Water has been a priority theme for the Swiss Cooperation in Central Asia for several years. The Swiss Agency for Development and Cooperation SDC has been financing various projects to improve the integrated water resources management and the water supply for the rural population of Central Asia. One of these projects, the "Integrated Water Resources Management Project" in the Ferghana Valley (in the border aera of Tajikistan and Uzbekistan) is now being up-scaled by a parallel financing with the World Bank (project "Rural Enterprises Support Project RESP") on one hand and with the Asian Devel-opment Bank ("Water Resources Management Sector Project") on the other. These two projects are currently self-implemented by SDC through a Project Coordination Unit PCU which is based in Tashkent/Uzbekistan. By end of 2012 SDC decided to tender out the management of these two projects in order to further streamline their management and the implementation of the projects. The overall objective of the mandate, which is to cover the period from 1 October 2013 to 30 June 2015, is to take over the implementation of the two running projects (RESP II and WRMSP), to take over the PCU and to manage it efficiently and according to international and SDC standards. The tasks include the following: • Take over the implementation of the two projects for the rest of the project’s duration • Assume administrative, financial and human resources control for the PCU • Ensure that the operational modalities are in accordance with the local law, as well as with the Swiss laws and SDC standards • Give relevant inputs to SDC to feed in the water sector management policy discussion.
