Agreement signed between the Company and EBRD.

The Consultant shall perform the following main tasks:

  1. Overall project management support as required.
  2. Design the works and prepare technical specifications for goods.
  3. Arrangement of preparation of the prequalification, if any, and tender documents for procurement of works and goods;
  4. Arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports.
  5. Administration of contract implementation including, where appropriate, works supervision or assisting  with works supervision.,
  6. Arrangement of timely disbursements under the contracts.

The work of the Consultant refers to the whole Project and not only to the portion financed by EBRD. The Project is expected to finance the priority investments as defined in the Feasibility Study prepared by Posch and Partner in 2015.

The Project is expected to finance the following investment components:

  • Construction of new main wastewater (sewer) collector from pumping station #9 to Polotsk Wastewater Treatment Plant (”WWTP”) (7,055 metres)
  • Rehabilitation of pumping station #9; and
  • Completion of modernisation of Polotsk WWTP including discharge facilities.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 2016 and has an estimated overall duration of 36 months.

Cost Estimate for the Assignment: EUR 750,000 (exclusive of VAT).  The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: Austrian Fund for Municipal Infrastructure. Selection and contracting is subject to the availability of funding.

Eligibility: Consultancy firms shall be entities registered in Austria and all experts proposed by the entity to work on the assignment must be either Austrian nationals or permanent residents of Austria. However, up to a maximum of 25% of the maximum contract amount may be used to finance services of local experts who are nationals of Belarus or consultancy firms of Belarus.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with preferably previous project experience in administrative management, procurement, design and supervision of similar construction works and acquiring of equipment for water and wastewater rehabilitation projects in comparable climatic and geological conditions.

It is anticipated that the Consultant’s team shall include the following Key Experts listed below, with short-term support as required in other disciplines:

  • Project Manager;
  • IFI Procurement and Contracts Specialist;
  • Water and Wastewater Engineers (Design);
  • Finance/Disbursement Specialist;
  • Engineers (Construction Supervision);
  • Environmental and social specialist.

All experts shall have approximately 5 years or more of experience of the activity, which they are proposed for in a similar position including:

  • design and project management experience gained in countries with climatic conditions similar to the project sites;
  • construction and supply experience gained in countries with climatic conditions similar to the project sites;
  • experience in design of water supply and wastewater projects;
  • knowledge and practical experience of FIDIC and/or World Bank/EBRD Supply and Installation and Works contractual arrangements;
  • experience in (i) planning and design activities; (ii) assistance with planning and design activities; (iii) project management; (iv) project management assistance; (v) engineering; (vi) procurement of goods, works and services;
  • good knowledge of procedures and rules of procurement of international financial institutions, such as the World Bank, ADB or EBRD;
  • knowledge and understanding of EBRD’s environmental and social requirements and past experience of assistance in their successful implementation; 
  • knowledge of requirements of Belarusian legislation concerning construction, financial, accounting and disbursement issues.

Non-key experts are expected to include local experts.

1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).

2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.

3. CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

Communal Processing Unitary Enterprise “Brestvodokanal” now invites sealed tenders from eligible tenderers for the following contract.

Contract A1-2. Reconstruction of Brest WWTP, average flow 80 400 m3/d, supply of equipment, related services, installation tools, materials and manuals, and mandatory and recommended spare parts and consumables. The main items preliminarily include fine screens, screenings conveyor, screenings wash and press unit, screenings containers, grit separators, grit container, aeration blower including control cabinet and associated equipment, soft starters for one new and four existing aeration blowers, a master control panel for five blowers, improvements in ventilation system in existing blower station, aeration diffusers including distribution piping and drop pipes, mixers and circulation pumps in existing aeration block 1 and in new aeration block 5.

Supplier for contract A1-2 shall coordinate all his activities with the main contractor for the Works (Contract A1-1).

Planned completion period for the main contract is 29 months. Delivery schedules for the Supply Contract shall be phased and coordinated with the schedules of the Works Contract (A1-1).

 

Contract A1-2 Eligibility and Qualification Criteria

Eligible nationalities of tenderers and subcontractors, and eligible origins of goods and related services for Contract A1-2 are specified in Section V of the Tender Dossier (Eligible Countries).

