The contract involves the counting of control and allocation of costs incurred by IRE and ONDRAF for their waste packaging services, own and common, the nuclear operators of the site of Fleurus (IRE IRE Elit, ONDRAF, NTPE , etc.). The first year of monitoring to be carried out in 2016 concerns the accounts and allocations of 2012, 2013, 2014 and 2015 while the years 2017, 2018 and 2019 relate respectively to the controls of the 2016 accounts, 2017 and 2018. On the basis of methodology (prepared by IRE) establishing the basic rules used to establish the accounts, the contractor shall conduct the audit by checking the following: • The appropriateness of the methodology with existing agreements between operators and where appropriate with the authorities responsible for financing (Belgian State - Wallonia), etc .; • The distribution of costs based on production periods waste or performance of services; • Details of ONDRAF costs ie total costs and, if applicable, the distribution of costs between the various operators; • Details of IRE costs, including, among others: - The hours and costs of IRE staff and subcontractors directly related to the activities of the department "Waste"; - Expenses of the department "Waste": consumables, fluids, preventive maintenances, ...; - Extraordinary maintenance facilities generating costs allocated to the department "Waste"; - The allocation of the proportionate share of the costs of general administration; - The allocation of the proportionate share of the costs of managing the Crash Program; - The amortization of equipment (new or replaced) acquired and pre-financed by the IRE for "Wastes" activities when they are used for all the producers concerned. • The calculation of key cost allocations between operators. This provision prevents each financial operator and site manager of Fleurus not proceed in turn to the same controls of the same record, established with the same methodology.
