General Procurement Notice Bangladesh Financial Sector Support Project Financial Sector GENERAL PROCUREMENT NOTICE Credit No.: 5664 Project ID No.: P150938 The People's Republic of Bangladesh intends to apply for financing in the amountof US$ 300 million equivalent from the International Development Association toward thecost of the Financial Sector Support Projectto be implemented by Bangladesh Bank (the Central Bank of Bangladesh), and intends to apply part of the proceeds to payments forgoods, works, related services and consulting services to be procured under this project. The project will consist of the following components: ·        Strengthening Financial Market Infrastructure: This component includes installation andrelated training of IT Systems for various areas like Virtual Private Network for Financial Sector, Data Center, Payment Systems,Credit Information, Clearing House, Payment Gateway etc. ·         Strengthening Regulatory Capacity: This component includes technical assistance towardsstrengthening regulatory and supervisory capacity of the central bank, HR development, bond market development, AML/CFT issuesetc. ·         Supporting Long Term Finance: This component includes providing long term financing facilitytowards exporters and manufacturing enterprises through participating financial institutions (PFIs). Technical assistance would beprovided to support PFIs in maintaining environmental and social safeguards. Procurement of contracts financed by the International Development Associationwill be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits(current edition), and is open to all eligible bidders  as defined in theguidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (current edition). BangladeshBank (BB) has undertaken the Financial Sector Support Project (FSSP) with the financial assistance of the World Bank with a view toimproving financial market infrastructure, regulatory and oversight capacity of Bangladesh Bank. FSSP also aimed at helping in scaling-up access to affordable long term financing and enhancing markets for long-term debt in order to meet the financing needs of manufacturing industries. BB requires the services ofa national individual who will function as the Environmental Regulations Compliance Specialist and support the PFIs,  prospective  borrowers  of  long  term  fund and  its relevant  stakeholders  to meet the standards of ESMF.  Now Bangladesh Bank intends tohire a National Environment Regulations Compliance Specialist who will work as the environmental focal point of the ProjectImplementation Unit (PIU) and will assist all the related concerns in achieving environmental and social safeguards of theprojects. Specific duties andresponsibilities The key duties and responsibilities ofthe Specialist will include: 1.       Ensure that the project ESMF has been properly followed during implementation ofsubproject activities. 2.       Prepare quarterly report on environmental and social assessment, implementation andmonitoring of environmental and social management plan. 3.       Assist in appraising the credit proposal considering the environmental and socialimpact to ensure all administrative procedures in line with Environmental and Social Management Framework (ESMF) of FSSP. 4.       On behalf of the PIU, regularly coordinate with the International Firm on CapacityBuilding in Environmental Compliance. 5.       Work in collaboration with other firms, engaged individuals in environmental andsocial impact assessment. 6.       Facilitate formal training to concerned staff of BB and PFIs to ensure that there isfull awareness about E&S issuesand the implementation of the ESMF 7.       Provide guidance and support to collect sufficientdata at the investigation stage todetermine the E&S impacts, if any, including whether stand-alone Environmental Assessments (EA) and E&S Management Plans(ESMP) are needed based on the outline provided in the ESMF. 8.       Review E&S implications of sub-project activities as per the ESMF and helpdeveloping mitigation measures. 9.       Prepare, design and conduct workshops/seminars (atleast two in each year) for projectstaff and other stakeholders to enhance the participation, commitment and perception of the various aspect of theproject. Required Skills andExperience The Specialist must possess thefollowing qualifications: 1.       Having a minimum of Master's Degree in Environmental Engineering/Science/Management orother relevant field. 2.       Having at least ten (10) years ofexperience in the relevant field of assignment. 3.       Having a minimum of five years of workexperience in dealing with Environmental and Social Impact of manufacturing industries. 4.       Having high level of intellectual andprofessional knowledge andskill: experience may be relaxed in the case of highly qualified person depending on the field ofassignment. 5.       Having updated knowledge of environmental laws and policies of Bangladesh Governmentand the World Bank. 6.       Experience in donor funded projects is preferable and 7.       Additional work experience with national and or international non-governmentalorganizations will be an added advantage. The onshore LNG project is beingdeveloped by Power Division, Ministry of Power, Energy and Mineral Resources (MPEMR).Power Cell, Power Division is coordinating this effort; and Bangladesh Power Development Board (BPDB) or any of its subsidiarycompany will be the partner to the private sector sponsor who willbe selected through an RfP process. IFC of the World Bank Group,through its InfraVentures (IFC IV) is a co-developer of this Project.  The Project SPV will initially be owned 50% each by BPDB or anyof its subsidiary company and IFC InfraVentures,with the lead sponsor subsequently taking 60% shareholding from BPDB or any of its subsidiary company and IFC after it is selectedby GoB based on a competitivetendering process. 2.       GOB is requesting expressions of interest from reputed consulting/financial/commercial advisory firms to be considered forshortlisting to participate in the bidding for this advisory assignment. Upon selection, the firm will advise GoB on the commercialand financial structuring of an on-shore LNG storage and regasification import terminal at Matarbari, Moheshkhali area ofBangladesh (the "Project"); and to advise in the LNG procurement aspects.
