The consultingservices("the Services") is to enable the auditorsto express anindependent professional opinion on the financial status  of the Project as from September 2014 to December 2015 and toensure that the funds granted to the Project have been used for theirintendedpurposes. The auditor will ensure that: Allresources of the Bank have been used in accordance with applicable funding agreements, in the interests of economy and efficiency,and solely for the purposes for which they were provided. In the case of disbursements based on financial monitoring report, the auditorwill verify that reports during the period covered by the audit are consistentwith the funding agreements, sincere, reliable andfairly show the requested transactions refund; DesignatedAccounts are managed in relation to the provisions of fundingagreements; Projectaccounts have been prepared on the basis of the systematic application of the National Accounting Plan standards and give a trueand fair view of thefinancial position of the Project at the end of the year in question and the resources received andexpenditures made during the year endedare updated; Theoverall financial performance of the Project is satisfactory; Projectassets are real and properly assessed and ownership of the Project or beneficiaries of these assets is determined in accordancewith the financing agreement; Any ineligible funds expenditure inclaims identified in the audit if paid from Designated Account. These expenses will be subject to a separate note in the auditreport. The durationof this consultancy is two weeks. La durée de la mission est de 120 jours calendrier à partir de la 2èmequinzaine du mois d'avril 2015. L'objectif principal de l'atelier de formation sur le Plan Comptable des Assuranceset les états de contrôle statistiques est de former le plus grand nombre d'utilisateurs surses particularités surtout liées auxétats de contrôle statistiques qui y sont associées. La durée de la mission est de 30 jours calendrier à partir de la 2èmequinzaine du mois d'avril 2015. Le Consultant internationalspécialiste en comptabilité des assurances de la zone CIMA doit : -          Etre  titulaire d'undiplôme universitaire de niveau Bac+ 5 (Master) en Gestion des Assurances/ Comptabilité desAssurances ; -          Avoir une bonne maitrise de l'utilisation des états de contrôlestatistiques ; -          Etre un Professionnel Comptable confirmé justifiant d'une grandeexpérience (minimum 5 ans) dans la Comptabilité des Assurances de la zoneCIMA; -          Avoir une expérience d'au moins 5 ans dans la formation desprofessionnels comptables, notamment dans le domaine de la comptabilité des assurances; -          La connaissance du Plan Comptable National burundais qui a servide trame à l'élaboration du Plan Comptable des Assurances du Burundi serait largementappréciée ; -          Justifier d'une bonne connaissance du cadre réglementaire desassurances ; -          Avoir presté comme contrôleur des assurances constitue un atoutindéniable. Une expérience d'interconnexion monétiqueinterbancaire impliquant une Banque Centrale constituerait un avantage. The objective of the financial audit is to express an opinionprofessionnelle use of funds PHJIMU project and ensure that the resources available to the project étéutilisées the purposes for which they were granted. The audit of the project PHJIMU for fiscal 2014 will cover lapériodeallant - 1 January 2014 au1er November 2014, the period covered by the Fund Preparation PPFIDAn ° Q880 Project; - The 2nd November 2014 to 31 December 2014, the period covered by the IDA Grant H9350-BI. The auditor will ensure that: i) All Bank resources were used in accordance with applicable agreements de-financing, in the interests of economy and efficiency, and only for the purposes for which they étéfournies; ii) The procurement of goods and services financed have been market passésconformémentaux provisions applicable funding agreements based on the procurement procedures of the World Bank and étéproprement recorded in the accounting books; iii) All records, accounts and records have been kept under différentesopérations on the project (including expenses covered by SOEs or reports suivifinancier); iv) Both types of accounts (accounts and designated BIF Project) sontgérées having regard in the provisions of funding agreements; v) The accounts of PHJIMU project have been prepared on the basis of systematic del'application ComptableNational Plan standards and give a true and fair view of the financial position of the Project and quedes resources received and effectuéesau fiscal 2014 spending; vi) The overall financial performance of the project is satisfactory PHJIMU; vii) The fixed assets of the project are real and PHJIMU properly assessed and the right propertyrights Project or beneficiaries on assets is determined in accordance with the de-financing agreements; These expenses will be in a separate lerapport note.
