Selection Of Consulting Firms For The Development Of An Ideal Structure For The Composition, Dimensioning And Management Of The Fleet Of The Paraná State Government Official Vehicles NOTICE OFREQUEST FOR EXPRESSIONS OF INTEREST No. 05/2016 SELECTIONOF CONSULTING FIRMS FOR THE DEVELOPMENT OF AN IDEAL STRUCTURE FOR THECOMPOSITION, DIMENSIONING AND MANAGEMENT OF THE FLEET OF THE PARANÁ STATEGOVERNMENT OFFICIAL VEHICLES Loan Agreement No. 8201-BR 1.     The State of Paraná has received a loan from the International Bank forReconstruction and Development (IBRD), aimed at financing the Paraná Multi-sectorDevelopment Project. The project has as its main objective the modernization ofthe management of the public sector, aiming at improving the provision ofservices and at making the access to opportunities of human and economicdevelopment fairer and more environmentally sustainable in the State of Paraná. 2.     TheMulti-sector Project for the Development of Paraná published its GeneralProcurement Notice on UNDB Online on November 17th, 2014. 3.     Thus,the State of Paraná through the State Secretariat of Planning and GeneralCoordination (SEPL) and through the State Secretariat of Administration andSocial Security / DETO - Department of Official Transportation informthat theywill prepare a Short List of companies for the execution of Consulting Servicesfor the development of an ideal structurefor the composition, dimensioning and management of the fleet of the ParanáState Government official vehicles, considering economic and operational aspects,from the full diagnosis of the current operation procedures, inaccordance with the Guidelines: Selection and Employment of Consultants UnderIBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011.The selection will take place under the Quality- and Cost-Based Selection(QCBS) method. 4.     The requestedconsultancy services aredescribed in detail in Attachment I. The main features of the services includethe following: a.     Providing afull diagnosis of the current operation structure for the fleet of officialvehicles in operational and financial terms, including: searching andidentifying, through report analysis, all current state and federal legislationregarding official transportation; analysis of average market prices for theacquisition of new vehicles; analysis of the institutional structuresandorganizational processes that currently exist in the entities for theDirectAdministration and in autonomous government entities that use the officialfleet; analysis of the current and future frequency of travelling andtransportation to cities in the State; analysis of fixed, variable and indirectcosts in the past ten years, for all types of vehicles and of the current structure,including: depreciation costs, insurance and incidents, licensing, compulsoryinsurance, car ownership taxes, maintenance (parts, tires, lubricating oils andmore), fuel, capital/acquisition costs, amortization, idle time, administrativecosts and more; b. Creating a proposal of a full ideal structure for the composition, dimensioning and management ofthe Paraná State Government fleet of official vehicles, including: development of a tool(electronic spreadsheet) for the analysisand verification of the best management structure, demonstrating a comparison between structures,evaluation of alternativeinvestments (purchasing, renting, leasing and more) from the analysis of cash flow, with the application of an investment analysistechnique (IRR - Internal Rate of Return or NPV - Net Present Value), including into the consideration the most advantageous typeof fuel; a demonstration of the calculation of unit prices: composition of prices showcasing an analytical view of all materialsandconsumables, their quantities, observations regarding each one, priceand other variables that interfere in the composition ofthe price ofservices, mirroring the specifications, legislation and conditions established by the new structure; listing anddescribing the total costsof the new structure and identify budget and financial impacts in conjunction with the entities that usethe vehicles in the fleet; reportswith analysis and identification of occasional legal conflicts between what is proposed and thecurrent legislation, taking into consideration fixed standards and rules, specific tax features and socio-environmentallegislation, as well as a conclusive legal technical opinion toeliminate those conflicts. 5.     The eligiblefirms that are interestedin provisioning the services must express their interest by submittinginformation that show they have the experience and competence necessary forexecuting the required services. For that, they must present: a.      Company or institution information,including: I) legal name; II) dateof constitution of the company; III) full address; IV) phone number and email;V) company website; VI) name of person in charge or representative ofthecompany; VII) technical board, according to Form "A". b.      Alist of companies and/or institutions that have benefited from similar tasks,finished or in conclusion, with a presentation of the respective proof that theservices were executed and execution certificates, which must be issued bythose companies or institutions. Present a table filled according to the informationrequested in Form "B". c.       Aportfolio of past services executed for companies or institutions that havebenefited from item 5b. These service descriptions must carry as muchinformation as possible, including, among others: the year of the execution ofthe services, name of the client,  objective, products, period of execution and contractprice. The interested company must present a table filled in accordance withthe information requested on Form "C". In case of projects carried outas part of a joint venture, the bidder must explain what was theirparticipation in the activities. d.     A declarationof intention to constitutea Joint Venture, if applicable, with the name of the companies with which theJoint Venture will be constituted. The presentation of elements required onitems 5a, 5b and 5c must also carry the identification of which member of theJoint Venture is responsible for that particular provision of services. Theformalization of the Joint Venture will only be required for the signing of thecontract. e.     Otherinformation or documents that thecompany may deem relevant for demonstrating their experience in the executionof these services. 6.      ThisExpression of Interest does not imply any obligation to contract. 7.      Thecompanies and institutions shall be selected according to the evaluationcriteria for the formation of the Short List, according to their verifiedexperience. 8.      The World Bankrules require that consultants offer professional, objective and impartialadvising, treating the interests of the client as a priority, not consideringthe possibility of future contracts, and require that, in offering consultingservices, they avoid conflicts with other tasks or with their own corporativeinterests.