To be qualified for the award of the Contract A1-2, tenderers must satisfy the minimum criteria in Tender Documents, including but not limited to:

  • the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations;
  • the Tenderer shall have an average annual turnover as prime Supplier (defined as billing for Goods and Services delivered or under delivery) over the last three years of not less than 4 million EUR equivalent;
  • experience of participation as Supplier in at least three (3) contracts within the last five (5) years, at least one with a value of at least EUR 2 (two) million equivalent, successfully and substantially completed and similar to the proposed equipment;
  • the tenderer must demonstrate access to or availability of financial resources in the amount of not less than 2 million EUR;
  • the Tenderer shall provide evidence that the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking and supply obligations;
  • for the Belarusian tenderers: the Tenderer shall provide evidence that the Tenderer and its sub-contractor(s) shall have or shall obtain prior to the Contract award all certificates, permits and licences required by the authorities of the Republic of Belarus related to the scope of this contract (such as design and construction permits issued by Belarusian Self-Regulatory Organisations in appropriate sectors or by other authorised organisations);
  • the Tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for the supply of goods under this contract.

  • Contract A1.d2. Procurement of CCTV equipment for sewer network.  Quantity – one unit.  Area of application – sewer networks with inside diameter from 50 to 1 500 mm, length is up to 300 m.  The equipment shall include:
    • Video camera for pipes from 200 to 1 500 mm diameter with trolley;
    • Floating module for pipes from 300 to 1 500 mm diameter;
    • Hoist with cable for cameras;
    • Power source for equipment;
    • Control unit, computer and software;
    • Vehicle, diesel fuel powered, engine not less than 120kW, payload not less than 1,2 tons, with operator’s and equipment compartment;
    • Portable CCTV system for inspection of pipelines with inside diameter from 50 to 300 mm and inspected length up to 60 m.

City Unitary Communal Production Enterprise “Grodnovodokanal”, hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a non-refundable technical aid from the Northern Dimension Environmental Partnership (NDEP) – 2 million EUR towards the cost of Supply Contract A1-2 of the Project “Reconstruction of Grodno Wastewater Treatment Plant, Phase 2”. City Unitary Communal Production Enterprise “Grodnovodokanal” now invites sealed tenders from eligible tenderers for the following contract. Contract A1-2. Reconstruction of Grodno WWTP, new dimensioning flow 116 000 m3/d, supply of following equipment and related services: Nine (9) units of sludge scrapers complete with mechanical, electrical and automation equipment, pipes, valves, materials, fixing elements and accessories(7 existing secondary clarifiers with inside diameters 28 – 40 m and 2 new clarifiers with inside diameter 37 m); Seven (7) units of overflow troughs and weirs for existing secondary clarifiers as above, complete with accessories and materials; Two (2) units of overflow weirs for new secondary clarifiers as above, complete with accessories and materials; Nine (9) units of horizontal baffle plates of stainless steel for secondary clarifiers, complete with accessories and materials One (1) aeration blower, capacity 22 500 Nm3/h x 6mwc and compatible with existing blowers, complete with mechanical, electrical and automation equipment, pipes, valves, materials, fixing elements and accessories; Installation tools, materials and manuals. Mandatory spareparts, and recommended spareparts and consumables for two years operation As an optional item, design and supply of equipment for rehabilitation works for any number of primary sedimentation tanks 1 – 6. Related services including survey of existing structures as applicable, review of A1-1 Contractor’s design, installation drawings and documents, support for supply and approvals, supervision of installation (installed by A1-1 Contractor), testing and start-up support, training, O&M support and as-built documentation. Supplier for contract A1-2 shall coordinate all his activities with the main contractor for the Works (Contract A1-1). Planned completion period for the main contract is 36 months. Delivery schedules for the Supply Contract shall be phased and coordinated with the schedules of the Works Contract (A1-1). Contract A1-2 Eligibility and Qualification Criteria Eligible nationalities of tenderers and subcontractors, and eligible origins of goods and related services for Contract A1-2 are specified in Section V of the Tender Dossier (Eligible Countries). To be qualified for the award of the Contract A1-2, tenderers must satisfy the minimum criteria in Tender Documents, including but not limited to: the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations; the Tenderer shall have an average annual turnover as prime Supplier (defined as billing for Goods and Services delivered or under delivery) over the last 3 (three) years of not less than 3 million EUR equivalent; experience of participation as Supplier in at least 3 (three) contracts within the last five (5) years, each with a value of at least EUR 1.6 (one point six) million equivalent, successfully and substantially completed and similar to the proposed equipment; the tenderer must demonstrate access to or availability of financial resources in the amount of not less than 2 million EUR; the Tenderer shall provide evidence that the Tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking and supply obligations; for the Belarusian tenderers: the Tenderer shall provide evidence that the Tenderer and its sub-contractor(s) shall have or shall obtain prior to the Contract award all certificates, permits and licences required by the authorities of the Republic of Belarus related to the scope of this contract (such as design and construction permits issued by Belarusian Self-Regulatory Organisations in appropriate sectors or by other authorised organisations); the Tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance procedures, which shall be applied for the supply of goods under this contract.
